47
With respect to the project bid construction schedule and the ongoing uncontrollable impacts to the supply chain, shortages of products and long lead times, we assume the Construction Manager and/or General Contractor has or shall take these long lead times into account when providing their CPM schedules to the Owner, to confirm the as-bid electrical work can be performed within the contract duration.
A schedule is not required to be submitted with the bid. A schedule is required after contract award and shall include lead times for long lead items.
48
Some designs require equipment with long lead times. Examples of long lead time equipment are Switchgear, Transformers, Generators, VFD’s, Metering, MCC’s, and the electronic components of many telecom systems. Because there are no remedies in the bid document at this time, financial or otherwise, to correct potential long lead times, please confirm the Electrical Engineer has considered equipment lead times when designing the most available equipment and specified products and has received confirmation of product timely availability to meet the contract end date.
The two-year period of performance accounts for a projected contract award in the fall and assumes that a weather-tight structure will not be possible by winter. The extra time allotted to account for the timing of the contract award also allows a significant buffer for long lead times. The contractor is expected to actively manage long-lead items, including accounting for the lead times on their Critical Path Method schedule, confirming lead times at the start of the project, updating lead times regularly throughout the project, submitting on long-lead items as early possible, contacting multiple suppliers, etc. If, despite active management of the long-lead items, there are items with lead times that will not allow for contract completion within the contract’s period of performance, the VA will work with the contractor and the A/E to identify alternatives or appropriately resolve the issue. In that case, the contractor will be required to show the steps they have taken to actively manage the long-lead items.
49

Type A2 and Type A3 signs shall be as described in Spec 10 14 00 paragraph 3.1.A.3.

The roof rails are shown as a permanent application in the construction documents, including on Drawing S1-1.2 and SS2-2.0 and in specification 05 50 00. Switching to ballasted rails that sit on top of the roof is Deduct Alternate 9.
51
1/S4-2.1 suggests there are angles under the slab but nothing is called out or shown. Is this a mistake?
The angles shown in this section are required. They are cast into the top of the concrete walls to provide a bearing surface for the metal decking and the deck would then get tack welded to the embedded angles. The size of the angles should be listed as a L2x2x1/4 and they should have headed studs (1/2” diameter x 4” at 24” o.c.) welded to the inside corner of the angle to rigidly lock the angle to the top of the concrete wall.
52
The moment frame connections are confusing as noted and are going to add a lot of extra costs. Please confirm that this is the procedure they want to follow.
The Lateral Force Resisting System (LFRS) for this building are the Steel Moment Frames around the building perimeter, thus the moment connections shown on the structural plans are required. Our typical detail for the steel moment connections is an industry standard to provide ductile detailing for these connections.
53
“FT-1 on schedule page MH0-0.4 calls for the flash tank to be 13 gallons. If you go to the detail for the flash tank on page MH6-0.5, the smallest tank listed is 16 gallon. Please confirm the size of tank that is expected.”
Size per the length and diameter given on the Flash Tank Schedule MH0-0.4 (40in length x 12in Diameter = ~19.5 gallons (or equivalent volume dimensions)).
The detail (a VA Standard Detail) is used to show connections, valves, accessories etc. and its schedule within is an approximate size reference chart.
54
Could you please provide model numbers for the toilet accessories. I didn’t see them listed on the plans or specs.
VA does not require specific manufacturer/model for toilet accessories; they need to meet the specifications. Reference the Accessory Schedule on Drawing A1-2.5 and Specification 10 28 00 Toilet, Bath, and Laundry Accessories, for more information.
55
Please provide manufacturer & model number for the Audiology Booth.

56
We do see in room SWA148 Imaging on drawing E3.1.1 for the tracks, but we don’t see any drawings for the tracks and privacy curtains for the exam rooms that are generally at the door. Please advise if the exam rooms will need tracks and curtains?

59
Per key note 1 on drawing MH3-0.0 ACC-4 is to be priced as a deduct alternate. Please confirm that ACC-4 and all pertinent pipe, valves, and fittings are to be included in this deduct.
| Please refer Specification 01 00 00 General Requirements for the description of deduct alternates. Paragraph 1.3 describes the deduct alternates and associated drawing mark-ups providing additional detail are attached at the end of the specification. Deduct Alternate No. 10 is “Remove Pump room/Basement from project. Equipment in pump room would be provided in a manhole/vault as described in the marked up drawing attached to the end of this specification.” ACC-4 will not be needed if the basement is removed.
