About this file

This document is an amendment containing questions and answers for the Willamette National Cemetery Grounds Maintenance Services solicitation (36C78626Q50019), issued by the Department of Veterans Affairs National Cemetery Administration. The contract covers comprehensive grounds maintenance services for a 290-acre cemetery, including mowing (290 acres of turf, with 270 acres irrigated and 20 acres non-irrigated), leaf removal (6 months annually), pest control, mulching, edging, and herbicide applications. The contract has a base year plus three option years, with a maximum aggregate value of $7,000,000, and requires specific equipment like 30-inch walk-behind mowers and brush mowers, with strict performance standards such as maintaining vegetation height at 4 inches or less.

The current incumbent is Logan Currito LLC (contract 36C78624D50176, valued at $2,852,976), and the new contract includes specific requirements like using third-party accredited personnel, restricting vehicle and equipment storage on-site, implementing daily/weekly reporting, and managing various maintenance tasks across developed and undeveloped cemetery areas. Key services include weed and pest control, mulching approximately 12 acres of beds, maintaining 22.8 miles of road edges, and managing approximately 130,000 flat markers. Contractors must comply with local regulations like the Portland gas blower ban and provide their own equipment and disposal methods, with no government-provided storage or parking areas.

36C78626Q50019 Willamette National Cemetery Questions/Answers COR Pointed out that there is a Gardener currently handling the pruning of plant material, but sections GM-4.1c & GM-3.2 is the SOW lead me to believe that we will be held responsible for plant health and appearance. Will we have any level of responsibility for plant material health or appearance within the Bed Spaces throughout the Cemetery?

Contractor will not be responsible for plant health or appearance within the bed space.

Will we be utilizing the Daily/Weekly reporting system to communicate with the COR about Turf reseeding/Pest Control Needs and Bill for this work upon completion? Or is this going to be addressed separately outside of the Maintenance Contract?

Contractor will use daily and weekly reporting to communicate with COR is required as outlined in section 1.8.1.1 of the PWS.

Will “Invasive Weeds” Such as Blackberries, Etc. within Shrub Beds/Plant Material be considered part of our responsibility if the currently exist in some of these areas?

Plant bed standard is weed free. Weeds are defined as any undesirable plant material. Invasive weeds in plant beds do need to be removed.

Starting January 1st, 2026, the Gas Blower Ban in Portland Takes effect. Will there be restrictions within the Cemetery grounds since the property sits within the boundaries of Portland or are we still able to utilize Gas Blowers?

Gas powered blowers will be restricted. Since the cemetery is within the boundaries, the regulation applies to this federal contract.

Should we provide cost for “light barkdusting” application considering the state of the shrub beds current depth? We understand some level of removal will likely need to occur before applying any more bark material.

Contract specifies 3-inch-deep layer of organic mulch. Currently no Mulch layer in beds.

Do flat marker edgings coincide with mow cycles? In other words, do contractors edge flat markers when the cemetery does not mow the sections?

We try to coordinate the marker edging to be done the day after cemetery staff does mow. Due to weather, some weeks may not have a mow, but we do expect marker edging to still be performed.

Is there a dormant period for flat marker edging?

Dec through Feb

Is the contractor responsible for removing floral and other items from headstones? If so, at what frequency and will the government provide dumpsters for floral disposal?

Contractor is not responsible for removing floral or other items from markers. Only time would be during mowing or edging if the floral item needed to be removed then replaced as to avoid damage during service.

Aeration and thatch removal is a recommended method as a fungi remedy. How much turf area historically has a fungi problem?

Aeration and thatch removal is not part of contractor’s responsibility

Some plant beds have an excessive amount of moss. Is the contractor required to remove this moss prior to mulching the plant beds?

Topic: Weed Control REF: SOW page 35, 5.3.4.3 Question: The SOW requires weed control in landscape beds, mineral mulch areas (including rock-lined borders, decomposed granite, gravel, etc.), and open earth areas throughout the cemetery. Willamette National Cemetery has several expansive rock beds and mineral mulch areas that contain no desirable vegetation or plantings. Can glyphosate or other non-selective herbicides be used in rock beds, mineral mulch areas, and open earth areas where there is no existing vegetation that could be damaged?

Yes in a limited fashion, it cannot be used within 18 inches of any border to prevent turf damage and overspray.

Topic: Tree, Shrub & Planting Bed Maintenance – Organic Mulch REF: SOW page 36, 5.3.7 Question: The SOW states, "Maintain a 3-inch-deep layer of Contractor-provided, COR-approved, organic mulch to in planting beds, tree mulch rings, and open earth areas." The contractor is responsible for maintaining uniform 3-inch depth throughout these areas and applying fresh mulch as needed.

(a) What is the total square footage or acreage of planting beds, tree mulch rings, and open earth areas that require organic mulch maintenance under this contract?

(d) What is the anticipated annual volume (in cubic yards) of organic mulch that will need to be supplied by the contractor to maintain the 3-inch depth requirement across all designated areas, accounting for decomposition and settling?

(e) Approximately how many times a year is the contractor required to add mulch?

(f) Can the Government provide a site map identifying all areas requiring organic mulch so the contractor can accurately estimate material quantities and labor requirements?

(g) How often should the contractor perform plant bed edging?

(a.) Contractor’s responsibility.

(d.) Contractor responsibility (e.) Year-round compliance (f.) everything within the developed boundaries of the cemetery.

(g.) Bed edging needs to be done as often as needed to maintain a clear zone 1/2-inch wide by 1-inch minimum deep with all vegetation removed from joints and cracks.

Topic: Leaf and Debris Removal REF: SOW page 37, 5.4; Price Schedule CLIN 0003 Question: There is a discrepancy between the SOW and the Price Schedule regarding the duration of leaf and debris removal services.

(a) The SOW Section 5.4 "Leaf and Debris Removal" states " Qty 6 Months (SEPT-FEB)" in the header. However, the Price Schedule shows "CLIN 0003 - Leaf Removal" with a quantity of 5 months. Which is the correct contract period for this service: 5 months or 6 months?

(b) Should the Price Schedule CLIN 0003 be corrected to reflect 6 months to match the SOW, or should the SOW be corrected to reflect 5 months to match the Price Schedule?

(c) The leaf removal season in this region spans only 2-3 months, typically November through December, after which deciduous trees are bare and no further leaf removal is required. The current monthly billing structure creates a significant compensation problem for contractors who must complete all work during the actual seasonal window but risk losing substantial revenue if they cannot invoice for months when no leaves are present. Under the existing five-month contract structure, contractors face potential financial losses of up to 60% of their compensation. For example, a contractor with a $500,000 leaf removal cost divided equally across five months would only receive $200,000 if all work is completed in November and December, but funding is unavailable for the remaining three months due to the absence of leaves. To ensure billing accuracy and fair contractor compensation, we request restructuring the Contract Line Item Number from a monthly billing model to a job-based billing model, allowing contractors to receive appropriate compensation for work performed regardless of when seasonal conditions dictate service completion.

(a.) 6 months.

(b.) 6 months to match the SOW.

(c.) Work consists of collecting and removing all fallen leaves, tree branches, pine needles, seed pods from the cemetery grounds, driveways, parking areas, and areas within the public right-of-way between the cemetery property and edge of pavement at least weekly. The IDIQ structure and monthly unit of issue was established to provide consistent funding and predictability for both parties. Contractors are responsible for managing their staffing and cash flow to align with seasonal nature of work.

Topic: Contract Value and Scope of Work REF: Price Schedule - Maximum Aggregate Value; SOW Sections 5.5-5.10 (Material Supply CLINs) Question: The current solicitation includes significant material supply requirements (CLINs 0004-0009) for grass seed, pelletized limestone, pelletized gypsum, and various fertilizers that were not part of the previous contract scope. The Price Schedule lists a Maximum Aggregate Value of $7,000,000.00 for the base year plus all option years.

(a) Based on the specified quantities (240 bags grass seed, 2,500 bags limestone, 2,500 bags gypsum, 1,680 bags fertilizer 24-3-16, 560 bags fertilizer 24-0-14, 80 bags fertilizer 16-16-16) and current market pricing for these materials, plus the labor-intensive service requirements (push mowing 9+ acres, weekly leaf removal, pest control, etc.), preliminary estimates indicate the total contract value over the base year and three option years may exceed the stated maximum aggregate value.

(b) Will the Government consider increasing the Maximum Aggregate Value to reflect the expanded scope of work that now includes contractor-supplied materials in addition to the service requirements?

(c) Should offerors assume that material supply CLINs will be ordered at the full quantities specified annually, or are these maximum quantities with actual orders to be determined based on need?

(a.) The Govt acknowledges cost may approach the stated maximum. Proposals should assume the maximum will not be exceeded. Contractors should try tp base their proposals on completing all work within the stated maximum.

(b.) The Governentt cannot commit to increasing the maximum value (c.) Based on need.

Topic: Water Supply for Herbicide Application REF: SOW Section 5.2 Question: Can we utilize the cemetery water supply to fill up tanks for herbicide application?

Yes.

Topic: Past Performance Question: Please confirm that the past performance of a subcontractor who will perform a substantial portion of the work will be considered equal to that of prime contract experience. Since the FAR and SBA rules permit a subcontractor to perform up to 49% of the work, meaningful consideration of the subcontractor is fair and reasonable. See OMB Memorandum, July 10, 2014 “Making Better Use of Contractor Performance Information” (recommending agencies request “information about subcontractors and contractor team arrangements Request that prime contractors provide past performance information on subcontractors and contractor team arrangements.” “This will give the source selection official a complete view and better understanding of the prime contractor, subcontractors and contractor team arrangement’s performance capabilities.”); OFPP BEST PRACTICES for COLLECTING AND USING CURRENT AND PAST PERFORMANCE INFORMATION (Recommending CPARS list major subcontractors: “Listing these firms allows them to cite the contract for past performance purposes in proposals for future work either as prime contractors or as subcontractors or other partners. Source selection teams may review the assessment to determine the ratings given for the work for which these firms were responsible.”) Yes this is confirmed. Offerors should clearly identify which portions of the work the subcontractor will perform and provide supporting past performance information for those efforts. The Govt will evaluate the combined past performance for the prime and subcontractor to assess overall ability.

Topic: Key Personnel Role Consolidation and Headstone Work Plan Requirements REF: Addendum to Solicitation, Technical Submission Instructions, Technical Subfactor #2 (page 8); Technical Subfactor #3 (page 8); Technical Subfactor #4 (page 8) Question: The Technical Submission Instructions require identification and resumes for three mandatory personnel positions: Site Manager, Safety Officer, and CQC System Manager. Are any of these key personnel roles permitted to be "dual-hatted" (one person filling multiple positions), or must each role be filled by a separate, dedicated individual?

(c) Technical Subfactor 3 requires an on-site Safety Officer to be present whenever construction is ongoing. However, this contract is exclusively for grounds maintenance services and does not include construction activities or headstone setting operations. Is the on-site Safety Officer requirement applicable to routine grounds maintenance operations (turf mowing, edging, fertilization, pest control, tree/shrub care, leaf removal, etc.), or does this requirement only apply if construction-related activities were to occur under a separate contract or scope?

Contractor is responsible for providing their plan on meeting this requirement.

Topic: Upright Marble Headstone Work Plan Requirement REF: Addendum to Solicitation, Technical Submission Instructions, Technical Subfactor #2 (page 8); PWS; Price Schedule CLINs Question: Technical Subfactor #2 states: "Work Plan must include plans for setting and re-setting upright marble headstones." However, based on cemetery documentation and site observations, Willamette National Cemetery appears to contain only flat markers, not upright marble headstones. Additionally, headstone setting/resetting work does not appear to be included in any CLIN in the price schedule.

(a) Is the requirement to include "plans for setting and re-setting upright marble headstones" in the Work Plan an error carried over from another solicitation, or is this a valid requirement for this contract?

(b) If headstone setting/resetting is a required service, under which CLIN should this work be priced?

(c) If no upright marble headstones exist at Willamette National Cemetery and this work is not required, may offerors omit this section from the Work Plan without being deemed non-compliant with Technical Subfactor #2?

(a.) Not a requirement of this contract. Please disregard.
(b.) n/a
(c.) Yes, please omit and will not be non-compliant.

(b) What is the historical frequency (per year) that divot edge reconstruction has been required under previous contracts?

(c) On average, what percentage or linear footage of the total edging typically requires reconstruction (re-cutting/re-shaping) during each maintenance cycle?

All measurements are contractor responsibilities.

Topic: Past Performance Questionnaire Question: Should past performance questionnaires be submitted with the proposal, or directly to the contracting officer?

Directly to CO

Topic: Standard Form (SF) Question: Should the signed SF 1449 be submitted with the price proposal along with acknowledgements of any amendments?

Yes The solicitation identifies approximately 9 acres of designated push / walk-behind mowing areas. Can the Government please confirm whether the contractor’s mowing responsibility under this solicitation is limited to those designated push / walk-behind mowing areas only, or whether the contractor is responsible for mowing additional turf areas within the cemetery?
