About this file
52.225-2 Buy American Act Certificate (Tailored) for COTS
This is a federal contracting compliance form used to certify adherence to the Buy American Act for commercially available off-the-shelf (COTS) items. Offerors must complete this certificate as part of their proposal submission and identify whether procured items are domestic or foreign end products.
The form requires offerors to list any foreign end products manufactured in the United States that do not qualify as domestic end products, specifying the line item number and country of origin. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether the items exceed 55 percent domestic content, or select "no" if the domestic content percentage is unknown. For non-American made COTS items, only the line item number and country of origin need completion. Alternatively, if all requested items are made in America, offerors check a box to certify that all items listed in the solicitation are domestically produced. The certificate must be signed by an authorized representative who provides their printed name, company, and title. Additional pages may be added as needed to accommodate multiple line items.
