SECTION 011000 – SUMMARY OF THE WORK
PART 1 - GENERAL
1.1 PROJECT IDENTIFICATION
A. Project Name and Location:

C. Architect: The term "Architect" refers to the professional services contractor listed below. The Architect's status relative to this construction will be fully delineated in writing by the Contracting Officer prior to the pre-award or pre-construction conference. The Architect may furnish personnel for site supervision if required by his contract.

F. Abbreviated Written Summary: Briefly, and without force and effect upon contract documents, work of contract can be summarized as follows:
Base Bid Work: Furnish all materials, equipment, labor, and supervision to perform all work described by the contract documents for the “Lobby Security Upgrades” Project.
Modifications to planters, security fence, and fence swing gates.
Structural hardening and improvements at columns G4 and H4.
Provide temporary ABAAS compliant public entrance at the northeast side of the building.
Provide storefront system between column line G and H along column line 4.
Provide air lock vestibule with ABAAS compliant entrance and exit doors, and rotary door.
The existing curtain wall system is to remain in place and existing security procedures will remain intact. Contractor to ensure a protected, clear path is maintained for public entry and egress. A clear path will be provided between column lines g and h.
Provide curtain wall system along column line 4.
Remove concrete pavement and provide concrete pavement to slope from the existing sidewalk to the finished floor level.
Modify MEPFP systems.
Construct the security station, gun locker, and storage room.
Modifications to the stair vestibule.
Provide turnstiles.
Provide signage.
Note: work may be required on the basement floor above ceilings for access and connections to the 1st floor work from below.
Other elements of the work will require access to various parts of the building to make, establish, or re-establish connections to existing services.
The contractor shall expect to interface with the United State Marshall Services (USMS) security vendor during the course of the work, to incorporate and coordinate work involving the current and new security system elements required by the contract. Failure to coordinate the work successfully with the Government’s security vendor does not grant the contractor any special adjustments or considerations to their contract for additional time or fee.
The contractor shall expect to interface with the Court’s 3rd-party vendors during the course of the work, to incorporate and coordinate work involving the current and new furniture required by the contract. Failure to coordinate the work successfully with the Court’s vendor does not grant the contractor any special adjustments or considerations to their contract for additional time or fee.
The contractor shall expect to interface with the GSA Authority Having Jurisdiction (AHJ) for all major Life Safety contract submittal reviews & approvals. Typically, all submittals, once completed, will be grouped and transmitted to the AHJ for review and final approval.

The General Contractor is responsible for any and all costs associated with, and the coordination of all activities needed to complete the requirements of the contract to include, but not limited to building system shutdowns; updates, revisions or other changes to the building operating systems; fire watches; sprinklers, fire alarms, security systems. The following contacts related to said activities are provided for information.
The Contractor is responsible for submitting all required submittals within 60 calendar days of this contract’s Notice to Proceed.
No disruptive work is permitted during working Government Occupied Hours or while Court is in session. Any disruptive work conducting during these hours must be approved by GSA’s Property Manager.
Contractor shall substantially complete work in the man public lobby such that the main public lobby is not out of commission, and the temporary public entrance is not utilized for a duration in excess of 6 months (183 calendar days), or as approved by the property manager.
Contractor shall remove the existing curtainwall and install the new curtainwall between the months of April and October, and as approved by GSA’s property manager.
Contractor is not permitted to remove the existing curtainwall and install the new curtainwall outside of this timeframe.
G. Awarding Options: There are no bid options in this contract.
H. The Work will be constructed under a single prime Contract.
1.2 PHASING OF THE WORK
A. Commencement: The Contractor shall commence performance of the Work within 1 day after the Contractor receives the Notice to Proceed (NTP). Contractor shall complete all contract work no later than four hundred and eighty-seven (487) calendar days (42-days for security clearances and submittals + 415-days for construction and contract closeout) after the Notice to Proceed is issued. Notice to Proceed will shortly follow award.
1. Period of Performance: This time frame is all inclusive and therefore includes time for the contractor to complete all required short-term and long-term clearances, as needed, Substantial Completion of contract work and Contract completion.
2. Notice to Proceed (NTP) will not be subject to (or held up by) the completion or partial completion of HSPD 12 security clearances, it is the general contractor’s responsibility to ensure all individuals working on the project comply with spec section 015410 Security prior to starting work.
B. Substantial Completion: The Contractor shall achieve Substantial Completion of the Work, as that term is defined in this Agreement, no later than four hundred and fifty-seven (457) calendar days from issuance of Notice to Proceed (NTP).
C. Contract Completion: The Contractor shall achieve Contract Completion, as the term is defined in this Agreement, within thirty (30) calendar days of Substantial Completion.

1.3 WORKING HOURS AND OFF-HOURS WORK
A. Contractor shall perform all 1st Floor work at the Kenneth B. Keating Federal Building and Courthouse, Rochester, New York during normal work hours from 7:00 AM to 5:00 PM except for disruptive work, which is listed below. Off-hours work shall be from 5:00 PM to 7:00 AM, Monday through Friday, and 8:00 AM to 4:30 PM on weekends.
1. The contractor must take all precautions not to disrupt the operation of the Federal Office Building and Courthouse during construction operations. The contractor shall cooperate fully with the GSA Representative to minimize conflicts and to facilitate construction progress. The Contractor shall include in the original cost of the work all additional costs for conducting construction operations in construction areas during off-hours only without claiming additional cost to the Government after commencing of the Contract.
2. Construction areas for the project shall be defined as all work within the project limits as defined by the Contract Documents. Disruptive construction operations include, but are not necessarily limited to:
a. Demolition involving cutting, drilling and hammering.
b. Other cutting, drilling with power tools and hammering required to perform the work of the contract during the construction period.
c. Use of all other power tools, which in the judgment of the Contracting Officer, may cause disruption to other occupancies of the building.
3. The contractor shall perform all scheduled work throughout the work site and provide the Contracting Officer with a schedule that indicates when all work operations will be performed and completed. Work shall not proceed without the approval of the Contracting Officer.
1.4 GOVERNMENT OCCUPANCY
A. Use of the Site: Confine operations at the site to the areas permitted under the Contract.
Portions of the site beyond areas on which Work is indicated are not to be disturbed. Conform to site rules and regulations affecting the Work while engaged in project.
B. Full Government Occupancy: The Government will occupy the existing parking lot and building during the entire period of construction. Cooperate fully with the Government representative during construction operations to minimize conflicts and to facilitate Government usage.
Perform the work so as not to interfere with the Government operations.
1.5 CONTRACTOR USE OF PREMISES
A. General: The Contractor shall limit his use of the premises to the work indicated, so as to allow for Government occupancy and use.
1. Use of the Site: Confine operations at the site to the areas permitted under the Contract.
Portions of the site beyond areas on which work is indicated are not to be disturbed.
Conform to site rules and regulations affecting the work while engaged in project construction.
2. Contractor Use of the Existing Building: Maintain the existing building in a safe and weather-tight condition throughout the construction period. Repair damage caused by

3. The Contractor shall keep all demolition debris within the work area. The Contractor shall submit the dust control measure submittal to the GSA Project Manager for approval and the dust control measure submittal must be approved by the GSA Project Manager before any demolition work is performed.
4. The Contractor will not be allowed to setup up a small office trailer on GSA property. The Owner will provide space within the Building for Contractor use during the building’s normal business.
1.6 MISCELLANEOUS PROVISIONS
A. New Work: Unless otherwise noted on drawings or specified, new work in extension of existing conditions shall correspond in all respects with that to which it connects, or to similar existing conditions, in materials, workmanship, and finish. If new work supersedes or makes obsolete existing work in-place – said work shall not be left abandoned in place and shall be removed in its entirety - unless directed otherwise by the GSA and Property Management.
B. Alterations to Existing Conditions: Existing conditions shall be cut, drilled, removed, temporarily removed, or removed and replaced, as necessary for performance of Work under the Contract.
1. Replacements of existing conditions that are removed shall match similar existing conditions.
2. Unless otherwise indicated, existing structural members shall not be cut or altered without authorization by the Contracting Officer.
3. Conditions remaining in place, which are damaged or defaced during the Work, shall be restored to the condition existing at time of award of Contract.
4. Discolored or unfinished surfaces exposed by removal of existing conditions, that are indicated to be final exposed surfaces, shall be refinished or replaced as necessary to produce uniform and harmonious contiguous surfaces.
C. Removed items indicated to remain the property of the Government shall be stored on site where directed by the Contracting Officer, unless specifically noted otherwise.
D. All Trades are responsible for reviewing and becoming familiar with the entire set of contract documents prior to the start of any work.
1. No additional costs will be allowed for lack of coordination with the entire bid documents.
2. Any work which is required to be corrected or replaced due to lack of coordination with the entire contract documents between the contractor and subcontractors, will be done so at the Contractor's sole expense, not the Government's.
E. Delegated Design: The contractor shall provide delegated design services as indicated in the contract documents. Delegated design is required for but not limited to specification section(s):
