20 1/29/2026 2/12/2026 Sheet G100, General Note #13 states: CONSTRUCTION
CONTRACTOR MUST PROVIDE TWO VA BADGED
ESCORTS FOR EACH TR AND TE WORK. To avoid confusion, will the VA define what “TR” and “TE” work is considered for this statement in order to include these costs in our offer. Additionally, what are the qualifications for these escorts? Finally, will the VA confirm that these escorts are to be provided by the Contractor and not by the VA? If both campuses are under construction at the same time, this would amount to a minimum of (4) escorts.
TR refers to Telecommunication Room and TE refers to Telecommunication Enclosure. The qualifications include Prime contractor site superintendent and Prime contractor worker who have satisfied the requirements of the general specification section. The escorts are to be provided by the prime contractor. Yes, each TR and/or TE receiving upgrades require two Prime contractor escorts to be present while work is underway in those locations. The Prime contractor shall schedule the work so this requirement can be accomplished.
21 1/29/2026 2/12/2026 Sheet G100, Phasing Note #2 states that cable and fiber terminations behind a closed door are to occur during normal business hours. All other work is to occur during the hours of 4:00 p.m. to midnight. This project depicts extensive site work. To allow for after-hours wages and light towers, will the VA clarify if all of the site work must also to take place during 3rd shift or does this statement only refer to inside work?
Sheet G100, Phasing Note #2 refers to interior fiber, TR, TE server room and horizontal cable work.
See Sheet G100 General Note #9 which states, Site work to occur during normal business hours.
22 1/29/2026 2/12/2026 With the late shift work that is mandated in the previous question, will the VA allow for (4) 10-hour shifts (4:00 pm -> 2:00 am) to be permitted?
yes
23 1/29/2026 2/12/2026 As the staging areas greatly impact production costs, will the VA designate on specific site maps, the locations for nearby staging areas for both campuses?
See Sheet CS001 for laydown and haul routes on the Vancouver campus. Sheet CS002 includes haul route and staging instructions for the Portland Campus. The VA will provide the contractor with space for staging for both Campus.
24 1/29/2026 2/12/2026 Will the VA clarify if the maintenance drive on the south side of the Vancouver Campus will be able to be shut down during construction or will it need to remain open?
The south side of the Vancouver Campus is a Fire Lane for the nursing home. This Fire Lane cannot be shut down during construction. Prime contractor is required to perform work so the lane can remain open to first responders in the event of an emergency.
25 1/29/2026 2/12/2026
Sheet CS104 has the new duct back running through all of the parking stalls south of building 1 B wing and building
25. Sheet T100.1 General Note #11 states to avoid parking stalls with new conduits and manholes. Will the VA allow the Contractor to locate these conduits in grass and or vegetation bead areas? These parking stall are always full.
Yes, the VA prefers to stay in grass and landscape areas in lieu of parking spaces.
26 1/29/2026 2/12/2026 Will the VA clarify if the Site Superintendent, if duly qualified, may also serve in the roles of CQC and SSHO, or will separate individuals be required for either of those two roles?
Prime contractor is responsible for providing individual qualified Site superintendent, CQC and SSHO as shown in the specifications. Separate individuals can also perform TR and TE escort duties.
27 1/29/2026 2/12/2026 Will the VA clarify if both campuses are under construction at the same time, whether a separate Site Supt. will be required, one at each campus?
The prime contractor shall coordinate the work in a way that provides a site superintendent to be on site according to the specifications. If both sites are under construction simultaneously then each campus will require a site superintendent.
28 1/29/2026 2/12/2026 In order to provide the best possible pricing for this project, will the VA verify which specific fiber run conduits at both Vancouver and Portland campuses are available for the additional fiber?
All new fibers for both campuses will require new conduit pathways as noted on the contract documents
29 1/29/2026 2/12/2026 It was stated at the Site Visit that horizontal boring will not be allowed for this project. Will the VA confirm that boring will not be allowed and that all UG conduit runs must be fully excavated?
Confirmed that horizontal boring will not be allowed for this project.
30 1/29/2026 2/12/2026 Sheet CD501, Detail 4 depicts a typical trench and asphalt patch detail. This detail shows a 2’-1” minimum width (usually 24”) for the trench and repair. At the Site Visit, it was stated that at the Vancouver campus, trench sawcut and patch must be closer to 8’-0” wide due to the previous patching at some locations. We do not find any depiction of 8’-0” patching on the drawings. Will the VA provide a drawing depicting where these 8’-0” sawcut/patch areas will be located or will this be handled as a contract modification later?
Detail 4 shows the minimum width required. The contractor is required to extend that width of the asphalt repair from the centerline to the curb gutter edge in roadways. The trench width will remain as stated in Detail 4 but the roadway asphalt repair shall be wider as stated.
31 1/29/2026 2/12/2026 Specification Section 01 00 00, Part 1.11-C states that a Soils Report will be made available to bidders upon request. Will the VA provide the Soils Report prior to the bid with enough time allowed to incorporate the findings into the offer?
Yes see Geotech Report for the Vancouver Campus, attached.
32 1/29/2026 2/12/2026 Specification Section 26 41 00 – Facility Lightning Protection was included in the manual. A search of the drawings does not depict any lightning protection work. Will the VA please clarify the scope of work for this section?
As new lightning protection is no longer needed for this project specification Section 26 41 00 – Facility Lightning Protection shall be removed.
33 1/29/2026 2/12/2026
Specification Section 01 00 00, Part 1.27 requires the Contractor to hire a Commercial Photographer to document the progress of the project. Since this will add significant expense to the Contractor/VA, will “in-house” photographs be acceptable for this project?
VA finds that cell phone photographs meet the intention of this specification section. Prime contractor can use cell phones in lieu of a commercial photographer for this project.
34 1/29/2026 2/12/2026 Specification Section 01 45 00, Part 3.4-A & C requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual’s specific area of responsibility. For this project, this requirement would mean the Contractor must retain a Civil Engineer, an Architect (or Const. Professional with 5 years’ experience), a Structural Engineer, a Mechanical Engineer, an Electrical Engineer, and possibly an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility. Since the hiring all of these Architects/Engineers, and having them onsite during any work taking place in their respective areas of expertise, will add significantly high costs to this project, will the VA clarify whether this will be a requirement for this project?
The prime contractor shall coordinate on site inspections with the VA Design team. Prime contractor shall work with the VA to make remedies to inspection findings. This will be the requirement in lieu of the prime contracting hiring A&E services.
35 1/29/2026 2/12/2026 Specification Section 01 91 00 – General Commissioning Requirements was included in the Specifications. Will the VA confirm that formal Commissioning is required for Plumbing, HVAC, Electrical, and Communications for this project? Will the VA also confirm that the Contractor is to employ the Commissioning Agent for this project or will the VA hire the CxA as stated in the spec? Will the VA also clarify whether any other systems will require formal commissioning?
Commissioning specifications are provided for the following systems: General Commissioning Requirements (01 91 00), Fire Suppression Systems (21 08 00), Plumbing Systems (22 08 00), HVAC Systems (23 08 00), Electrical Systems (26 08 00), Communication Systems (27 08 00), and Electronic Safety and Security Systems (28 08 00). Based on this note, if a 30” diameter tree is lost we are to replace it with six trees of the same species with a 5” diameter at base? Or some combination to reach 30” in diameter at the VA’s discretion?
The replacement tree shall be equal to assumed diameter when it reaches maturity and is equivalent species. This requirement will be a one for one replacement.
38 1/29/2026 2/12/2026 How long is the period of liability for a tree’s death once work is completed within its dripline? Please define the specific period the contractor is responsible to replant a dying tree or its equivalents, 30, 60, 90, 180 days?
The liability of tree death will start from notice to proceed with construction and will end after the warranty period concludes.
39 1/29/2026 2/12/2026 28 days of notice for an outage is excessive. Is the VA willing to consider accept a 14-day notice for utility outages?
The VA will struggle to keep up with all the outage requests for a project of such complexity. 28 days of notice shall remain in place and will be necessary. This isn’t our first EHRM project.
40 1/29/2026 2/12/2026 Based on civil general note 13 on G-001, ( Vancouver Campus set) all excavation within 5’ of a tree dripline SHALL

WAP are provided and installed by VA.
74 1/29/2026 2/12/2026 Please confirm new fiber will be installed above accessible (acoustical tile) ceilings and/or attic space, and no drywall ceilings will be impacted (unless noted).
New fiber will be installed above accessible (acoustical tile) ceilings and/or attic spaces in most buildings. There are areas within buildings where fiber may be installed above drywall ceilings or open areas. The design documents have identified major areas such as building 25 which may have hard lid ceilings to aid the contractor.
However, not all areas have been identified. Contractor shall assume there are areas in buildings where access above the ceiling will be limited.
75 2/2/2026 2/12/2026 Will the Government provide detailed written requirements for contractor badging? Please clarify the process for obtaining PIV badges, including required documentation, background checks, and estimated processing timeframes.
Regardless of affiliation, everyone working within VA facilities or requiring access to VA information systems requires a VA PIV Card. PIV badging requirements can be found at https://www.osp.va.gov/How_To_Get_A_VA_ID_Badge.a sp Immediately after the bonds are provided to the Government, the contractor shall immediately start working with the identified COR at the site to commence the VA PIV process for all known contractor personnel that will be working the project. All contractors must have a PIV Card in order to work on site.
76 2/9/2026 2/12/2026 Please be specific as possible and number the questions and any sub-questions individually.
Under the “Construction Notes” Plans CS 101-104 reference the tree protection notes on G-002. Problem is that we don’t see that sheet included in the file.

77 2/19/2026 2/23/2026 #18 & 52 – References are made to specification section 26 05 41 with regard to the use of PVC in the duct banks for Vancouver. This section has never been part of original docs nor has it ever been included in an Amendment. We are assuming use of PVC, but as this spec does not exist, it could be argued that rigid steel or IMC conduit must be used per the spec included 26 05 33.
Yes, Schedule 40 PVC for underground raceways.
78 2/19/2026 2/23/2026 #59 asking about specification for duct bank concrete encasement specs. They referred to section 03 30 53 which is mainly structural or cast in place. This shows a 4000 psi mix.
We are wondering if they meant to reference section 31 23
23.33 Flowable Fill for the CDF? Is CDF allowable by this or
are they wanting high strength structural mix for underground conduit encasement
Yes, Please refer to section 03 30 53 for the raceway incasement.
