About this file

This document is a Technical Questions and Responses Tracking Sheet for the VA Big Spring EHRM Titer 2 Data Center Construction Project (Solicitation #36C77626B0001). The project is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a construction budget between $5 million and $10 million. Key technical details include relocating and rerouting telecommunications infrastructure, installing new fiber optic cables, modifying electrical systems, and upgrading data center equipment.

The solicitation involves multiple phases of work, including demolition of existing equipment, installation of new telecommunications and fiber pathways, and integration with existing systems from the EHRM project. Significant technical considerations include: using Avigilon for access control and video surveillance systems, Siemens for fire alarm systems, coordinating cable installations through basement and crawl spaces, and ensuring compatibility with existing VA infrastructure. The project will require careful phasing to minimize disruption to the occupied facility, with work primarily conducted during daytime hours and potential after-hours operations as needed. The bid due date was extended to January 8, 2026, and the Notice to Proceed is anticipated 30-45 days after contract award.

4 11/17/025 Drawing T-500 A16 Has several notes next to the cabinet. One note states equal to Mighty Mo 2 Post Channel Type rack with Vertical Cable Management.

Another states Cable Management sidecar equal to Great Lakes SC68442. Is this a mistake, I don’t think both manager types can be used together?

HZ: Sidecar cable management is required on MDA and HAD cabinets and other racks require vertical cable management as shown in details and elevations.

5 11/17/2025 The contractor is to disconnect existing TR Fiber cables and reroute to the new Data Center. Is there a requirement to install any new fiber from the Data Center to any other locations?

HZ: Yes, the Contractor will also need to install temporary fiber cables to accommodate phasing and change over to new equipment such as indicated on drawings T-101, Keynote No. 7.

VA: VA: According to the plans a new fiber line will be pulled in from the pole to the new data center.

6 11/17/2025 Can the VA verify that the contractor is to provide patch cables per the “quantity” specified on drawing T-700.

Additionally, the purchase of tangible personal property, other than machinery or equipment and its accessories and repair and replacement parts, for use in the performance of a contract for an improvement to realty for an organization exempted under Section 151.309 or 151.310 of the code is exempt if the tangible personal property is necessary and essential for the performance of the contract and completely consumed on the job. The VA is an exempt organization.

Therefore, the contractor’s purchase of such building and construction materials within the State of Texas to be incorporated into the real property belonging to the U.S.

Department of Veterans Affairs (VA) or completely used in the performance of the contract is subject to exemption from Texas Sales and Use taxes under the code. To take advantage of the tax exemption the successful offeror under this solicitation must complete a Texas Sales and Use Tax Exemption Certificate when it purchases construction materials for this contract.

Notwithstanding FAR 52.229-3, all bids received in response to this solicitation are presumed to reflect this tax exemption, and therefore should not include Texas’ Sales or Use Taxes on sales of materials for incorporation into VA real estate under this contract or used in the performance of this contract.

The Contractor will send an email to the COR requesting such need.

63 11/19/2025 We are requesting an additional 120 calendar days of contract duration. Due to current industry-wide material procurement challenges, particularly extended equipment lead time, we respectfully request consideration for a revised total contract duration of 345 calendar days. VA please confirm acceptance of this request.

VA: Lead time needs to be taken into consideration when the contract is awarded. It’s possible the NTP can be delayed but this will need to be discussed with the COR and CO..

64 11/19/2025 Bid Extension Request: We have received feedback from several major subcontractors indicating concerns regarding their ability to provide complete bid proposals by the current due date of December 11 at 12:00 PM ET. With the upcoming holidays further limiting subcontractor availability and response times, meeting the current deadline presents additional challenges.

VA: The due date of December 11, 2025, was extended with amendment 0002.

65 11/19/2025 In the interest of ensuring a fully competitive and well-coordinated procurement, we respectfully request that the VA consider extending the bid date to the first or second week of January. This additional time will allow the A/E to address outstanding RFIs and enable more subcontractors to prepare comprehensive proposals, ultimately resulting in a more competitive and accurate bid for the project. VA please confirm acceptance of this request.

VA: The due date was extended to January 8, 2026, with amendment 0003.

66 11/24/2025 We respectfully request an extension to the proposal submission due date to allow sufficient time for a complete and compliant response. We appreciate your consideration and look forward to your guidance on the revised timeline

71 11/24/2025 Under the document “VA_BSP Data Center Bid Resubmission – Drawings” “Drawing Number: E- 101” “Drawing Title: BUILDING 1 -BASEMENT ENLARGED PLANS -ELECTRICAL” “Page no. 55”

Under section “ELECTRICAL PLAN KEY NOTES”

Point Number 1. which states that “PROVIDE NEW

225/3 AND 300/3 CIRCUIT BREAKERS IN EXISTING

SWITCHBOARD HEQ FOR NEW DATA CENTER

LOADS. FIELD VERIFY SPACE AND CAPACITY

AVAILABLE IN ACCORDANCE WITH NEC 220.87”

Q: This last sentence is delegating engineering work to the contractor. To do this work the contractor will need to do a 30-day metering of the existing panels to determine the existing load and then will need to do load calculations to see if the existing equipment has enough capacity for the added loads. If there is not enough capacity it is not clear what will be required by the contract. Strongly, recommend to engage with the engineer of record to determine that there is spare capacity in the existing panels in compliance to NEC 220.87.

HZ: The Contractor will provide the metering and analysis in accordance with NEC 220.87 as required by these keynotes. The results of this metering and any discrepancy with the available capacity and new loads will be provided to the A/E for coordination and additional design as needed.

72 11/24/2025 Under the document “VA_BSP Data Center Bid Resubmission – Drawings” “Drawing Number: E- 101” “Drawing Title: BUILDING 1 -BASEMENT ENLARGED PLANS -ELECTRICAL” “Page no. 55”

Under section “ELECTRICAL PLAN KEY NOTES”

Point Number 2. which states that “PROVIDE NEW

225/3 AND 300/3 CIRCUIT BREAKERS IN EXISTING

SWITCHBOARD HCR FOR NEW DATA CENTER

LOADS. FIELD VERIFY SPACE AND CAPACITY

AVAILABLE IN ACCORDANCE WITH NEC 220.87”

• Q: Likewise, determination of breaker space capacity is being delegated to the contractor.

This should be determined by the Engineer of Record prior to entering into a hard bid, as it is not clear what is included in the contract if there is not enough space in the existing panels for the added breakers.

HZ: The Contractor will provide the metering and analysis in accordance with NEC 220.87 as required by these keynotes. The results of this metering and any discrepancy with the available capacity and new loads will be provided to the A/E for coordination and additional design as needed.

73 11/24/2025 Under the document “VA_BSP Data Center Bid Resubmission – Drawings” “Drawing Number: ED- 100” “Drawing Title: BUILDING 1 -1ST FLOOR -

ENLARGED DEMOLITION PLAN -ELECTRICAL”

“Page no. 57”

Under Section “DEMOLITION PLAN KEY NOTES”

• Q: Is there any requirement to demolish the electrical equipment on this sheet in compliance to the phases as indicated on the architectural plans or can we demolish based on our decisions.
