About this file
This document is an Appendix E - Non-Functional Requirements for a City of Dallas technology system procurement. The document outlines comprehensive technical, operational, and security requirements for a proposed system, covering nine primary areas: Usability, Reliability, Performance, Supportability, Security, Serviceability, Privacy, Networking, and Technical Environment. The requirements are structured as a detailed table with specific criteria that potential proposers must address, including system accessibility, performance metrics, user interface design, network stability, data protection, and compliance standards.
Key security and operational requirements include 24/7 system availability, robust search functionality, compliance with NIST SP800-171R2 security standards, SOC2 Type 2 certification, encryption of city data, multiple user access levels, data leak prevention, quarterly vulnerability scans, and HIPAA Business Associate contract requirements. The system must support multiple browsers, integrate with city networks, maintain real-time data saving, and provide system support from 7am-10pm central time. Proposers are expected to protect personally identifiable information, ensure system maintenance schedules are mutually agreed upon, and meet strict data privacy and security protocols throughout the system's implementation and operation.
