TO ALL BIDDERS:
The following responses to the Pre-Bid RFI questions provide additions, deletions, and/or changes or clarifications to the drawings, specifications, and bidding documents for this project, shall become and are hereby made part of the Contract Documents. They change the original documents only in the manner and to the extent stated. Each bidder shall acknowledge receipt of this CLARIFICATION in the appropriate location on the bid proposal form.
This CLARIFICATION consists of three (3) pages. All requirements of the original Specifications and Drawings, if applicable, shall remain in force except as noted by this CLARIFICATION.
THE PURPOSE OF THIS CLARIFICATION IS TO AMEND THE FOLLOWING ITEMS:
Pre-Bid RFI Responses:
Question 1 Where is the Aluminum Rainscreens located that are detailed on 4/AE-503 & 5/AE-503?
Response 1 Reference section markers are provided on JDA-001 dated 5/20/2022 per Addendum No. 1 date 5/20/2022.
Question 2 Can you please confirm that there is no project approach or schedule required with this bid submission?
Response 2 No project approach or schedule are due at this time.
Question 3 Please provide the name/contact info for the building controls contractor?

Question 4 Will the existing fixtures be turned over to the owner or disposed of by the GC?
Response 4 Discard of removed light fixtures unless indicated on in the contract documents to be savaged and reinstalled.
Question 5 Do the existing fixtures have PCB ballasts?
Response 5 No.
Question 6 Are the bollards at the main entry removable?
Response 6 Yes – the bollards at the west public lobby entrance are removeable.

Question 7 Can multiple dumpsters be placed adjacent to the existing main entry?
Response 7 Yes. Verify locations with the GSA Building Manager and Project Manager. Dumpster locations must be organized, provide adequate space to meet the minimum passage clearance requirements for safe passage, area must be free of debris, and the area must be cleaned up regularly.
Question 8 Is parking available for contractors?
Response 8 No.
Question 9 General Note #2 on G-110 indicates the Contractor is to provide payment to government personnel for after-hours support work. Please provide the staffing requirements for after-hours support work and the labor rate for each type of support personnel.
Response 9 General Contractor to coordinate with O&M contractor and Government Personnel as required per project. General Contractor is required to pay additional hours for O&M Contractor and Security Contractor in the event work extends beyond their normal daily working hours.
J’s Associates: Regular Rate: $80; Overtime Rate: $123.
FPS: Regular Rate: $44.10; Overtime Rate: $66.15.
Question 10 Is the Table, Gun Locker and Cell Phone Locker shown in G-110 existing to be relocated to the temporary screening station?
Response 10 Yes, relocate the table, gun locker, and cell phone locker from the existing lobby to the temporary screening station. Coordinate with FPS and the GSA Property Manager.
Question 11 Does the temporary entrance need to meet ADA standards?
Response 11 Yes, ensure the temporary entrance is ABAAS compliant.
Question 12 Does exterior work need to be performed after hours?
Response 12 Refer to specification section 011400-1.3A for instructions on work restrictions, especially disruptive work.
Refer to revised disruptive work start and end times per Addendum No. 1 date 5/25/2022.
Question 13 Can temporary signage be mounted to the temporary fencing?
Response 13 This is acceptable given the signage is appropriately secured to the fencing, does not create an unsafe condition, and is located such that it provides clear direction to the public and employees to help guide them. Provide adequate signage along both Andrews Street and State Street to ensure the public, visitors and employees are aware the existing Public Lobby is temporarily closed, provide clear direction to the temporary location, and label the temporary entrance so it is clear to individuals where the appropriate entrance is located.
Question 14 Can the contractor use the building restrooms or is the GC required to provide a porta potty?
Response 14 Contractor may use the public toilet rooms located in the basement during business hours.
Contractor to ensure dirt is not tracked into the building in areas outside of the work area.
Contractor to clean up any dirt tracked into the building.
Contractor to ensure the cleanliness of the toilet rooms are maintained. In the event the contractor may dirty the sink, toilet, floor, or other surfaces, it is their responsibility to restore the surfaces back to a clean surface.
Contractor to provide a porta potty for workers use during work completed after normal business hours.

Question 15 With reference to security station P-Lam exterior cladding we would prefer to use fire rated particle board or fire rated MDF with a balanced back as it will be far more stable over time. A limited amount 3mm is manufactured compatible with 1/2 material, the smallest readily available width is 15/16 use of which could result is an inferior end result.
Response 15 Provide Fire Rated Plywood with a balanced back.
Edging is not required to match the P-Lam color. Use standard 1/2-inch black or dark bronze 1/2-inch 3mm edging.
Question 16 With reference to countertop material AE401 5,9,8 and 7 refer to the counters as P-Lam and AE502 sections refer to them as Solid Surface.
Response 16 Countertop to be Solid Surface.
Remove “COUNTER PLAM” and replaces with “SOLID SURFACE COUNTER” in details 5, 7, 8, 9 and 10 on sheet AE401.
Question 17 Where can a dumpster be located? (question per the pre-bid walkthrough on 5/11/2022)
Response 17 Coordinate dumpster location with the GSA Property Manager. The dumpster may be located just west of the existing public lobby between column grid lines G and H and to the west of column line 4. Please note if this area is used for the dumpster, the following criteria must be met:
• Coordinate removal of existing bollards with the property manager. The bollards or an approved temporary vehicular ramming barrier will need to be in place at all times when a dumpster is not entering or leaving the site. Ensure there is no damage to the bollards. The contractor is responsible to repair or replace and damaged parts or finishes to the bollards. If the contractor utilizes an approved temporary barrier in lieu of the bollards – contractor to have equipment to move the temporary barrier as required.
• If this location is utilized there will be vehicular traffic traveling over the existing granite street curb and the concrete sidewalk. If the curb is damaged, the contractor is responsible to replace the damaged pieces – coordinate with the City and the Property Manager. If the sidewalk outside of the work area is damaged then the contractor is responsible for repairing or replacing damaged concrete areas.
o Contractor to take all necessary precautions to ensure locating the dumpster here will not create a disturbance to the Judge’s Chamber located south of this location, or the Judge’s Chamber directly above the work area.
o Provide a screening system to fully block a view of the dumpster(s) from the Judge’s Chambers located south of this location.
o Ensure dust and debris from the dumpster does not impact the existing windows of the Chambers.
o Ensure noise from dumpster delivers, pickups, and disposal of construction debris in the dumpster do not disturb the daily operations of the building, especially the adjacent Judge’s Chamber to the South, and the Judge’s Chamber directly above the work area.
Question 18 Can you please issue the Key Personnel Resume form in either Word or Excel Format?
