Administrative Specifications for Measurement and Payment
This is an administrative specification document for measurement and payment procedures applicable to construction contracts administered by Upper Darby Township in Delaware County, Pennsylvania, for projects including the Naylors Run Trail Section 5A, Golf Road Parking Lot improvements, 2026 street resurfacing, and Observatory Hill Recreation Area Phase I. The specifications establish the criteria for measuring work performed under both unit price and stipulated lump sum payment methods, with measurement methodologies including by number, volume, area, linear dimension, weight, or combinations thereof as appropriate to the work type. Payment is calculated based on actual quantities verified by the Engineer multiplied by the contracted unit or lump sum prices, with final payment determined upon completion and acceptance of work. The document categorizes bid items by payment structure: items 1.1, 1.2, 1.4, 1.5, 1.10, 1.25, 1.36, and 1.42 are paid as lump sum; items including trail amenities, sidewalks, and concrete work are paid per each unit; items such as fencing and curbing are paid per linear foot; landscaping and pavement marking items are paid per square foot; and select items are paid per cubic yard. All unit prices and lump sum bids must include comprehensive costs for materials, labor, equipment, mobilization, demobilization, traffic control, site restoration, utility adjustments, dust control, and all incidental work and supervision.
Payment is withheld for any products or work not conforming to specifications, including wasted materials, unacceptable products before or after placement, products placed beyond required lines and levels, products remaining on hand after completion, and costs associated with loading, hauling, and disposing of rejected products. Contractors must replace deficient work at no additional cost. The specification emphasizes that all measurements and quantities are determined by actual work performed as verified by the Engineer, with bidders not entitled to additional compensation except through written authorization from the Owner. No specific budget amounts are detailed in this measurement and payment specification; however, the related contract opportunities indicate that projects range from significant infrastructure improvements requiring 100 percent performance bonds and 25 percent maintenance bonds, with bid submissions required through PennBid and subject to Pennsylvania prevailing wage requirements for contractors bidding $100,000 or greater.
