About this file

This document is an Asbestos Containing Materials and Lead Based Paints Assessment for the West Texas VA Health Care Hospital in Big Spring, Texas. The assessment was conducted by ECS Southwest on December 5, 2023, focusing on rooms #95, 96A, 96B, 96C, 96D, 96E, and 98. The survey involved sampling and analyzing various materials including floor tiles, mastics, joint compounds, drywall, and ceiling tiles for the presence of asbestos and lead-based paint.

Laboratory analysis by Southeastern Environmental Microbiology Laboratories found no asbestos-containing materials (ACMs) in the sampled materials, with all samples testing below the 1% asbestos threshold. Similarly, the lead-based paint survey using X-Ray Fluorescence (XRF) spectrometry did not identify any lead-based paints in the examined surfaces. The report recommends that if additional suspect materials are discovered during future construction activities, they should be sampled or presumed to contain asbestos and handled accordingly. The assessment was performed by licensed professionals, including Jose De Los Reyes, a Texas Department of State Health Services Asbestos Inspector, and followed EPA and OSHA guidelines.

EXECUTIVE SUMMARY

The subject property consists of of rooms 95, 96A, 96B, 96C, 96D, 96E, and 98 inside a six-story hospital located at 300 West Veterans Blvd, in Big Spring, Howard County, Texas 75460. The structure consists of approximately 150,000 square feet and was reportedly originally constructed in 1979. At the time of our survey, the subject building was occupied and is currently scheduled to have select areas renovated.

The purpose of the survey was to determine if asbestos-containing materials (ACMs), or Lead-Based Paints (LBPs), are present in the pre-discussed targeted scope of rooms #95, 96A, 96B, 96C, 96D, 96E, and 98. The survey was performed within those select interior areas of the subject building.

ECS performed it's survey of the pre-discussed area of identified rooms on December 05, 2023. Jose De Los Reyes a State of Texas Department of State Health Services (TDSHS) Asbestos Inspector License No. 604052, performed the survey on December 05, 2023. Bulk samples were submitted to Southeastern Environmental Micriobiology Laboratories (SEEML) in North Carolina for analysis via Polarized Light Microscopy (PLM) in accordance with the current EPA-600 methodology

A total of 27 bulk samples from nine (9) homogeneous areas were submitted to the laboratory. Based on the laboratory analysis of the bulk samples collected during the survey, none of the materials were reported to contain one (1) percent or greater asbestos-containing materials.

The lead-based paint survey was performed by a State of Texas licensed Lead Risk Assessor. Painted and/or glazed surfaces were assessed for lead content using a Direct-Read X-ray fluorescence (XRF) Spectrometer, SciAps S500. Lead-based paint was not identified inside the subject buildings.

The executive summary is an integral portion of this report, however, ECS recommends the report be read in its entirety.

1.0 SITE DESCRIPTION

The subject property consists of rooms 95, 96A, 96B, 96C, 96D, 96E, and 98 within a six-story hospital located at 300 West Veterans Blvd in Big Spring, Texas 75460. The building was occupied at the time of the survey. The six-story consists of stucco/plaster walls with a slab foundation and a flat roofing system.

2.0 PURPOSE

The purpose of the Asbestos Containing Materials and Lead Based Paints Assessment was to identify asbestos-containing materials (ACM), and lead-based paint (LBP), which require special handling and/ or disposal if disturbed during construction activities. The identification of ACMs requires trained labor, regulated work practices, and special disposal. The identification of LBP or other lead hazards requires disclosure to contractors and monitoring of lead exposure. The removal of other regulated materials such as universal waste may require personal protective equipment, training, special handling, packaging, and disposal.

3.0 METHODOLOGY

ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of ACMs, and LBPs.

3.1 Asbestos-Containing Materials

The suspect asbestos sampling was performed by an EPA-accredited asbestos inspector who has met the requirements of Title 40, Part 763, Part III, Subpart E, Appendix C of the Code of Federal Regulations; and is currently licensed by the Texas Department of State Health Services to perform Asbestos sampling. Mr. Jose De Los Reyes, an EPA accredited and State of Texas Department of State Health Services Asbestos Inspector License No. 604052, who performed the survey on December 05, 2023. This scope is intended to generally meet the requirements of the Occupational Safety and Health Administration (OSHA) Standard 29 CFR 1926.1101 Inspection Protocol.

Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to Southeastern Environmental Micriobiology Laboratories in Greenville, North Carolina for analysis via Polarized Light Microscopy (PLM) in accordance with the current EPA-600 methodology. Materials consisting of additional layers were analyzed separately. SEEML is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) and Texas Department of State Health Services (TDSHS) Laboratory license #300474 for bulk sample analysis by currently approved EPA methodology by PLM Method.

During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs. Unidentified suspect ACMs may be located in these and/or other inaccessible areas including but not limited to the interior and exterior of the subject building.

December 15, 2023

ECS Project # 51:3784

Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.

Multiple samples of each unique material were submitted.Samples were analyzed using the “Positive Stop” methodology. If one sample of homogeneous material is reported to contain asbestos, the remaining samples of that material are not analyzed. EPA regulations stipulate that if one sample contains asbestos the entire quantity of that material contains asbestos, regardless of additional analysis.

3.2 Lead in Paint and Surface Coatings

The Lead-Based Paint (LBP) survey was performed by a State of Texas Lead Risk Assessor No 2071314 using an X-Ray Fluorescence (XRF) Spectrometer to identify lead concentrations in painted and glazed surfaces.

The survey was conducted utilizing the U.S. EPA definition of LBP. Under this definition, painted surfaces that contain lead in concentrations equal to or greater than 1.0 milligrams per square centimeter (≥ 1.0 mg/cm2) are classified as coated with LBP. Paints with concentrations of lead detectable by the XRF are considered lead-containing paints. Additionally, fixtures or components that are manufactured with a factory-applied glazing (i.e., sinks, toilets, ceramic tiles, etc.) are tested as these factory-applied finishes often contain lead. Activities that disturb lead-containing paints and glazing (while not lead-based paints by the U.S. EPA definition) are regulated by OSHA (29 CFR 1926.62).

Because the current or proposed use of the property is not residential or child-occupied, the scope of the LBP survey was not conducted in accordance with HUD Chapter 7 requirements. This representative survey included taking readings from walls, windows, doors, and miscellaneous components. Walls are listed by letter with wall “A” being the entrance of the subject building, proceeding clockwise to “B, C, D”, etc.

4.0 RESULTS

The following is a summary of laboratory results, findings and observations.

4.1 Asbestos Sampling

An Asbestos-Containing Material (ACM) is defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, PLM. Materials are categorized by the U.S. EPA in the following categories:

• Friable ACMs are defined as any ACM that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. Non-friable ACMs are defined as any ACM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

• Category I non-friable ACM are listed as following: packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than one percent (>1%) asbestos.

• Category II non-friable ACM are listed as any material, excluding Category I non-friable ACM, containing more than one percent (>1%) asbestos.

December 15, 2023

Regulated Asbestos Containing Materials (RACM) are friable ACM or non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading or has crumbled, been pulverized, or reduced to powder in the course of renovation and/or demolition operations.

Based on the laboratory analysis performed by Southeastern Environmental Micriobiology Laboratories of the bulk samples collected during the survey on December 05, 2023. None of the sampled materials were reported to contain 1% or greater asbestos content and therefore none were found to be asbestos-containing materials. The survey addressed only the pre-discussed of rooms #95, 96A, 96B, 96C, 96D, 96E, and 98. The survey was performed by Jose De Los Reyes, an EPA-accredited Asbestos Inspector, and State of Texas Department of State Health Services Asbestos Inspector License 604052. A detailed summary of the samples collected, locations, and results can be found in the appendix.

An Asbestos-Containing Material (ACM) is defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, PLM.

4.2 Suspect or Assumed Asbestos-Containing Materials

Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within the building hidden behind inaccessible areas that include but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities, etc.

These areas were deemed inaccessible and were not assessed.

• Pipe Chases behind and above restrooms and sinks

• Exterior

• Mirror Mastic

• Roof

• Crawlspaces

If these materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to the disturbance for asbestos content by a certified asbestos inspector in accordance with 29 CFR 1926.1101.

4.3 Lead in Paint and Surface Coatings

Paint and surface coatings which contain detectable concentrations of lead are considered lead-containing paints. Since OSHA has no specific action level for lead in paint, all paint on the site found to have a measurable concentration of lead should be assumed to be lead-containing. Work performed which may disturb lead-containing paint is regulated under OSHA as referenced under 29

CFR 1926.62.

A total of 68 readings were collected during the survey, including calibration readings. Lead was not detected in the XRF readings and/or paint chip samples analyzed.

December 15, 2023

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS

Based on our understanding of the purpose of the Asbestos Containing Materials and Lead Based Paints Assessment, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.

5.1 Asbestos-Containing Materials

Based on the asbestos-containing materials survey and laboratory results, None of the bulk samples submitted to Southeastern Environmental Micriobiology Laboratories were reported to contain detectable concentrations of asbestos. If additional suspect asbestos-containing materials are uncovered which were not accessible during this sampling event, it is recommended that these materials be sampled or tested immediately upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.

Additional suspect ACMs may remain within inaccessible areas that include but are not limited to, sub-grade walls, structural members, topping slabs, exterior areas, sub-grade sealants, flooring located below underlayments, vapor barriers, pipe trenches, pipe chases and other subsurface utilities, etc. If additional suspect ACMs are uncovered which were not accessible during this survey, it is recommended that these materials either be assumed to contain asbestos or be sampled prior to disturbance upon discovery for asbestos content by an EPA-accredited and TDSHS-licensed asbestos inspector in accordance with 29 CFR 1926.1101 and Texas Asbestos Health Protection Rules (TAHPR).

An Asbestos Abatement Specification is required be prepared to delineate and quantify known and suspect hazardous and regulated materials in the buildings and to outline proper procedures for the abatement. This is a TDSHS requirement prior to demolition or renovation activities which may disturb the identified asbestos containing material in the path of construction. This will help protect the owner’s liability in better defining the scope of work and contractors’ roles and responsibilities in the abatement process and holding the contractor accountable for the performance of the project.

The specification typically defines the Contractor’s scope of work and outlines requirements and procedures that must be followed for the project. The intent of the specification is to give performance requirements for the Contractor so that the project can be completed safely and in compliance with applicable federal and state regulations. Typically, the asbestos abatement specification document serves as part of the site owner’s contract with the contractor.

5.2 Lead in Paint and Surface Coatings

The results of the lead-based paint survey did not identify detectable concentrations of lead in the surfaces analyzed by ECS using a XRF. Should future activities disturb building materials which were not tested for the presence of lead additional testing should be performed or the materials should be assumed to contain lead.

Approved By: Andrea Berrios Disclaimer:

The results in this report only apply to the samples as received.

NOB samples are tested as a preliminary analysis. We highly recommend for Negative NOB samples resulting in less than 1% Asbestos to be verified by TEM or Point Analysis.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. NAD means no asbestos fibers were detected. When detected the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.

Guidelines for Interpretation:

Any opinions/interpretations expressed in this report are outside the scope of this laboratory's accreditation. Interpretation of the data and information within this document is left to the company, consultant, and/or persons who conducted the fieldwork. A material is considered regulated asbestos containing material (ACM) where the asbestos content is determined to be one percent or greater. Several organizations, including the

American Conference of Government Industrial Hygienists (ACGIH); the American Industrial Hygiene Association (AIHA); the Indoor Air Quality Association (IAQA); the United States Environmental Protection Agency (USEPA);

the Centers for Disease Control (CDC) as well as the California Department of Health Services (CADHS) have published guidelines for assessment and interpretation of analytical data indicating a tested material is ACM.
