About this file

This document is a Buy American Act Certificate (Tailored) template for Commercially Available Off-The-Shelf (COTS) products. The form requires vendors to declare the origin of products in a federal solicitation, specifically identifying foreign end products and their domestic content percentage. Section (a) allows offerors to list line items, their country of origin, and whether they exceed 55% domestic content. Section (b) provides an option to certify that all listed items are domestically produced, requiring the completion of signature, name, company, and title fields. The instructions clarify that for non-American made COTS items, only the line item number and country of origin need to be specified, and if all items are made in America, a checkbox can be marked.
