About this file

This is a Justification and Approval (J&A) for Other Than Full and Open Competition document supporting a procurement for the EHRM Infrastructure Upgrades Construction project at West Texas VA Health Care System (WTVAHCS) in Big Spring, Texas. The proposed Invitation for Bid (IFB 36C77626B0001) is a firm-fixed price contract with a VAAR construction magnitude between $5,000,000 and $10,000,000. The Veterans Health Administration's Program Contracting Activity Central (PCAC) is the contracting activity, with the Contracting Officer being Richelle N. Gray. The J&A was certified on January 20, 2026.

The justification supports procurement of three brand-name systems based on the statutory authority of "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" under 41 USC §3304(a)(1). The three required systems are: (1) Motorola Avigilon security camera and monitoring system for digital video capture and recording equipment matching existing infrastructure; (2) HID physical security access control system for card readers and communication components safeguarding access to authorized personnel only; and (3) Siemens Desigo fire alarm system for installation and programming of initiating and notification appliances. The brand names are deemed necessary because alternative devices may not provide correct interface and operability with existing systems, potentially compromising system integrity and emergency service support capabilities. The procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Market research confirmed all three items comply with Buy American Act requirements: Motorola Avigilon is manufactured in Plano, Texas; HID is manufactured in Austin, Texas; and Siemens Desigo is available through GSA Advantage Catalog with FAR 52.225-5 Trade Agreements compliance.
