About this file
This is an administrative specification document for shop drawings, product data, and samples submitted by contractors to Upper Darby Township, Delaware County, Pennsylvania, for infrastructure projects including the 2026 Resurfacing of Various Streets. The specification establishes mandatory submittal procedures requiring contractors to present shop drawings, product data, and instruction manuals in a clear and thorough manner with details identified by reference to contract drawings. Submittals must be made electronically and promptly according to an approved schedule to prevent delays in work execution. Each submittal requires specific documentation including submission dates, project title, contract number, contractor and supplier names, product identification with specification section numbers, applicable standards such as ASTM or Federal Specification numbers, identification of any deviations from contract documents, and an 8-inch by 3-inch blank space for contractor and engineer stamps. The contractor must certify review of the submittal, verification of products, field measurements, field construction criteria, and coordination with all work requirements and contract documents through an initialed or signed stamp.
Resubmission requirements mandate that contractors make any corrections or changes identified by the engineer and resubmit revised drawings or data until approval is obtained, with all revisions clearly indicated on subsequent submissions. This specification applies to all contractors bidding on Upper Darby Township projects valued at $100,000 or more, who must demonstrate competency and responsibility under the Township's Responsible Contractors Ordinance. The specification establishes uniform documentation standards across multiple township infrastructure projects to ensure quality control, coordination among contractors, and compliance with prevailing wage requirements and bond obligations.
