1.0 INTRODUCTION

Mabbett and Associates, Inc. (Mabbett®) performed a survey for RBM as part of the West Haven SPS Relocation and Renovation Design for Building 1 at the West Haven VA Medical Center (VAMC) located in West Haven, Connecticut.

The site survey was performed by Mr. Kevin Donovan of Mabbett and Ms. Haleigh Marshall of ATC (License #:

MP273893) on October 6, 2020, and consisted of the following activities:

▪ A review of the previous regulated building material reports;

▪ An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by Polarized Light Microscopy

[PLM]);

▪ Lead Containing Paint (LCP) sampling (Analysis by atomic absorption [AA]); and

▪ Polychlorinated Biphenyls (PCB) Containing Building Materials sampling (analysis performed by SW-846 Method 8082A).

▪ Soil sampling in multiple locations surrounding Building 1 for asbestos and lead in soil;

The survey was limited to areas that may be impacted by the planned renovations to Building 1. Sampling locations were determined based upon inspection of each location and upon historical information about the property provided to Mabbett prior to the inspection. Areas and materials outside of this scope of work were not surveyed by Mabbett.

1.1 Summary of Survey Results

Bulk samples of suspected ACM and soil samples were collected and submitted to a certified analytical laboratory for asbestos analysis by PLM using stop positive methodology. Paint chip samples and soil samples were collected and submitted to a certified analytical laboratory for lead content analysis using atomic absorption spectroscopy. Bulk samples of suspect caulking materials were collected and submitted to a certified analytical laboratory for determining the presence of PCBs. The survey efforts yielded the following results and conclusions:

▪ Sixty-three (63) bulk samples for suspect ACM were collected in the building.

▪ Based on laboratory analysis of suspect ACM, none of the sampled materials contained asbestos greater than 1%. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) defines ACM as any material that contains greater than one percent (>1%) asbestos.

▪ Based on previous sampling of Building 1 in 2011, Thermal System Insulation (TSI), exterior window and louver caulking and wall and foundation damp proofing are assumed to be ACM.

▪ Ten (10) paint chip samples from building surfaces were collected for laboratory analysis and reporting.

▪ Based on laboratory analysis of paint chips, none of the collected samples revealed concentrations of lead in paint that exceeded the U.S. Department of Housing and Urban Development (HUD) threshold of 0.5 percent by weight.

▪ Two (2) bulk samples of suspect PCB containing building materials were collected for laboratory analysis and reporting.

▪ Based on laboratory analysis of suspect PCB materials, the materials sampled were non detect for PCBs and are not considered a TSCA regulated PCB Bulk Product Waste.

▪ Four (4) samples of soil suspected to contain asbestos were collected from areas surrounding the exterior of the building.

▪ Based on laboratory analysis of suspect soils, none of the areas of soil sampled during this survey contained asbestos.

▪ Four (4) samples of soil suspected to contain lead were collected from areas surrounding the exterior of the building.

© 2023, Mabbett & Associates, Inc. 2 October 13, 2020

▪ Based on laboratory analysis of suspect soils, none of the areas of soil sampled during this survey contained lead.

1.2 Purpose and Objectives

The regulated building material survey was comprised of three primary project tasks including:

▪ Evaluation of existing site conditions and formulation of a sampling plan.

▪ Site survey to collect building material samples for laboratory analysis.

▪ Development of this Regulated Building Materials Survey Report.

This project was designed to accomplish two primary objectives: to collect a representative number of building materials for laboratory analysis and reporting; and to use data from the laboratory analysis efforts to estimate the volume of regulated building materials present within the building’s interior and exterior for subsequent use in development of an abatement scope and design. These two objectives were met through a combination of a site visit and inspection to collect building material samples for laboratory analysis; and interpretation of qualitative data collected in the field; and the quantitative laboratory data generated from analysis of the building materials as summarized in this survey report.

2.0 ASBESTOS SURVEY

A visual screening inspection was conducted by a team of trained and licensed inspectors to identify locations of suspect ACM and conceptualize the sampling program. Only areas that were accessible during the field work phase were inspected, with reasonable efforts made during the initial field survey work to access areas as necessary to complete the asbestos survey and sampling program.

2.1 Sampling Methodology

Bulk asbestos samples were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763, and Asbestos Hazard Emergency Response Act (AHERA) protocols. Bulk suspect ACM sampling was generally conducted according to the following sampling protocol:

▪ Friable surfacing material:

At least three bulk samples shall be collected from each homogeneous area that is 1,000 ft2 or less.

At least five bulk samples shall be collected from each homogeneous area that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.

At least seven bulk samples shall be collected from each homogeneous area that is greater than 5,000 ft2.

▪ Thermal system insulation:

At least three bulk samples shall be collected from each homogeneous area of thermal system insulation.

At least one bulk sample shall be collected from each homogeneous area of patched area of thermal system insulation.

Sufficient samples shall be collected from elbows and fittings to determine if they contain ACM.

▪ Miscellaneous material:

At least two bulk sample shall be collected from each homogeneous area that is less than 100 ft2.

At least three bulk samples shall be collected from each homogeneous area that is greater than 100 ft2.

Examples of areas that were inaccessible, or where the survey was limited to visual observation only, are provided below:

▪ Within walls;

▪ Within fire doors;

▪ Enclosed pipe/duct chases;

▪ Inside mechanical equipment/ductwork;

▪ Above fixed drywall or plaster ceilings; and

▪ Electrical equipment.

2.2 Analytical Methodology

The collected bulk samples were submitted under standard chain of custody (COC) procedures to ProScience Analytical Services, Inc. (ProScience) of Woburn, Massachusetts. Sample analysis was conducted by PLM, in accordance with EPA Method 600/R-93/116, using stop positive methodology. ProScience is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).

© 2023, Mabbett & Associates, Inc. 4 October 13, 2020

Bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Inspection Results. The EPA, Occupational Safety and Health Administration (OSHA), and the Connecticut Department of Health, defines ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory would identify bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos. Based on laboratory analysis of suspect ACM and review of previous asbestos survey data, none of the identified materials contained asbestos greater than 1%.

Asbestos analytical laboratory report and the chain of custody is provided in Appendix B of this report.

2.3 Summary of Asbestos Containing Materials Findings

Mabbett identified twenty-two (22) types of homogenous materials and collected 63 representative bulk ACM samples. The current and historical laboratory analytical data indicated that TSI, exterior window and louver caulking are assumed to be ACM. These materials were previously identified as asbestos-containing materials, with analytical results provided in the Asbestos Containing Material & Lead Containing Paint Survey Report, dated September 16, 2011 (Appendix G). Damp proofing on walls and foundations were not observed but are assumed to be ACM.

Materials identified or assumed to be ACM are presented in Table 1 below:

6.0 CONCLUSIONS AND RECOMMENDATIONS

6.1 Asbestos

Identified ACM materials must be removed by a licensed asbestos abatement contractor prior to being disturbed by renovation activities. Any suspect materials encountered during renovation or demolition activities that were not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise.

Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any renovation or demolition process or until otherwise verified.

6.2 Lead Containing Paint

The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of interior and exterior building coatings were collected and analyzed for lead content. The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities.

Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. A LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities but is intended to provide guidance as to the locations of LCP. Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks.

A concentration of lead greater than or equal to 0.5 percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.

OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels. All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.

6.3 PCB Containing Material

The suspect PCB caulking and expansion joint material sampling results determined the materials to be non-detect for PCB and categorized as non TSCA regulated material waste and can be managed and disposed as solid waste.

6.4 Asbestos and Lead in Soil

None of the soils sampled as part of this survey contained detectable levels of asbestos. These soils are not classified as asbestos-contaminated soil per EPA, OSHA and local regulations.

None of the soils sampled as part of this survey contained levels of lead in excess of 0.5 percent by weight. These soils are not classified as lead-contaminated soil per EPA, OSHA and local regulations. Higher levels of lead contamination may be present in deeper strata of soil. Further testing may be required if the planned renovation activities at Building 1 will require excavation of the soil surrounding this building.

7.0 LIMITATIONS

This survey report is the result of a diligent and thorough inspection for regulated building materials of the areas and materials that may be impacted by the proposed work in Building 1. Inaccessible areas were not included in this survey and Mabbett does not claim to have identified all hazardous materials that could be present in the facility (for example, materials potentially located within the inaccessible areas). Mabbett has conducted this assessment with reasonable care and has performed this project in accordance with generally accepted industry standards. There can be no assurances, and Mabbett makes no assurances, that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.

Case Narrative

The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.

Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all

NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter

(i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified

Compounds (TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target

Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively.

When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed

Acceptance Criteria is bolded in the report. In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances, the specific failure is not narrated but noted in the associated QC Outlier Summary Report, located directly after the Case Narrative. QC information is also incorporated in the Data Usability Assessment table (Format 11) of our Data Merger tool, where it can be reviewed in conjunction with the sample result, associated regulatory criteria and any associated data usability implications.

Soil/sediments, solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.

HOLD POLICY - For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless you have contacted your Alpha Project Manager and made arrangements for Alpha to continue to hold the samples. Air canisters will be disposed after 3 business days from the date the project is completed.

Please contact Project Management at 800-624-9220 with any questions.
