This document is a Questions and Answers (Q&A) spreadsheet for the Rio Rancho Field Maintenance Shop Expansion project, involving the New Mexico State Purchasing Division and Department of Military Affairs. The project entails constructing a 6,000 square foot building addition, a 2,500 square foot storage shed, and a 1,052 square foot wash bay, with associated site work including road realignment and equipment parking expansion. A mandatory pre-bid conference was scheduled for September 16, 2025, with sealed electronic bids due on October 3, 2025, at 2:00 p.m. The project has a projected completion time of 365 calendar days from the notice to proceed, and bidders are required to submit a 5% bid security bond.

The procurement includes a base bid and five alternate bid items, providing flexibility for contractors. Key technical requirements include compliance with Build America, Buy America (BABA) regulations, which mandate that iron, steel, manufactured products, and construction materials be produced in the United States. Specific technical specifications cover areas such as roofing materials, wall assemblies, mechanical piping, electrical systems, and fire protection. The project does not require an official sustainability certification, but includes specific product and performance requirements. Contractors must demonstrate a minimum of five years of experience in similar construction projects and provide three reference letters, with comprehensive documentation needed to prove technical and financial capability.

1None of the Civil Drawings have a scale associated with them, could you please provide scaling for each Civil Drawing? The Agency's architect responded with, "Civil plan sheets all include a graphic scale and north arrow for the views on the sheet. Civil detail sheets contain dimensions for each detail as appropriate."
2Will the pre-bid meeting sign in sheet be provided? The sign in sheet is posted to the GSD website https://www.generalservices.state.nm.us/state-purchasing/active-itbs-and-rfps/active-procurements/ Enter the procurement number 60-70500-25-00787 into the search field.
3Does the Exterior Exposed CMU and Mortar have an integral color...the plans/specs do not indicate Gray or Colored. The new CMU and grout that will be left exposed shall both have integral color to match the existing. All CMU that will be covered by stucco or otherwise will not be exposed to view can be standard uncolored block and grout.
4Please provide clarification on what wall types will be used in Work Bay 140 and Wash Bay B101. Page A-101 A shows Wall Types 2A, 2B, and 2C for the Work Bay, however, Page A-211 A shows Wall Type FA2. Page A-101 E shows Wall Type MA8 for the Wash Bay, however, Page A-501, Detail 4, shows 1 ½” DWC with gypsum board on the interior side. The work bay walls at the interior are correctly reflected on A-002. The design intent that bids shall reflect is that there will be 2” of rigid insulation adhered to the CMU interior face. Then there will be 5/8” hat channels attached to the CMU block through the insulation, and then 5/8” gypsum board on the hat channels. The first 8’ (FF to 8’ above FF) of gypsum board will be covered by metal panel (MP-1), and from 8’ to the bottom of roof deck will be painted gypsum board.
5What manufacture/brand is the existing fire alarm system?See below from the Fire Protection Engineer:The existing panel (which is turned off) is a Firelite MS-9200UDLS, but the scope of the work is to demo the existing system and replace with new combination fire alarm/mass notification system.

Plan Page S-022 and S-023 indicate Uplift Zones, but Uplift Pressures are not found. Section 07 22 00 2.4 and 2.4.1 indicate a 90psf uplift but this appears to be boilerplate, not specific to the project. These pressures will conflict with 07 53 23, 1.4.5 by calculation. These pressures may also conflict with those provided at 07 61 14, 2.1.1Addendum 2 contains structural sheets with wind loading requirements for roofs and walls.
31Under 01 33 29 Sustainability, References indicate UFC 1-200-02 as part of the specification. Within UFC 1-200-02 (01 December 2020 change 03 dated 08 July 2025) at 3-3.1.2 Energy Efficient Products reference ENERGY STAR products. Energy Star product requirements are indicated in 07 21 13 (Board and Block Insulation), and 07 53 23 (Ethylene-Propylene-Diene-Monomer Roofing). The Energy Star program for Roofing Materials was discontinued (Sunset) in June of 2022. Can Energy Star labeling requirements be removed for Roofing Materials?CRRC-1 will be considered as the baseline performance the roofing must meet, as energy star is now sunsetted.

This particular reference would only apply if the submitted product contained A36 steel material.
38At 07 42 13 Metal Wall Panels (shown at interior wainscot), requirement is to provide Interior Exposed Fastener, Metal Wall Panels in Indicated Profiles. Section requires panels to be Embossed and Striated (07 42 13, 1.3) as well as with Major Ribs and Intermediate Stiffening Ribs (07 42 13, 2.1) as well as having Factory install captive gaskets or separator strips (07 42 13, 2.1) the only profile shown is on Plan Page A-002 / Detail 4 “Wall Type 2A”. Profile shown does not appear to meet or match specified requirements. Can a more succinct Profile Detail be provided? a. Panel Warranty required appears to be for Exterior Exposure (“…excess weathering…”) requiring No Dollar Limit Coverage. Can this requirement be revised to reflect applicability to interior usage and exposure, or eliminated for this usage? The design intent is to provide prefinished steel panels that are embossed and striated, and installed with exposed fasteners. This is for the purpose of panel rigidity, and to hide potential future dents caused by impacts, plus easy removal for repair or replacement if necessary. The major ribs and intermediate stiffening ribs provisions can be eliminated, as can the captive gaskets and separator strips. While we are not concerned with weathering, the panel warranty is still applicable since there is a chance of the area getting splashed or washed down and we don't want the panels to prematurely deteriorate.
39At 07 53 23, 2.1.1 and 07 53 23, 2.1.13 In lieu of the Energy Star program, would the A/E consider changing to a white EPDM membrane that is rated by the Cool Roof Rating Council (CRRC) and complies with a specified Solar Reflective Index (SRI)? This would eliminate the need for a coating over the black membrane.Provided that the roofing meets the performance spec and CRRC-1 and all warranty requirements a white EPDM would be acceptable.
40If exposed conduit is acceptable does it have to be rigid conduit? Is it considered subject to physical damage?Any exposed conduit is required to be rigid conduit.
41Is the manufacture of the existing panels known?MDP is a GE Distribution Panel. (Already answered above)
42Is exposed conduit acceptable on the walls in side work bay 140 due to the wainscot metal panel all around the work bay?Exposed conduit is acceptable.
43Will the Bid Documents provide design uplift pressures as required by Section 1603.1.4 the 2021 IBC (item #5 for design wind pressures on exterior components and cladding materials)? a. These pressures may also conflict with those provided at 07 61 14, 2.1.1THIS IS ANSWERED IN ROW 31 (DUPLICATE)
44There are additional requirements of the installer when a building is insured by FM Global. Do the assemblies just need to meet the minimum uplift requirements of the listed FM system, or is the building insured by FM Global requiring FM Global submittal and testing procedures?Meet the requirements only, the buidling is not insured by FM Global (per owner).
