About this file
This document is a Specification for a High Temperature Liquid Metal Mechanical Pump to be installed in the Flow Sensor Test Article (F-STAr) at Argonne National Laboratory's (ANL) Mechanisms Engineering Test Loop (METL) facility.
The specification details the design, fabrication, testing, quality assurance, and delivery requirements for the pump, which must be compatible with liquid sodium metal in the temperature range of 70-1200°F and pressures up to 20 psig. Key requirements include dimensional constraints, sealing to prevent contamination, use of austenitic stainless steel, documentation such as material certifications and performance testing curves, and delivery to ANL. The related federal contract opportunity solicits sources for this pump, which will be evaluated on lowest price, technically acceptable criteria. The solicitation requires submission of an RFQ form, pre-award information, and evidence of technical capability.

1 BACKGROUND
1.1.1 This document explains the requirements for a High Temperature Liquid Metal Mechanical pump that will be installed in the Flow Sensor Test Article (F-STAr) at Argonne National Laboratory’s
(ANL) Mechanisms Engineering Test Loop (METL).
1.1.2 METL is a facility built for testing components and instrumentation used in sodium-cooled nuclear reactors. The facility consists of several vessels that can accept subsystems to facilitate testing.
These subsystems, called Test Articles, are inserted into the vessel, and bolted to the vessel head.
The vessel can be filled with liquid sodium or sodium vapor, submerging the Test Article.
Environmental conditions inside the vessel, such as temperature, pressure, and atmosphere, are strictly controlled.
1.1.3 F-STAr is designed to provide submerged high-flowrate experimental testing capabilities for sensor and component testing and development, and to perform fluid studies, in support of sodium-cooled nuclear reactor development.
1.1.4 Sodium is a soft metal, located in the first column of the periodic table of elements. It reacts exothermically with oxygen and water, producing sodium oxides, sodium hydroxides, and hydrogen. At atmospheric pressure, sodium melts at 98 ⚬C. As a fluid, it is incompatible with many common materials and, with high oxide concentrations, can be corrosive. Piping containing liquid sodium is considered Category M Fluid Service in the ASME B31.3 code. Therefore, it is paramount that material selections, fabrication, examinations, inspections, testing, and cleaning procedures are followed as specified in this document.
2 SCOPE OF WORK
2.1.1 The Contractor shall provide a pump that can develop the highest reasonable flowrate in accordance with the requirements stated in this specification.
2.1.2 If the Contractor cannot meet all the requirements, the Contractor can offer a pump that achieves as many requirements as possible, but explicitly listing the requirements that cannot be met.
3 APPLICABLE DOCUMENTS
3.1 Codes and Standards
3.1.1 ASTM Standards, where specified.
3.2 Reference Material
3.2.1 Please refer to Section 8 for additional reference materials.
4 DESIGN REQUIREMENTS
4.1 Operating
4.1.1 Fluid: liquid sodium metal.
4.1.2 Temperature range: 70-1200 ⚬F.
4.1.3 Cover gas pressure: 0-20 psig.
4.1.4 Target pressure-flowrate performance: highest flowrate possible while complying with the specification requirements.
4.2 Dimensional
4.2.1 The pump shall mount to the flange patterns specified in paragraph 8.1.1 technical drawing #1.
4.2.2 The pump structures below the flange sealing surface shall not exceed a maximum diameter of either 9.5-inches OR 11.5-inches as specified in paragraph 8.1.1 technical drawing #2.
4.2.3 Submergence depth H is as specified in paragraph 8.1.1 technical drawing #2.
4.3 Sealing
4.3.1 The pump shall contain measures to prevent contamination from entering the vessel environment, including but not limited to, oxygen, water, graphite, oil, coolant, lubricants, and general debris.
4.3.2 The pump mount shall confirm to the surface polish requirements specified in paragraph 8.1.1 technical drawing #1.
4.4 Fabrication/Assembly
4.4.1 When practical, sodium exposed joints shall be welded to eliminate cracks and crevices.
4.4.2 Where welded joints are impractical, bolted connections are acceptable.
4.5 Handling
4.5.1 The pump shall be designed for shipment and storage in either a vertical or horizontal configuration.
4.5.2 Cribbing shall be provided for movement and storage of the pump.
4.5.3 Features must be included to facilitate handling the pump, such as lifting from a horizontal position and hoisting vertically.
4.6 Materials
4.6.1 All materials exposed to liquid sodium shall be compatible with the fluid. Preferred materials are either 304 or 316 grade austenitic stainless steel, excluding 304L and 316L grades (304H and 316H grades are acceptable, 316/316L dual certified is also acceptable). However, other materials are acceptable with approval from the Technical Representative.
4.6.2 Material certifications shall be furnished for all materials exposed to liquid sodium, including weld filler material.
4.6.3 Where the material specification to be employed in the fabrication of any item are not identified in this specification or documents reference herein, the Contractor shall request written approval from the Technical Representative on the material or standard required to be used and shall not start fabrication until such approval is obtained.
5 FABRICATION REQUIREMENTS
5.1 Fabrication
5.1.1 Halogenated cutting oils are prohibited.
5.1.2 All welders and/or weld operators shall be qualified.
5.1.3 Use of joining techniques other than welding and bolting are prohibited on sodium exposed components.
5.1.4 All welds exposed to liquid sodium shall have complete joint penetration where feasible, unless specified. Root passes shall employ inert gas backing. Perform backing welds on the internal surfaces as much as possible to minimize potential trapping of foreign materials. The use of permanent backing rings is prohibited.
5.1.5 Precautions shall be taken to control spatter and remove fume and carbon deposits produced by welding operations. Anti-spatter and rust-preventative compounds shall not be used in welding sodium exposed components unless approved by the Technical Representative. The base material shall be clean on each side of the joint as much as possible.
5.2 Cleaning and Drying
5.2.1 Halogenated solvents for cleaning are prohibited.
5.2.2 Shop dust, debris, and contaminants such as cutting fluids and greases, welding slag, and other processing components shall be removed at intervals compatible with the fabrication or assembly operation.
5.2.3 Surfaces that have received final cleaning shall be maintained in a clean condition by appropriate sealing and packaging immediately after the cleaning and drying process.
5.2.4 The components will be considered clean if a white, lint-free cloth shows not visible signs of contamination after being used to thoroughly scrub the interior and exterior component surfaces.
6 TESTING REQUIREMENTS
6.1 Performance
6.1.1 Provide pressure-flowrate performance curves (mass or volumetric flowrate and differential pressure) at several operating speeds.
7 QUALITY ASSURANCE AND DOCUMENTATION REQUIREMENTS
