About this file
This is a federal contracting form—specifically, the 52.225-2 Buy American Act Certificate (Tailored) for Commercially Available Off-the-Shelf (COTS) items. The form serves as a certification template that offerors must complete when submitting bids on federal solicitations subject to Buy American Act requirements.
The form requires offerors to identify and list any foreign end products being offered, including the line item number, country of origin, and whether non-iron/steel foreign products exceed 55 percent domestic content. For non-American-made COTS items, only the line item number and country of origin need completion. Alternatively, if all requested items are domestically manufactured, the offeror checks the "Domestic Product Certification" box and certifies that all items are domestically produced. The form must be completed and signed by an authorized representative who provides their printed name, company name, and title. Additional pages may be attached if necessary to accommodate multiple line items. This is a template document without specified procurement details, response dates, or award information.
