About this file
This is a Questions and Answers document issued by the Franklin County Purchasing Department in response to an Request for Proposal (RFP) for Fleet Vehicles (RFP# 2025-04-20). The RFP solicits pricing for four vehicle categories: passenger vehicles, police cruisers, light trucks, and aftermarket accessories. Rather than requesting bids on specific makes and models, the County intends to use the winning bidder's pricing to request specifications and quotes for vehicles tailored to individual department needs as they arise—such as full-size SUVs for Adult Probation, sedans and small SUVs for EDP, and mid-size pickup trucks for PFM. The County explicitly stated it is not seeking upfitting services. Sealed proposals were required to be submitted by mail or in-person delivery to the Franklin County Purchasing Department by 3:00 p.m. on February 25, 2026, with public opening to occur virtually via TEAMS. The timestamp of receipt at the Purchasing Department serves as the official record for timeliness determination. The question submission deadline was February 13, 2026, after which no additional questions would be answered.
The document provides clarification that RFP packet submission via email or fax is not permitted. All pricing information should encompass all models available under each manufacturer. No additional details regarding pricing terms, set-asides, contract term, renewal options, funding sources, or award dates are specified in this Questions and Answers document.

Section Question: Answer:
1. I am reviewing the RFP publication on the internet and did not notice a specification list for the four items; passenger vehicles, police cruisers, light trucks and aftermarket accessories. For instance, are you seeking prices on specific models and uplifting?
Please advise if I’ve missed an addendum or if the RFP was purposely generic.
We are not being specific on make or model.
Each vehicle order will be for a specific purpose.
For Example: Adult Probation needs a vehicle, I would request specs and pricing from the winning bidder on a full-size SUV. If EDP needs a vehicle, I would request specs and pricing on a sedan and a small SUV. If PFM needs a pickup truck, I would request specs and pricing for a mid-size pickup truck 2WD, extra cab space, with a spray-in bed liner.
We are looking for all models under their manufacturer. We are not looking for upfitting.
2. RFP Section 2.2.4
