About this file

This is a Questions and Answers document issued by the Franklin County Purchasing Department on March 17, 2026, regarding Request for Proposal (RFP) #2026-08-05 for Process Server Services for the Franklin County Child Support Enforcement Agency. The RFP seeks vendors to provide process server services with an estimated volume of approximately 2,000 service request packets annually, though this figure is an estimate and actual volumes may be lower. The deadline for proposal submission is April 15, 2026, at 2:00 PM EDT. Proposals must be submitted in hard copy and electronic format on a flash drive to the Franklin County Purchasing Department, 373 South High Street, 25th Floor, Columbus, Ohio 43215-6315, attention Sandra Hernandez, Bidding Coordinator. Fax and email submissions are not permitted. The proposal opening will occur virtually via Microsoft Teams on the submission deadline date, at which time proposer names will be read aloud.

Historical service data indicates that approximately 3 percent of service requests occur outside Franklin County but within Ohio, and less than 1 percent of requests have required 8-hour rush service. Vendors are expected to include testimony services within their quoted unit pricing with no separate compensation mechanism. The RFP references an MBE Set Aside designation, though this is not marked as a mandatory eligibility requirement. Vendor registration with Franklin County is required and is available free of charge through the county's Bid Opportunities website; no OhioBuys registration is required. The timestamp generated by the Franklin County Purchasing Department will serve as the official record for determining proposal timeliness.
