Pre-Proposal Meeting – Ysleta, LPOE Pavement Replacement Repairs Project, El Paso, TX pg. 2

Overview of the Project, Adena Alarcon (GSA), Richter Architects, CBP

The Ysleta Land Port of Entry is located in El Paso, TX and is one of four border crossings. The port processes privately owned vehicles, commercial traffic and pedestrians. The international bridge was established in 1938 and rebuilt in 1955.

The current bridge was rebuilt in 1990 and the current port structures were completed at the same time. The port operates 24hrs a day, seven days per week. The Ysleta crossing is one of the busiest due in part to the maquiladora operations located on the east side of Juarez and the congestion at the other bridges in El Paso. The project is located within the City of El Paso, Texas at the existing site of the Ysleta Land Port of Entry bounded by Cesar E. Chavez Border Highway (Loop 375) to the north, Rio Del Norte Drive to the east, and the Rio Grande to the west. The existing site is mostly paved and hosts one of the international border crossings between Mexico and the United States for pedestrian, vehicular, and commercial use, as well as multiple buildings for CBP operations and maintenance. The proposed pavement repairs will improve service for the users.

Purpose of this project is to address approximately 725,000 sf of pavement selected for repair or replacement of concrete. Pavement replacement will require removal of existing concrete and base material and will include complete reconstruction of 8" - 10" depths. In addition, project will also include surface reconstruction, joint seals, crack seals and JRCP patching. Scope to include traffic control and adding temporary pavement. The project consists of five (5) sites within the LPOE.

Consider impacts on labor, materials, and equipment as a result of El Paso area market cost inflation.

4. Identify cost control methods and demonstrate how the Offeror intends to control costs during construction to ensure the project is completed within budget.

5. Preliminary project schedule that addresses all submittal requirements and provides sufficient detail to track and control construction of the project.

The project schedule must be a CPM schedule that shows the sequencing of tasks (predecessors and successor relationships) and the critical path for a schedule that runs from the contract award date through the required date for contract completion. Include scheduling milestones on a bar chart or Gantt chart showing major actions necessary to successfully deliver the project. This schedule is not included in the factor or proposal page count limit.

6. Include a plan for quality assurance/quality control to illustrate the general approach for conducting inspections and tests of all major building systems and features supported by a preliminary outline of building components that will impact or demonstrate attainment of performance requirements. The plan shall also address coordination and quality assurance surveillance plan of subcontractors.

7. Explanation of the firm’s plan to track and control the project schedule.

Include plans for “recovery” if behind schedule.

FACTOR 4 – Sustainability: LEC Materials Weight: 15%

This project is funded in part by Section 60503 of the Inflation Reduction Act of 2022 (IRA), which provides funding for purchase of construction materials with substantially lower levels of embodied greenhouse gas emissions.

GSA’s IRA Low Embodied Carbon asphalt, concrete (and cement), glass and steel requirements establish numeric global warming potential (GWP) limits for certain EPA-approved construction materials: concrete (and cement), asphalt, steel, and glass (IRA- Eligible Materials). For each material, GWP limits have been established for the best performing 20% of materials in terms of embodied carbon (Top 20% Limits), the best performing 40% of materials in terms of embodied carbon (Top 40% Limits), and better than industry average (Better Than Average Limit).

This Evaluation Factor calls for Offeror commitments to furnishing IRA-Eligible Materials with the lowest possible GWP values. IRA Limit commitments proposed under this evaluation factor will be incorporated into the successful offeror’s resultant contract.

Individual materials’ GWP values may be found on individual manufacturers’ environmental product declarations (EPDs). EPDs must meet the standards reflected in GSA’s IRA Low Embodied Carbon asphalt, concrete (and cement), glass and steel https://www.gsa.gov/system/files/Asphalt%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf https://www.gsa.gov/system/files/Glass%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf https://www.gsa.gov/system/files/Steel%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf https://www.gsa.gov/system/files/Asphalt%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf https://www.gsa.gov/system/files/Concrete%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf https://www.gsa.gov/system/files/Glass%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf https://www.gsa.gov/system/files/Steel%20-%20GSA%20IRA%20Low%20Embodied%20Carbon%20Requirements%20%28Dec.%202023%29_508.pdf

Pre-Proposal Meeting – Ysleta, LPOE Pavement Replacement Repairs Project, El Paso, TX pg. 14 requirements (see Compliance Documentation criteria listed for each IRA-Eligible Material).

Technical Acceptability and Scoring Offerors will only meet the standard for technical acceptability under this Factor if they commit to furnish all required IRA-Eligible Materials with a GWP better (lower) than each IRA-Eligible Material’s Better Than Average Limit.

Offerors meeting the standard for technical acceptability will receive a number of Raw Scores, one for each IRA-Eligible Material required by the Contract:

● Offerors will receive a Raw Score of 100 for each IRA-Eligible Material commitment that is better (lower) than GSA’s Top 20% Limits.

● Offerors will receive a Raw Score of 40 for each IRA-Eligible Material commitment that is only better (lower) than GSA’s Top 40% Limits.

● Offerors will receive a Raw Score of 20 for each IRA-Eligible Material commitment that is only better (lower) than GSA’s Better Than Average Limit.

Offerors shall complete the “IRA Sustainability Factor Table” attached to this solicitation (attachment 4) by filling out the applicable IRA Limit they commit to meet for each IRA-Eligible Material (Attachment 4). Based upon the offeror’s selection in the

“IRA Limit Commitment” column, the associated Raw Score, the Weighted Score, and the Total Weighted Score will be automatically calculated.

In addition, for each IRA-Eligible Material identified in the IRA Sustainability Factor Table, offerors shall submit EPDs listing that material’s GWP. Such EPDs must meet the standards reflected in GSA’s IRA Low Embodied Carbon asphalt, concrete (and cement), glass and steel requirements (see Compliance Documentation criteria listed for each IRA-Eligible Material).

Note 1: By submitting an offer, Offeror consents to unrestricted GSA use of supplier names and the GWP values associated with supplier materials. Such information may be disclosed publicly or used to inform other low embodied carbon procurement activities. Technical solutions, supplier pricing and supplier-offeror terms and conditions will not be shared. Any objection shall be transmitted to the Contracting Officer by the due date for offers and shall adhere to 41 C.F.R. § 105-60.601.

Evaluation Factor # 4: Sustainability-LEC Material Weight 15%

(1) The Sustainability Factor will be scored as outlined in this Section above.

(2) GSA will verify Offeror’s scoring and that IRA Limits are supported by environmental product declarations (EPDs) from proposed suppliers.

(3) GSA will verify that Offeror’s EPDs adhere to EPD standards reflected in GSA’s IRA

Low Embodied Carbon asphalt, concrete (and cement), glass and steel requirements (see Compliance Documentation criteria listed for each IRA-Eligible Material).

(4) GSA will make any scoring adjustments necessary to correct patent errors.
