About this file
This is a Buy American Certificate form (FAR 52.225-2, October 2022) that requires offerors to certify the domestic or foreign origin of end products being supplied under a federal contract. The certificate mandates that offerors identify all end products as either domestic or foreign, with foreign end products requiring additional disclosure of country of origin and whether they exceed 55 percent domestic content (except for commercially available off-the-shelf items). For domestic end products containing critical components, offerors must separately list the applicable line item numbers. The form serves as a compliance mechanism for the Buy American statute and will be evaluated according to FAR Part 25 policies and procedures.
This certificate applies to the Department of Veterans Affairs solicitation 36C77026Q0080 for pharmaceutical products—specifically Armodafinil tablets in two strengths (250mg and 200mg) totaling 2,640 units for delivery to the CMOP facility in Ladson, South Carolina. The small business set-aside solicitation has a closing date of February 10, 2026, at 9:00 AM CST, with an estimated award date of February 13, 2026. Offerors must submit pricing in Excel format along with company contact information, manufacturer name, and product country of origin. Additionally, vendors must provide state wholesale distributor licensure documentation to demonstrate compliance with the Drug Supply Chain Security Act. Failure to submit the price schedule, required information, or state license may result in technical unacceptability of the offer.
