Solicitation: 36C78623B0033 Project: 810CM3030 Dayton PIC-Admin_Roads_Shelter Contractor Questions & GOV Responses
1. The Fire Alarm drawing states that the new panel shall monitor and read the existing panels. What is the existing system and model? Would Siemens be considered a match?
1. GOV Response: Existing Honeywell FA panel and it must be compatible with the existing system.
2. The project plans and the bid schedule do not match for what is being proposed for pricing. Ie..the demolition and reconstruction of Committal Shelter B is called out in CLIN 0001 on the bid schedule but the reconstruction of Committal Shelter B is called out as CLIN 0003 on the project plans.
Please clarify how we are to price this.
2. GOV Response: See Amendment 0001 and its attachment for this solicitation. The A/E has provided a Memorandum identifying the discrepancy and providing clarification.
3. Can the government provide an anticipated award date for this project? Based on the current bid date and the 90 day review period, it would be very beneficial to all contractors to know if we need to anticipate earthwork/clearing to happen this winter or if we will need to push all phase 1 work out to spring of 2024 to avoid freeze thaw with the proposed building foundations.?
3. GOV Response: The Government anticipates awarding this project within 90 days of bid opening. Phase I work shall be priced to begin in the spring of 2024.
4. The reflective ceiling plans are the only plan sheets that appear to call out proposed sprinkler systems within the proposed new buildings and the existing admin renovation. However, the legend symbol for the sprinklers appears to be contradictory. Can we get revised plan sheets to accurately reflect what is proposed for the sprinkler system?
4. GOV Response: The new building will not be sprinklered.
5. The existing administration building renovation plans appear to call out proposed sprinkler system, but during the site visit it didn’t appear that there is any existing sprinkler system within the existing building.

| b. | Also, can the government provide the location of the tie-in of the new sprinkler system with the existing in the existing administration building? |
5. GOV Response: a. building is not currently sprinklered, b. the new building will not be sprinklered.
6. There are no layouts for the sprinkler system in the proposed new buildings and admin extension other than the apparent locations of the sprinkler heads. Can the government provide the proposed layout, pipe type, size, details, etc.. for what is intended to be installed? Also, there doesn’t appear to be any call outs or locations for the standpipes/sprinkler system supply lines. Can the government provide clarification for this?
6. GOV Response: The new building will not be sprinklered.
7. Drawing sheet CU101 calls out water lines to connect to the new admin building and honor guard building but does not indicate size or type of pipe. Please clarify what size and type is the service line to the proposed buildings?
7. GOV Response: Admin building water service line is 2.5" copper type K. Honor Guard building water service line is 2" copper type K. See profiles on sheet CU231.
8. Can you tell me if this project will be tax exempt?
8. GOV Response: The Government will not provide any tax exempt forms. All taxes should be included in the bid.
9. Committal Shelter B Architectural Drawings show wood trusses, ¾” plywood decking and asphalt shingles, Structural Drawings show cold formed metal trusses and metal decking and no type of roofing material indicated. There is no specification for the asphalt shingles. New wall sections would be needed if we are to use metal trusses, metal decking and metal roofing. Please clarify which system to use.
9. GOV Response: See attached new Specification for Asphalt shingles. The roof structure is to be cold formed metal trusses.
10. Door , frame and hardware types need to be shown for doors at the Committal Shelter B.

11. GOV Response: The ceiling/soffit system at the Committal Shelter will be metal panels.
12. Sprinkler heads are noted on drawing sheets A-110, A-111, A-112 in two ways, solid black dot and solid black dot with circle. There is no source system to these heads. Drawing sheet CU101, note 8, identifies a tap to existing fire hydrant to new Admin building but no riser.

13. GOV Response: Downspouts shall route to PVC drainage system as shown on sheet CU101. Splash pads have been removed from drawing A-201R.
14. 2. On drawing sheet CU-101, the PVC drainage system for the Admin Bldg shows a symbol at the connection bends. Are these symbols a cleanout or just a fitting? If it is a cleanout, can we have a detail for this?

16. GOV Response: Material relocations will need to be coordinate with the cemetery staff. Contractor to provide date when the area need to be cleared.
17. Section 02 21 00 appears to be describing an Alta Survey for the entire cemetery grounds. Can the government confirm that this is what is being required? If this the case, performing an ALTA survey on the entire grounds is a long process to complete, even if it begins during the initial construction start. Can the government indicate that additional time to the contract will be provided to complete this or at least consider the project substantially complete prior to the completion of the Site Survey?
17. GOV Response: This is standard NCA Spec. Unless otherwise desired by NCA, I believe the survey would only be for the benefit of the contractor and an ALTA is not required.
