About this file
This is an amendment to a federal solicitation that reinforces mandatory compliance requirements for grounds maintenance services at Willamette National Cemetery. The amendment clarifies technical submission requirements and authorized versus prohibited methods to ensure consistent understanding among offerors.
Offerors must submit five required technical plans: a Turfgrass Management Plan covering one full year, a Work Plan, a Comprehensive Grounds Management Plan, a Site Specific Safety Plan, and a Contractor Quality Control Plan. All proposed approaches, methods, materials, and staffing must align with the Performance Work Statement (PWS). The amendment specifies authorized methods, including only stick edgers with plastic blades where mandated and prohibition of string trimming in those areas. Fertilizer is supply-only with no application services authorized unless expressly stated in the PWS. Unauthorized services such as irrigation installation, turf renovation, and overseeding are prohibited. The Comprehensive Grounds Management Plan must include a fertilizing schedule and identification of all pesticides and herbicides with Safety Data Sheets submitted at proposal time. Offerors must identify by name the Site Manager, Safety Officer (when applicable), and Contractor Quality Control Manager, each with a one-page resume documenting qualifications and experience. All subcontractors must be identified with descriptions of their assigned work. Offerors must provide a minimum of three past performance references for similar projects, including contract number, contracting activity, period of performance, service descriptions, and points of contact. The solicitation closing date has been extended, and award will be made to a technically acceptable offeror with fair and reasonable pricing. The final submission deadline is February 28, 2026.

36C78626Q50019 AMENDMENT 0003 Continuation page
Solicitation 36C78626Q50019
Willamette National Cemetery – Grounds Maintenance
A. Reinforcement of Mandatory Compliance Requirements The Government is issuing this amendment to reinforce and restate mandatory technical submission requirements and to ensure consistent understanding among offerors.
1. Required Plan Submissions Offerors must submit all required technical plans, including but not limited to:
· Turfgrass Management Plan (TMP) covering a full one-year period
· Work Plan
· Comprehensive Grounds Management Plan (GMP)
· Site Specific Safety Plan
· Contractor Quality Control (CQC) Plan
Submission of a required plan does not, by itself, satisfy the requirement if the content of that plan:
· Proposes methods not authorized by the PWS,
· Proposes materials inconsistent with PWS specifications,
· Includes services outside the scope of the PWS,
· Contradicts mandatory procedures specified in the PWS.
For example, submission of a Turfgrass Management Plan that proposes equipment or techniques inconsistent with PWS-mandated methods may be determined noncompliant under the Pass/Fail evaluation criteria.
Offerors are responsible for ensuring that all proposed approaches, methods, materials, and staffing are fully consistent with the Performance Work Statement.
2. Authorized and Prohibited Methods Offerors are reminded:
· Only stick edgers equipped with plastic blades are authorized where specified in the PWS.
· String trimming methods are prohibited where the PWS mandates stick edgers.
· Fertilizer is supply-only in accordance with PWS §§5.8–5.10. Fertilizer application services are not authorized unless expressly stated.
· Proposals shall not include irrigation installation, turf renovation, overseeding, or other services not expressly required by the PWS.
· No laydown or storage areas are authorized. All equipment must be packed in and removed daily unless expressly authorized in writing by the Contracting Officer.
Proposals that include unauthorized services may be determined technically unacceptable.
3. Comprehensive Grounds Management Plan (GMP) The GMP must include:
· Fertilizing schedule (supply-only)
· Identification of pesticides/herbicides proposed
· Safety Data Sheets (SDS) for all chemical products
SDS must be submitted with the proposal. Statements indicating SDS will be provided after award do not satisfy this requirement.
4. Key Personnel Offerors must identify by name:
· Site Manager
· Safety Officer (when applicable)
· Contractor Quality Control (CQC) Manager
Each must include a one-page resume documenting qualifications, experience, certifications, training, roles, and responsibilities.
Failure to identify required personnel and submit resumes at time of proposal may result in a finding of unacceptable.
5. Subcontractors Offerors must identify all subcontractors by name and describe the work each will perform.
6. Past Performance Offerors shall submit a minimum of three (3) past performance references for projects similar in size and scope.
Each reference must include:
· Contract number
· Contracting activity
· Period of performance
· Description of services
· Point of contact information
B. Proposal Resubmission The closing date is hereby extended.
Offerors may submit a complete revised proposal. The Government will evaluate proposals based solely on submissions received by the revised closing date.
Award will be made to a technically acceptable offeror whose price is determined fair and reasonable.
