About this file
This is a Buy American Certificate provision (FAR 52.225-2, October 2022) that establishes certification requirements for offerors on federal contracts subject to Buy American statutes. The provision requires offerors to certify that end products are domestic end products, except those explicitly listed as foreign end products. Offerors must identify any foreign end products manufactured in the United States that do not qualify as domestic, and indicate whether those products exceed 55 percent domestic content (except for commercially available off-the-shelf items). Additionally, offerors must separately list line item numbers for domestic end products containing critical components. The Government will evaluate all offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures.
This certificate applies to the Department of Veterans Affairs National CMOP Contracting Office solicitation (36C77026Q0099) for miscellaneous pharmaceuticals, specifically Carboxymethylcellulose Sodium 0.25% ophthalmic solution in 15ml bottles (NDC: 58790-0001-15), with a requirement of 7,200 units for delivery to the CMOP facility in Ladson, South Carolina. The solicitation is set aside for small businesses with an estimated issue date of February 25, 2026, a closing response date of March 6, 2026 at 9:00 AM CST, and an estimated award date of March 11, 2026. Delivery is required within 10 days after receipt of order (ARO) with FOB destination terms. Vendors must submit completed price schedules in Excel format, include manufacturer information and product country of origin, and provide state wholesale distributor licensure verification demonstrating compliance with the Drug Supply Chain Security Act.
