About this file
This is an amendment document (Amendment 0004) that clarifies proposal submission requirements and evaluation procedures for solicitation 36C78626Q50019 for Willamette National Cemetery Grounds Maintenance Services.
The amendment establishes three primary clarifications for offerors. First, all proposals must include a Detailed Grounds Management Plan (GMP) that will be evaluated for technical acceptability at proposal submission, with the successful offeror required to submit a finalized version within 30 days after contract award incorporating Government-directed refinements. Second, offerors must submit a Quality Control Plan (QCP) with their proposals, similarly evaluated for technical acceptability with a finalized version due within 30 days post-award. Both the GMP and QCP will be evaluated on a Pass/Fail basis for compliance with the Performance Work Statement, and failure to submit either document may result in an Unacceptable rating. Third, offerors must identify by name three key personnel positions—Site Manager, Safety Officer, and Contractor Quality Control Manager—each supported by a one-page resume documenting qualifications, experience, certifications, training, roles, and responsibilities; a single individual may fill multiple roles with one resume if it demonstrates qualification for all positions. The amendment also clarifies that proof of state applicator licensing is not required at proposal submission but must be provided prior to pesticide or herbicide application, while Safety Data Sheets and identification of proposed pesticides/herbicides remain required at proposal submission. The amendment supersedes any inconsistent language in prior amendments, Questions and Answers, or solicitation sections, and offerors are responsible for ensuring proposal conformance to these clarified requirements.
