New Albany IOTA Solicitation 36C77626Q0146 Questions & Answers

1. Question: 16.1 Activation Integrated Master Schedule (AIMS). Can the Government provide the current construction Integrated Master Schedule (IMS) and anticipated milestone dates (substantial completion, phased turnover, furniture installation windows, IT activation, equipment testing, and Day One)?

Answer: CFM Integrated Master Schedule will be provided to IOTA vendor upon award. Reference anticipated milestone dates (Beneficial Occupancy Date, Patient 1st Use) as provided in PWS.

2. Question: Section E – Technical Proposal Page Limitation PWS/RFP Reference. Given the complexity of the required activation, transition, acquisition support, FF&E coordination, scheduling, and optional warehousing services, the current Technical Approach page limitation may constrain offerors’ ability to fully address the Government’s evaluation criteria. Will the Government consider increasing the allowable page count for the Technical Approach submission?

Answer: Vendors only need to submit their technical response for those tasks identified in 52.212-1(F)(2)(a).

3. Question: 16.2 Existing Equipment Reuse / Relocation. Can the Government clarify the anticipated extent of existing FF&E, medical equipment, and artwork reuse/relocation associated with this project, including whether a formal reuse inventory has already been developed?

Answer: Refer to PWS Section 16.6 (Relocation of Reuse and Personnel Files) for clarifications.

4. Question: PWS Section 16.2 – ASE/Infrastructure Coordination. Can the Government clarify the anticipated level of contractor involvement associated with Architecturally Significant Equipment (ASE) coordination, including whether the contractor is expected to support infrastructure validation, utility coordination, or installation oversight activities?

Answer: Yes, please refer to PWS Sections 16.2 and 16.7 for requirements related to all FF&E coordination and installation oversight to include equipment notated as VA provided Architecturally Significant Equipment (ASE).

5. Question: Section E – Betterment Submission PWS/RFP Reference. Can the Government clarify how proposed betterments will be evaluated and weighted during the technical evaluation process?

Answer: Betterments are part of the technical evaluation under FAR 52.212‑2 and are scored based on the added value they bring. The solicitation employs a Highest Technically Rated with a Fair and Reasonable Price strategy—technical excellence is paramount, and betterments enhance technical scores.

6. Question: Section E – Betterment Submission PWS/RFP Reference. Can betterment narratives reference and expand upon approaches already discussed within the technical proposal, or must all betterment content be entirely standalone within the five-page betterment submission limit?

Answer: Betterment narratives may reference and expand upon information already presented in the Offeror’s technical proposal. They do not need to be entirely standalone. However, any content the Offeror wishes the Government to consider as part of the betterment evaluation must be fully captured within the five‑page betterment submission, because only the material contained within that section will be evaluated for betterments.

7. Question: Section E – Betterment Submission PWS/RFP Reference. Should proposed betterments be included within the firm-fixed-price proposal amount, or may offerors identify betterments that would require additional Government funding or optional consideration?

Answer: Yes. The price quote should be all inclusive as the Betterment proposed will be modified into the final Attachment A PWS upon award.

8. Question: Section E – Betterment Submission PWS/RFP Reference. Beyond quantitative performance increases, can the Government provide examples of the types of operational, technological, or process-oriented betterments considered most valuable to the Government for this requirement?

Answer: The Government does not have specific examples of operational, technological, or process‑oriented betterments to provide. Offerors are encouraged to propose any betterments they believe meaningfully exceed the stated requirements and provide added value to the Government. All proposed betterments will be evaluated in accordance with the solicitation’s technical evaluation criteria.

9. Question PWS 16.8.1 Deliverable Training & Simulation Plan, from Section 18.1 Deliverable Schedule, notes that this deliverable is due 14 days after award of Optional Task. Which Optional Task is this referencing?

Answer: Due date has been updated to “Start of BOD”

10. Question: Do you have an estimated BOD?

Answer: BOD is currently being reported as 10/26/2028

11. Question: Has the Lessor for this project been awarded? If so, can you please provide the info?

Answer: New Albany Lease is not awarded currently. ORP’s lease awardee information and other pertinent signed lease contract information will be provided to IOTA contractor post-award.

12. Question: In Section 16.1 CPMS, regarding Meeting Facilitation Services, PWS notes "The IOT&A contractor shall participate in design/construction meetings as determined by the COR." Can the government provide information regarding the types of design/construction meetings or a reasonable estimate of frequency in which the IOTA contractor may need to participate, so the IOTA can provide an accurate BOE?

Answer: Two-part answer to this question: First – there is no BoE requirement under the Technical portion of this solicitation. Please disregard FAR 52.212-1(B)(4) bullet number 1. FAR 52.212-1 Section F(2) does not include a part “b” requirement for a BoE.

Second - Refer to requirements in PWS Section 16.1 Comprehensive Project Management Services, Sub Section - Meeting Facilitation Services.
