About this file
This is a policy directive issued by the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Recreation and Conservation, establishing minimum standards for permanent signage at all grant-funded project sites under the Community Conservation Partnerships Grant Program. The policy, effective March 9, 2011 and most recently revised January 9, 2025, requires that a permanent sign be erected and maintained on every site where DCNR grant assistance funded acquisition, design, rehabilitation, or development activities. The signs serve to acknowledge DCNR grant assistance, identify the facility as public property, and promote the Department's recreation and conservation work. Standard permanent signs must measure 24 inches by 18 inches in landscape orientation with Arial font ranging from 0.71 inches to 1.75 inches, printed on 0.08-inch aluminum with a green base, white text, and white border. The sign design must be approved by DCNR before installation and positioned in a highly visible location at the project site. The policy permits acknowledgment of other funding partners on the sign and allows case-by-case waivers for multiple projects at a single site or linear projects. Costs associated with sign development and installation are eligible for grant reimbursement at the designated rate based on the program and funding source, though sign maintenance costs are not eligible.
The policy specifies distinct logo and language requirements based on the funding source, including options for the Keystone Recreation Park and Conservation Fund, Growing Greener Program Environmental Stewardship Fund, Federal Highway Administration PA Recreational Trails Program, Snowmobile Management Restricted Account, All-Terrain Management Restricted Account, U.S. Department of Interior Land and Water Conservation Fund, U.S. Fish and Wildlife Service Highlands Conservation Act, and general DCNR funding acknowledgement. The document includes a comprehensive nondiscrimination and sexual harassment clause requiring grantees to comply with all applicable federal, state, and local laws and to maintain written policies prohibiting discrimination based on race, gender, creed, color, sexual orientation, gender identity or expression, or violations of the Pennsylvania Human Relations Act. Grantees must establish and maintain written nondiscrimination policies, inform employees of these policies, post notices conspicuously in the workplace, and notify the Commonwealth of any violations. The Commonwealth may cancel or terminate the agreement and forfeit all money due for violations of these provisions and may proceed with debarment or suspension actions. Grantees must include these provisions in all subgrant agreements, contracts, and subcontracts with subgrantees, contractors, and subcontractors.

AUTHORITY
Act 18 of 1995, Section 306, Community Recreation and Heritage Conservation. The Department shall have the power to administer Federal and State programs for grants and loans to local governments, municipal authorities and nonprofit organizations for community and regional projects involving the planning, acquisition, rehabilitation and development of public park, recreation and conservation areas, facilities and programs.
SCOPE
Provides directive for administration of the Community Conservation Partnerships Grant Program
PURPOSE
The Department of Conservation and Natural Resources (DCNR), Bureau of Recreation and Conservation (Bureau) requires that a permanent sign be erected and maintained on all grant-funded project sites. This requirement is reflected in the grant agreement terms and conditions - Article XVIII Acknowledgement of Assistance. The purpose of the permanent sign is to provide acknowledgement of Department of Conservation and Natural Resources (DCNR) grant assistance, to notify the public that the facility is a public facility and to promote DCNR’s recreation and conservation work to the general public. Below are the minimum standards for the permanent signs.
The Bureau also suggests that an “under construction” sign be displayed at the site during the construction period. The “under construction” sign is intended to demonstrate, during the time of construction, that DCNR grant assistance is helping to make the project possible.
POLICY
A. Permanent Signs:
1. A permanent sign shall be erected and maintained at all project sites. The term “site” means the properties and facilities, including any portion of them acquired, designed, rehabilitated, or developed with a grant from DCNR.
2. The permanent sign will conform with the minimum standard design and specifications established by the Bureau (provided below) unless local ordinance or local sign design standards require differently.
K-2
3. At a minimum, the permanent sign will state the site name, state that funding is provided in partnership with the Bureau, identify the funding source and the funding source logo. The sign should be installed in a highly visible location. The sign design needs to be approved by DCNR and it is acceptable to acknowledge other partners on the sign.
4. Costs associated with the development and installation of signs are eligible for reimbursement at the designated rate based on the program and funding source used. Costs for sign maintenance are not eligible for grant program funding.
5. When multiple projects are funded at a site with DCNR funding, or the project is of a linear basis, the Bureau may waive the requirements for additional permanent signs on a case-by-case basis.
6. When multiple sites are being acquired or developed utilizing a grant from DCNR, permanent signs are required for each site.

NONDISCRIMINATION/SEXUAL HARASSMENT CLAUSE
1. Representations. The Grantee represents that it is presently in compliance with and will remain in compliance with all applicable federal, state, and local laws, regulations, and policies relating to nondiscrimination and sexual harassment for the term of the agreement.
The Grantee shall, upon request and within the time periods requested by the Commonwealth, furnish all necessary employment documents and records, including EEO-1 reports, and permit access to its books, records, and accounts by the Commonwealth for the purpose of ascertaining compliance with provisions of this Nondiscrimination/Sexual Harassment Clause.
2. Nondiscrimination/Sexual Harassment Obligations. The Grantee shall not:
a. in any manner discriminate in the hiring of any employee(s) for the performance of the activities required under this agreement or any subgrant agreement, contract, or subcontract, by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (“PHRA”) and applicable federal laws, against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates.
b. in any manner discriminate by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the PHRA and applicable federal laws, against or intimidate any of its employees.
c. in any manner discriminate by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the PHRA and applicable federal laws, in the provision of services under this agreement or any subgrant agreement, contract, or subcontract.
d. in any manner discriminate by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of PHRA and applicable federal laws, against any subgrantee, contractor, subcontractor, or supplier who is qualified to perform the work to which this agreement relates.
e. in any manner discriminate against employees by reason of participation in or decision to refrain from participating in labor activities protected under the Public Employee Relations Act, Pennsylvania Labor Relations Act, or National Labor Relations Act, as applicable, and to the extent determined by entities charged with the Acts’ enforcement and shall comply with any provision of law establishing organizations as employees’ exclusive representatives.
3. Establishment of Grantee Policy. The Grantee shall establish and maintain a written nondiscrimination and sexual harassment policy that complies with the applicable law and these Nondiscrimination/Sexual Harassment provisions and shall inform its employees in writing of the policy. The policy must contain a provision that states that sexual harassment will not be tolerated and employees who practice it will be disciplined. For the entire period of this agreement, the Grantee shall: (1) post its written nondiscrimination and sexual

4. Notification of Violations. The Grantee’s obligations pursuant to these provisions are ongoing from the effective date and through the termination date of the agreement.
Accordingly, the Grantee shall notify the Commonwealth if, at any time during the term of this agreement, it becomes aware of any actions or occurrences that would result in violation of these provisions.
5. Cancellation or Termination of Agreement. The Commonwealth may cancel or terminate this agreement and all money due or to become due under this agreement may be forfeited for a violation of the terms and conditions of these Nondiscrimination/Sexual Harassment provisions. In addition, the granting agency may proceed with debarment or suspension and may place the Grantee in the Contractor Responsibility File.
6. Subgrant Agreements, Contracts, and Subcontracts. The Grantee shall include these
Nondiscrimination/Sexual Harassment provisions in its subgrant agreements, contracts, and subcontracts with all subgrantees, contractors, and subcontractors providing goods or services under this agreement. The incorporation of these provisions in the Grantor’s subgrants, contracts, or subcontracts does not create privity of contract between the Commonwealth and any subgrantee, contractor, or subcontractor, and no third-party beneficiaries are created by those provisions. If the Grantee becomes aware of a subgrantee’s, contractor’s, or subcontractor’s violation of these provisions, the Grantee shall use its best efforts to ensure the subgrantee’s, contractor’s, or subcontractor’s compliance with these provisions.
