About this file

Summary

This is a Special Provisions administrative specification document for Upper Darby Township, Delaware County, Pennsylvania, establishing contractual requirements for construction projects within the municipality. The project encompasses construction improvements as detailed in associated plans, with work commencing no later than June 1, 2026, and completion required by September 29, 2026. Prior to mobilization, contractors must provide pre-construction videotape documentation establishing baseline conditions of the project area, including cartway, intersecting streets, curbing, sidewalks, and features within 50 feet of the project perimeter, with copies submitted on USB flash drives to both the Owner and Engineer at the pre-construction meeting. Bidders must submit sealed proposals accompanied by documentation of similar work performed within the preceding five years, including project location, total contract amount, work dates, detailed narratives, and contact information for awarding agencies. The contract schedule establishes that all unit prices remain fixed throughout the contract duration regardless of milestone dates, and bidders are expected to account for coordination with other municipal contractors, residential and commercial access maintenance, easement work requirements, material storage restrictions, and adherence to nuisance ordinances limiting work hours to 7:00 AM through 6:00 PM Monday through Saturday.

Additional contract requirements include submission of material Certificates of Conformance in triplicate prior to work commencement, comprehensive public utility coordination, mandatory dust control with on-site water wagon provision, Municipality-approved staging area designation with restoration to original condition upon completion, compaction testing of backfill materials, concrete batch design documentation submission, bituminous paving coring verification to PennDOT standards, and ongoing roadway maintenance throughout contract duration. Cost for all dust control procedures is incorporated within unit prices and will not be separately measured for payment. The Municipality reserves the right to perform deficient work at contractor expense with costs deducted from payments due, and to contract third-party road maintenance services if the contractor fails to maintain roadways adequately, with all associated costs similarly deducted from contract payments. No contract extensions will be granted, and contractors bear no entitlement to claims resulting from coordination failures or deficient work circumstances.
