About this file
This is a GRAMA Business Confidentiality Claim Form issued by the Utah State Archives and used by the Salt Lake City School District (SLCSD) for the Nibley Park Elementary pavement rehabilitation and ADA ramp project. The form allows vendors submitting bids to claim trade secrets or commercial financial information as confidential under Utah Code 63G-2-305 and 63G-2-309. The project involves pavement rehabilitation and ADA ramp construction in the northeast parking lot of Nibley Park Elementary School, located at 2785 South 800 East, Salt Lake City, Utah 84106. A mandatory pre-bid site visit is scheduled for Tuesday, May 26, 2026 at 9:00 A.M. in the northeast parking lot area; contractors failing to attend on time will be ineligible to submit bids. All questions must be submitted in writing through the Bonfire/U3P platform or asked at the pre-bid site visit, with official answers provided only through Bonfire/U3P or authorized addenda. Bids must be submitted electronically through Bonfire/U3P and must include the base bid, alternate bid, and all required supporting documentation such as bid bonds and licensing.
Any bidder claiming confidentiality for proprietary or financial information must submit both redacted and non-redacted versions of their proposal; the SLCSD will not perform redactions on behalf of claimants. The form requires claimants to provide company information, identify specific pages and paragraphs containing confidential material, and provide a concise statement of reasons supporting the confidentiality claim. While submitting a confidentiality claim does not guarantee protected classification status if the government receives a records request, the form ensures compliance with Utah's Government Records Management and Accountability (GRAMA) requirements. All discrepancies between documents obtained from sources outside Bonfire/U3P will be resolved in favor of documents contained within the official Bonfire/U3P system.

Business Request for GRAMA Business Confidentiality Claim
Note: Utah Code § 63G-2-305(1) states that trade secrets can be protected if the person submitting the trade secret provides the governmental entity with a confidentiality claim. Likewise, Utah Code § 63G-2-305(2) states that commercial financial information can be protected if disclosure could reasonably be expected to result in unfair competitive injury to the person submitting the information, and that person has provided a confidentiality claim. Confidentiality claims are described in Utah Code § 63G-2-309. A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected. A claimant MUST submit a redacted and non-redacted version of their proposal. The entire proposal may NOT be redacted. The Division of Purchasing will not redact a proposal on behalf of a claimant if they fail to upload a redacted copy of their proposal.
