About this file
This is an administrative specifications document for measurement and payment procedures applicable to construction contracts issued by Upper Darby Township in Delaware County, Pennsylvania. The document establishes standardized protocols for quantifying work, computing payment, and addressing defective or rejected work across multiple project types including trail construction, parking lot improvements, and street resurfacing initiatives.
The specification outlines four primary measurement methodologies: by number of completed items, by volume using cubic dimensions, by area using square dimensions, and by linear measurement at item centerlines. Payment is structured through either unit price or stipulated lump sum methods, with actual quantities verified by the Engineer determining final compensation. The document categorizes bid items into five payment structures: lump sum items (Items 1.1, 1.2, 1.4, 1.5, 1.10, 1.25, 1.36, 1.42); unit price per each (Items 1.3, 1.6-1.9, 1.11-1.12, 1.16, 1.22, 1.24, 1.26-1.28, 1.32-1.34, 1.37-1.41, 1.47-1.50); unit price per linear foot (Items 1.15, 1.17-1.18, 1.23, 1.35, 1.44-1.46); unit price per square foot (Items 1.13-1.14, 1.19-1.21, 1.30-1.31, 1.43); and unit price per cubic yard (Item 1.29). All unit and lump sum pricing must include materials, labor, equipment, mobilization and demobilization, traffic control, site restoration, utilities adjustment, and all incidental work. Non-payment provisions apply to wasted products, unacceptable materials before or after placement, products placed beyond specified lines and levels, remaining inventory after project completion, and loading or disposal of rejected products.
