Value Engineering Clause:

Vendor will be requested to provide price savings/value engineering proposals for implementation during design through production scope. These value engineering proposals shall be submitted in a written report. This report shall describe the value of engineering recommendation, details of recommended changes, and estimated project price savings as well as anticipated prices of Laboratory’s implementation of the proposal. Following Laboratory review of the report, negotiations on the price savings sharing will be initiated if necessary. The decision to accept or reject all of part of any proposal is a unilateral decision made solely at the discretion of the Laboratory. The price savings sharing arrangement will be issued based on the following criteria:

1. Any price savings anticipated to exceed $5,000 will be reviewed for price savings sharing with vendor; and

2. A sharing ratio of 20% to Offeror and 80% to ANL is expected to be issued upon approval in a unilateral agreement based on the price savings amount; and

3. Support within the report for expected price savings sharing will be required to be issued in detailed “bottoms up” price savings format for evaluation by the Laboratory as factual savings. These savings shall be fixed for up to 45 days after initiation of savings.

Global Impacts As supply chain issues and the COVID-19 pandemic continue to have global impact, it is important that Offerors provide achievable delivery schedules in response to this Request for Proposal (RFP). ANL expects a committed component delivery schedule based on all external issues to ensure products are delivered with highest quality and within the delivery dates established by the Offeror for this RFP. Offerors shall assess the potential delivery impacts, including supply change issues and sub-tier subcontractor delivery commitments, prior to issuance of delivery due dates/schedules for this RFP. Offeror shall provide any subcontractor dependencies that could create an impact on meeting the delivery due dates. Upon award, the Offeror should provide ANL with secured delivery dates from supplies at all tiers under this subcontract.
