About this file

This document is a Functional Requirements (FR) appendix detailing technical specifications for a document management and records retention system for a city government. The comprehensive requirements span multiple functional areas including user access and authentication, system configuration, document storage and retrieval, reporting capabilities, records retention and destruction, content management, and archival processes. The requirements are structured as a detailed matrix with specific, granular expectations for system functionality across eight major functional areas (FR 1.0 through FR 8.0).

The system requirements emphasize robust security, flexibility, and compliance with records management regulations. Key technical capabilities include integration with Okta and Active Directory, role-based access controls, support for multiple file types, audit trail tracking, automated and customizable reporting, records retention management with options to track employee data for up to 75 years, ability to archive and retrieve data in different states (online, nearline, offline), and comprehensive document organization and search functionalities. The proposed solution must accommodate complex records management needs, including tracking employee identity changes, managing dependent and beneficiary information, and ensuring compliance with federal, state, and municipal regulations regarding document retention and destruction.
