About this file

This document contains the evaluation criteria for a Request for Proposal (RFP) issued by Argonne National Laboratory (ANL) for a Flow-Sensor Test Article (F-STAr) pump for the Mechanisms Engineering Test Loop (METL) facility. The evaluation criteria are listed in descending order of importance, with technical and cost factors being equally weighted. The technical evaluation will assess the offeror's approach, engineering qualifications, design analysis, and verification plans. Quality assurance documentation, including the offeror's quality assurance program and manufacturing/inspection plans, is also a key evaluation criterion. Past performance, such as the offeror's experience in designing and fabricating similar pumps, will also be evaluated. The federal contract opportunity associated with this evaluation criteria document is for the design, fabrication, testing, certification, and delivery of the F-STAr pump to ANL.

EVALUATION CRITERIA

June 6th, 2024

This document contains the evaluation criteria that are intended to assist in judging the adequacy of the responses to the Request for Proposal (RFP) of the Flow-Sensor Test Article (F-STAr) pump for the

Mechanisms Engineering Test Loop (METL) facility. The RFP is based on the Specification that indicates the minimum requirements to meet the evaluation criteria.

The technical evaluation team will review packages submitted by the Offerors. The provided Specification will form the basis of the evaluation. Listed below are the criteria for the evaluation of the bid packages.

The criteria are listed in descending order of important with technical and cost being of equal importance.

Criterion 1: Technical Evaluation

ANL will evaluate the Offeror’s proposal, including the Offeror’s technical approach and methodologies proposed, to ensure successful delivery within the project schedule and compliance with the requirements as provided in the Specification.

In addition, the Offeror will provide responses to the specific evaluation criteria listed below:

1.1. The Offeror shall provide a description of the engineering qualifications of the designers and engineers who performed all necessary calculations required by the Specification.

1.2. The Offeror shall list all the software (if any) that was or is planned to be used to perform the design analysis calculations as required by the Specification.

1.3. The Offeror shall provide evidence of verification or a verification plan of the design analysis.

Criterion 2: Quality Assurance

Documentation of a Quality Assurance/Quality Program (QA/QAP). This documentation shall demonstrate the sufficiency of the Offeror’s QAP to ensure compliance with the technical requirements associated with the Specification and other requirements in this procurement.

3.1. Submittal of the Offeror’s approved and most recent (uncontrolled copy) QAP. The approved QAP shall include the following elements:

a) Written QAP or QA policy

b) Training and Qualification of Personnel

c) Improvement Process

d) Control of Documents and Records

e) Control of Work Processes/Procedures

f) Control of Design

g) Control of Procurement

h) Inspection and Test Program

ANL-METL-FSTAR-25-005

3.2. Offerors shall provide evidence showing how they will comply with the requirements in the

Specification. This should be demonstrated by the QAP, an existing QAP manual, Quality Control

System, or by an approved standard practice procedure.

3.3. Draft/sample manufacturing and inspection plan that includes enough detail to convey the

Offeror’s mastery of the planned manufacturing process and identifying key operations and inspection points critical to the quality of the final product.

Criterion 3: Past Performance

Offerors shall be evaluated on their past performance in providing similar equipment and services to those solicited in this RP and shall provide the documentation needed by the representative of ANL to adequately evaluate the Offeror’s capabilities. ANL reserves the right to send representatives to visit the prospective supplier sites to gather additional pre-bid qualification information.

3.1. Offerors shall supply a brief description of their available manufacturing, test, research, and development facilities.

3.2. The Offeror shall provide evidence of prior successful experience in designing and fabricating pumps of similar performance requirements as specified in Section 4.1 of the Specification. Note that operating fluid experience can be with liquid sodium, molten salt, or other high temperature

“Category M” fluid service as defined in the ASME B31.3 Process Piping Code but this must be stated explicitly.

3.3. Offerors shall provide a list of three (3) contracts in the past ten (10) years that have been awarded to the Offeror that are as similar as possible in nature to the requirements covered by the

Specification.

3.4. The above criteria should provide the following information for each contract:

a) Contract Title

b) Contract Number

c) Date of Award

d) Client’s Name and Address

e) Contract Amount

f) Name of Client’s Contract(s) regarding performance evaluation

g) Telephone/Fax/E-mail numbers for Client Contract(s)

h) Ability to meet contract deadline

i) Quality of products/services
