About this file

This document contains the evaluation criteria that will be used to judge the responses to the Request for Proposal (RFP) for the Flow-Sensor Test Article (F-STAr) pump for the Argonne National Laboratory's Mechanisms Engineering Test Loop (METL) facility. The evaluation criteria are listed in descending order of importance, with technical and cost being equally important.

The key criteria include technical evaluation to ensure the proposed pump meets the specification requirements, past performance in providing similar equipment and services, and quality assurance/quality program. Offerors will be evaluated on their engineering qualifications, design analyses and validations, available facilities, prior experience with molten salt or liquid metal service pumps, and quality program documentation. The federal contract opportunity associated with this evaluation criteria is for the revised F-STAr pump, to be evaluated on lowest price, technically acceptable basis. The work includes design, fabrication, testing, and delivery of the pump in accordance with the provided specification.

EVALUATION CRITERIA

July 26th, 2024

This document contains the evaluation criteria that are intended to assist in judging the adequacy of the responses to the Request for Proposal (RFP) of the Flow-Sensor Test Article (F-STAr) pump for the

Mechanisms Engineering Test Loop (METL) facility. The RFP is based on the Specification that indicates the minimum requirements to meet the evaluation criteria.

The technical evaluation team will review packages submitted by the Offerors. The provided Specification will form the basis of the evaluation. Listed below are the criteria for the evaluation of the bid packages.

The criteria are listed in descending order of important with technical and cost being of equal importance.

Criterion 1: Technical Evaluation

ANL will evaluate the Offeror’s proposal to ensure successful delivery within the project schedule and compliance with the requirements as provided in the Specification.

If the Offeror’s proposal cannot meet all the specification requirements, the Offeror can submit a proposal that achieves as many requirements as possible but must explicitly list the requirements that cannot be met. The submitted proposals will then be ranked first by flowrate and then ranked second by the level of complexity to adapt the design to meet the specification requirements.

In addition, the Offeror will provide responses to the specific evaluation criteria listed below:

1.1. The Offeror shall describe their engineering qualifications and experience in high temperature mechanical pump design.

1.2. The Offeror shall describe the analyses performed during the design of the pump.

1.3. The Offeror shall describe any validations performed to support the design analyses, if completed.

Criterion 2: Past Performance

Offerors shall be evaluated on their past performance in providing similar equipment and services to those solicited in this RP and shall provide the documentation needed by the representative of ANL to adequately evaluate the Offeror’s capabilities. ANL reserves the right to send representatives to visit the prospective supplier sites to gather additional pre-bid qualification information.

2.1. Offerors shall supply a description of their available manufacturing, test, research, and development facilities.

2.2. The Offeror shall provide evidence of prior successful experience in designing and fabricating pumps for molten salt or liquid metal service.

2.3. Offerors shall provide a list of three (3) contracts in the past ten (10) years that have been awarded to the Offeror that are as similar as possible in nature to the requirements covered by the

Specification.

2.4. The above criteria should provide the following information for each contract:

a) Contract Title

b) Contract Number

c) Date of Award

d) Client’s Name and Address

e) Contract Amount

f) Name of Client’s Contract(s) regarding performance evaluation

g) Telephone/Fax/E-mail numbers for Client Contract(s)

h) Ability to meet contract deadline

i) Quality of products/services

Criterion 3: Quality Assurance

Offerors shall be evaluated on their Quality Assurance/Quality Program (QA/QAP), if the Offeror has one. Documentation shall be provided that describes the Offeror’s QAP, if one exists, to ensure compliance with the technical requirements associated with the specification and other requirements in this procurement.

3.1. The Offeror shall provide a description of their QA/QAP.

3.2. The Offeror shall provide examples of evidence of compliance with their QA/QAP.
