About this file

The document is the City of Rio Rancho Minimum Testing Requirements (MTR) for Public Works Construction projects, establishing comprehensive testing standards for various construction materials and processes. The MTR is designed to maintain consistency with established procedures, standards, and specifications by consolidating testing requirements from multiple documents into a single, easy-to-understand reference. The document covers testing requirements for earthwork, aggregate base, cementitious mixtures, asphalt pavement, surface treatments, pipe culverts, and utility items, with detailed specifications for sampling points, testing frequencies, and minimum acceptable standards for each material type.

The requirements mandate that all testing must be conducted by an accredited and approved laboratory, with technicians and inspectors required to have current TTCP certification. Testing costs for any re-work or re-testing will be at the contractor's expense. The document references multiple standards, including NMDOT specifications, AASHTO methods, and local government road fund requirements. Each section provides specific guidelines for compaction, density, moisture content, gradation, strength testing, and other critical quality control measures. The document is designed to be a living document, with the City of Rio Rancho City Engineer reserving the right to modify sampling and testing requirements as needed to ensure material and construction quality.

CITY OF RIO RANCHO

MINIMUM TESTING REQUIREMENTS

Revised Date: 9/20/2024

The City of Rio Rancho (CoRR) has created the following Minimum Testing Requirements (MTR) for all Public Works Construction projects to maintain consistency with established procedures, standards, and specifications by combining the requirements from multiple documents into one easy to understand table of Minimum Testing Requirements per material type and type of work. The City of Rio Rancho City Engineer or their designee may update these Minimum Testing Requirements at any time to control the quality of material(s), processes and methods and as new materials, processes, and methods are created and updated. It is the City’s goal to stay current on construction methods, and the processes and methods used locally. If you have any questions regarding the following requirements, please contact the CoRR Project Manager for your project for further guidance.

A full list of City of Rio Rancho Standard Specifications and Details – Including Drawings, can be found on the CoRR website here.

This document is intended to be used in conjunction with the information available in the link above. Further information regarding any NMDOT Standard Specifications for Highway and Bridge Construction (E.G NMDOT 910 “Aggregate Index”) can be found here and The Local government Road Fund Minimum Testing and Inspection Requirements current edition.

The requirements and standards listed below were selected from commonly used standards, specifications, and requirements used or required by the CoRR during construction projects.

All testing must be done by an accredited and approved laboratory, all technicians and inspectors working on City of Rio Rancho projects must have current TTCP or testing will not be accepted by the City of Rio Rancho and all costs associated with any re-work or re-testing will be at the contractor’s expense.
