https://www.buildingtransparency.org/resources/maps/ https://www.buildingtransparency.org/resources/maps/ https://www.buildingtransparency.org/resources/maps/ mailto:Jason.gerloff@gsa.gov
9) As per TXDOT air entrainment in concrete for class P concrete is no longer required in the El Paso District. Will GSA accept the TXDOT Class P Concrete approved design for El Paso District without requiring air entrainment?
Answer: If air entrainment is omitted, contractor shall lower the w/c ratio to a maximum of 0.4 in order to increase the strength and ultimately the durability of the concrete.
10) Section 32 12 16 Asphalt Concrete Paving 3.3 Asphalt Surface Course calls out for Item 340 however does not specify Type or PG grade oil to be used for pavement details for HMAC underneath concrete pavement shown on plan sheet C 400. TXDOT typically specifies for this application Item 340 TXDOT Type D With PG 64-22 to serve as a bond breaker between concrete pavement and base course. Will GSA require TXDOT Item 340 Type D With PG 64-22 oil for this application?
Answer: Contractor shall use Type B with PG 64-22 or greater for the asphalt 4-inch base course.
11) Will GSA post the pre-bid attendee list?
Answer: Yes, the attendee list from the pre-proposal meeting will be included in Amendment 2.
12) Is there an interested vendors list that will be posted on the on Sam.Gov website?
Answer: As of the pre-proposal meeting (Thursday, March 21, 2024) the only interested party list is the attendees from the meeting. The sign-in sheet with their information is included in Amendment 2. All amendments are posted on SAM.Gov.
13) Are subcontractors required to be small businesses in order to collaborate with the primary contractor that has been awarded?
Answer: NO. Only the prime contractor who is awarded the contract from the Government has to be a small business. Sub-contractors can be small or large business concerns.
14) Will GSA allow the use of TXDOT Type D 1993 Recycled Concrete Crushed Base
Course (See Attached) for Flex Base as shown on Plan Sheet C400.
Answer: Yes. Refer to SECTION 32 12 16 ASPHALT CONCRETE PAVING Paragraph
2.3 BASE MATERIAL, Paragraph B. TXDOT Item 247.
15) Is there a Geotech Report available to view.
Answer: Yes, attached to Amendment 3 is the USDA Custom Soil Resource Report (45 pages).
16) Within the drawings, starting from sheet T500, there are call-outs recommending the use of concrete barricades to safeguard the worksite.
Could water barriers serve as a viable alternative for protecting the worksite?
Answer: Water barriers can be used as an alternative only on POV areas.
17) Per the solicitation, the purpose of this project is to address approximately 725,000 sf of pavement. After conducting an in-house quantity assessment, the contractor identified disparities between the quantities measured and those presented in the solicitation. Could you please clarify whether this square foot quantity pertains solely to the concrete pavement or if it also encompasses the asphaltic layer and the flex base layer?
Answer: Total square footage of pavement replacement is approximately
252,000 sf which translates to 8,500 CY of concrete considering the different thicknesses specified on the plans and 3,500 CY of asphalt.
18) Would it be acceptable for a representative end-user or Contracting Officer /
Contracting Officer Representative, who no longer holds the same role as during the referenced project, to fill out the "Past Experience and Performance of the Company" evaluation report questionnaire?
Answer: Yes, as long as it is explained what their role was during the project.
19) If you were a subcontractor and did not have direct contact with the end user representative of a similar project, can a representative of the general contractor serve as the person to fill out the "Past Experience and Performance of the Company" evaluation report questionnaire?
Answer: NO, the Past Experience and Pat Performance MUST come from the Contractor who was the Prime Contractor.
Questions 1 through 19 have all been answered in Amendments 1 through 3.
20) How will GSA handle the procurement of materials testing for this solicitation.
Will that responsibility fall to the awarded General Contractor, will that be up to the GC to decide which quality assurance subcontractor to use?
Answer: The responsibility falls under the awarded Contractor. All interested parties are to review Section 01 40 00 – Quality Assurance & Control Requirements Guidance.
21) Can a ready mix concrete mobile batch plant get an EPD without 12 months of operating data?
Answer: Yes. The latest concrete product category rule (PCR) includes Appendix Z: Deviation", allowing mobile batch plants to use estimated operating data to get an EPD. Concrete PCR version 2.3 (February 2024) notes that "Average operations for new portable plants or plants that have not been used enough to cover the 12-month period may be estimated based on operational data for similar equipment used in similar applications." Please contact concrete PCR program operator NSF International at sustainability@nsf.org or 734-476-2543 with any questions."
22) Building on question #9 from Amendment #3, asking that as per TXDOT doesn't utilize air entrainment in the El Paso District, with the answer recommending instead a water-to-cement ratio decrease to a maximum of 0.4 to increase concrete strength and durability. This would entail increasing cement content up to 38%, potentially pushing the LEC (Low Embodied Carbon) requirements beyond acceptable limits thus affecting the EPD score.
Is this adjustment deemed acceptable by GSA?
Answer: No. Reference the attached pre-existing TxDOT compliant mix designs indicating the current calculated GWP limits for Class P concrete.
23) Due to the dynamics of environmental product declaration generation, it's possible that some producers and/or suppliers may not have completed it 100%. We want to ascertain whether it's acceptable to submit a preliminary proposal through a temporary pre-qualification process, with the final certificate to be provided in subsequent weeks?
Answer: NO
24) Does the reinforcing steel and asphalt have to meet the LEC GWP requirements?
Answer: Yes. Steel must comply with the GWP requirements. Asphalt must also comply with the GWP requirements whether being used as the finished product or as a base material. Any product that is acquired outside the United States shall comply with Buy America Act, FAR 52.225-11 and 52.225-12.
25) Question 16, answered in amendment 3, covered whether water barriers could be utilized for traffic control on site. GSA responded: "Water barriers can be used as an alternative only on POV areas.". Could GSA please define the POV areas or sites on the project where water barriers can be used?
Answer: Water barriers are allowed on Sites C, D, and E only. These sites are in POV areas.
26) Will there be any limitations for simultaneously performing work on multiple sites? (Considering both baseline and option sites)?
https://d2evkimvhatqav.cloudfront.net/documents/PCR-Product-Category-Rules/NSF-1112-19-w-2024-dev-2024Ext.pdf?v=1709737159#page=41 mailto:sustainability@nsf.org
Answer: There are no limitations to performing simultaneous work provided the traffic phasing plan has been submitted and approved for the work that is to take place and that at no point will an entire area be closed completely. This is a 24/7 Port and operations must not be interrupted. Prior to any closures or interruption in operations, coordination will have to take place with CBP.
27) In reference to the Project Summary, it outlines additional work beyond concrete replacement, including surface reconstruction, joint seals, crack seals, and JRCP patching. On the other hand, the drawings identify areas labeled as 'Joint Seal Replacement' areas. Could you clarify if the areas labeled as Joint Seal Replacement on the drawings are where pavement repairs are to be performed? If so, could GSA provide estimated quantities for:
(1) surface reconstruction, (2) joint seals, (3) crack seals, and (4) patching per site?
Answer: There are no areas of surface reconstruction. See quantities below:

• Crack Sealing – 50 SY
• Complete Reconstruction (Full-depth) - 6,000 SY o Concrete – 1,500 CY o Asphalt – 650 CY o Flex Base – 650 CY
28) For project schedule submission at time of proposal, are contractors to schedule activities for both baseline and option work? If so, would a single schedule suffice, or, would a baseline schedule and baseline + option schedule be required?
Answer: Yes, Contractor is to schedule baseline work and option work and submit baseline schedule + options for approval.
29) For the EPDs that are submitted with the successful proposal, will those
EPDs have to be used for the project? As an example, if a supplier is able to produce an EPD with a comparable or better score from a different plant after the project has been awarded, can the supplier substitute the new EPD in for the EPD that was submitted with the proposal?
Answer: Yes, if the contractor believes a better product is available after award they will have to submit a substitution request per the specifications.
The Government will then evaluate the submission and approve or deny.
30) What weight will be given to EPDs for determining the technical score given to each bid?
Answer: See Factor 4 – Sustainability: LEC Materials Factor of the RFP.
31) What will the GSA do if it receives proposals that have qualifying EPDs for two of the three items (steel, concrete, and asphalt) but not all three?
Answer: The firm will not be evaluated any further and will be rated unacceptable under factor four of the RFP and will be ineligible for award.
32) For the concrete to be used for this project, what is the GSA’s maximum allowance of fly-ash that can be used in the concrete?
Answer: GSA does not impose a limit on the amount of fly ash or other supplementary cementitious materials that can be used in a concrete mix, so long as the mix (a) meets this project's strength, durability, and workability requirements, and (b) has an EPD that meets GSA's IRA low embodied carbon concrete requirements.
https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf#page=2 https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf#page=2
33) For the concrete to be used in this project, is the GSA requiring or giving preference to any specific type of cement? Will using a certain type of cement lead to higher technical score, even if there is no difference between EPD scores?
Answer: No, GSA does not require any specific type of cement. GSA's Sustainability Evaluation factor is based on the bidder's identified EPD-documented global warming potential.
34) Will the GSA consider extending the bid deadline if there are proposals awaiting EPDs that have been generated but are in the third-party verification process?
Answer: NO, as discussed in the pre-proposal meeting, there would be no time extension and proposals are due May 16, 2024, at 12:00 P.M. Central Time.
35) If any LEC materials come from outside of the United States, are we to submit all of the information required Under FAR 52.225-11 with our proposal?
Answer: Yes. Both FAR 52.225-10 and 52.225-11 are applicable and contain necessary information you need when considering LEC materials from outside of the United States for this procurement. You should comply with both of these clauses and submit all necessary information with your proposal. Any information provided for the Buy American Act will not be counted in the technical
40 page limit.
36) Reference to Note 8, C100 of the solicitation drawings specifies that the
"contractor shall remove and replace steel speed bumps at the POV area".
However, during the site visit, existing speed bumps were observed to be made of concrete, with no recollection of steel speed bumps. Additionally, upon reviewing the drawings, there are no speed bumps identified on the civil sheets, nor any reference found in the specifications. Can Note 8 be elaborated to provide further details that allow for quantification and estimating of the speed bump scope of work?
Answer:
37) The solicitation drawings provide limited information regarding pavement markings. Note 10 on page C100 states, "contractor to document and replace existing pavement markings" along with the typical TXDOT standard sheets.
Specification Section 32 17 23.33 requires pavement markings to adhere to the approved traffic control plan, including crosswalks, stop lines, lane lines, and other traffic controls. Existing pavement markings are not identified, and there are no Stripping and Marking Plan sheets on the contract drawings. Could additional information be provided to quantify the extent of the scope of work related to pavement markings?
38) The solicitation documents require signatures from an authorized individual for documents within the proposal. Could you please clarify whether e-signatures (such as a scanned image of a signature) are acceptable for signing the proposal documents, or if the documents must be signed in ink, scanned, and then added to the proposal?
Answer: e-signatures are allowable.
39) Reference is made to pricing pages 4 and 5 of the Solicitation document. As per these pages, CLIN 0001 "NON IRA EXPENDITURES" includes only Division 1 and sitework for the Base Scope (Sites A & B). However, page 10 of the solicitation (14 of 136 of the RFP) states that Amounts for each IRA CLIN should reflect all expenses necessary to accomplish the acquisition and installation of IRA work elements. Could you please confirm how GSA defines non-IRA expenses for sitework?
Answer: Any price that is not directly tied to Concrete, Asphalt, or steel is a non-IRA expense.
40) Reference is made to page 5 (pricing sheet) of the Solicitation document. As per this page, Overhead, Profit, Bond, and Insurance Percentages are set at 0%. Is the contractor allowed to modify the pricing sheet to include the correct proposed percentages that the contractor is using in their proposal?
Answer: Yes, please include your firms’ percentages in each of the four categories, overhead, profit, bond, and insurance. A new page 5 has been included in amendment 5 showing just a % sign.
41) Per the solicitation documents, the technical submittal must adhere to an 8½” x 11”, vertical (portrait) layout and include only the specified materials as requested, not exceeding 40 pages. Would it be permissible to include certain pages in landscape orientation to better illustrate items such as schedules and organizational charts?
Answer: Yes
42) On sheet C100, there are two callouts referring to "Item 688 Pedestrian Detectors and Vehicle Detector," which indicate specific locations on the overall site plan. Apart from this, further information is provided in the specifications where the TxDOT standard was incorporated. Can additional details be provided for the Pedestrian Detectors and Vehicle Detectors to allow for quantification and estimation of the scope of work at each location?
43) On sheet T520, Site D Phase 3, there is a callout stating, "Phase 3 Area of Work. Typical Lane Closure Per Zone After Inspection for Duration of Work."
This callout refers to an area covering 7 zones north of the POE inspection booths. Can the definition of this callout be further clarified? Additionally, considering the simultaneous closure of these zones will impact traffic flow, how many of them can be closed for construction at the same time?
44) Can existing concrete barriers, designated for removal and/or relocation at any of the sites to allow for the pavement repairs, be used as temporary concrete barricades to protect the work area?
Answer: Yes
45) For any sites where existing concrete barriers are to be removed and/or relocated, could you please confirm if the barricades are to be removed and disposed of, or if GSA plans to store and re-install the existing relocated barriers after pavement repairs are complete? If reinstallation is required, must the relocated concrete barriers be returned to their original pre-construction layout? Additionally, please define the temporary or permanent designated area for storage.
46) According to the solicitation documents, the contractor must submit three specific attachments (pricing, technical, and LEC spreadsheet) as part of their proposal. As an instance, the technical section of the proposal is limited to 40 pages, with additional information such as experience questionnaires and other relevant details not counting toward the 40-page limit. Can the contractor include all additional information within its proposal as appendices in a separate attachment, or should all additional information, such as past experience questionnaires (for the technical attachment) and financial statements (for the pricing attachment), be clearly delineated within the pricing and technical attachments, respectively?
Answer: Yes, the proposal can include an appendix with the additional information as a separate attachment.
