Section 01 00 00 included in Attachment 06 - Div 1-14 Architectural and Structural SPECS under 1.2 GENERAL INTENTION, part A. states “Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Manchester Women's Health Clinic as required by drawings and specifications.” Section 01 00 00 included in Attachment 09 - General Construction Project Requirements has the correct project name in the same section. Please confirm that we should utilize Section 01 00 00 included in Attachment 09 and disregard Section 01 00 00 that is included in Attachment 06.
Replace "Manchester Womens Health Clinic" with "SPS Relocation Design". Disregard Section 01 00 00 that is included in Attachment 06. Per Amendment 0004 posted on 4/1/2024 - Attachment 09 has been replaced by Attachment 18 (dated 01Mar2024)
We are unable to locate a Geotechnical Report in any of the documents provided / uploaded to Sam.gov. Please provide the official Geotech Report for this project.

Reference 2.12 Proposal Requirements, Part C Technical Proposal Requirements, Sub-Part 1.2. Element 1, Technical Approach under Instructions, Conditions, and Other Statements to Offerors of the RFP. It states that “Detailed plans for removing opening in foundation walls, façade elements, structural walls must be provided.” Please clarify further the intent of what is required here in this statement. Are the “detailed plans” a very detailed and descriptive narrative (a written plan of how we intend on doing it), or are they developed drawings illustrating this?
A detailed written plan on how you intend to complete these items is adequate.
Reference 2.12 Proposal Requirements, Part C Technical Proposal Requirements, Sub-Part 2. Element 2, Past Performance (Technical) under Instructions, Conditions, and Other Statements to Offerors of the RFP. What should be provided in the proposal for this section?
Per Section E (Evaluation Methodology), Factor 1, Element 2: "If past performance information is available in CPARS, this information will be reviewed for recent and relevant experience as well as the quality rendered. " Offerors are not required to submit this information, we will be utilizing the government CPARS system (Contractor Performance Assessment Reporting System) to determine if past performance information is available. Contractors without relevant past performance or for whom past performance information is not available, will be rated neither favorably nor unfavorably on past performance.
Reference Statement of Work document, Part II Scope of Work, last paragraph. Please clarify the statement of “the Administration portion (….) of the project will add an additional 120 calendar days to the schedule.” Will there be a 120 day preconstruction phase, then NTP issued, then a 560 day construction phase?
The 120 days starts at NTP. The pre construction meeting is part of the 120 days.
Reference 01 00 00, 1.5.C.1 where it states that the “General Contractor shall provide unarmed guards at the project site after construction hours.” Is this statement applicable to this project?
This is not required. Note that the contractor is responsible for the site and any layout areas.
Reference 01 00 00, 1.19 where it states “Contractor may use elevators Nos. TBD in Building No. 1 for daily use between the hours TBD and for special nonrecurring time intervals when permission is granted.” Which elevator number and what hours are allowed?
Contractor may use elevators Nos. S1 and S2 in Building No. 1 or S3 in Bldg 2 or daily use between the hours 5 pm and 7 am and for special nonrecurring time intervals when permission is granted
Reference 01 00 00, 1.27 where it states “Contractor shall complete approximately TBD square meters ________ (square feet) of space in building accessible from ground level without use of elevators for storage of certain materials and equipment by Department of Veterans Affairs.” Is this statement / section applicable to this project and if so, how much space/sqft is required?
Since this project is a relocation and very little items are planned to be removed and reused then this for the most part does not apply. Note that if there are items defined at a later date the VA will work to come up with an acceptable alternative recomended by the GC at that time.
Reference 01 00 00, 1.30 – Photographic Documentation. Please confirm that it is the intent of the VA that this work be performed by an independent commercial photographer and not performed by the GC in house.
It is required as stated in the specification. Recommend photographer used at other projects. David Lerner, Mobile
(917) 273-1693 Multivista, 30 Glenn St. White Plains, NY 10603
Reference the title block for all the drawings. They all state “Not for Construction”. Please confirm that these are the correct drawings that we should be basing our proposal on.
*New drawings and specifications will be issued, “FOR BIDDING & CONSTRUCTION,” dated 1 Mar 2024. These drawings and specifications will be identical to the “Not for Construction” drawings and specifications currently provided. Except for SB501 & AS112.
Reference Attachment 06 Div 1-14 Specs and Attachment 07 Div 21-33 Specs. After reviewing these documents, it appears that there are multiple issues with them. I started listing them here, but soon realized that there were too many to list. Are these the correct documents? If so, they need to be thoroughly reviewed, corrected, and re-issued.
Unfortunately, we can only respond to specific requests for information. Please provide specific questions.
Detail 7/1-AS200 has a note referencing the basis of design for the 3” insulated foundation panels is “Clear Corporation Wallguard. We believe this intended to identify the Basis of Design is actually “T Clear Corporation” Wallguard 3” for R-15. Which is the correct basis of design?
T-Clear is correct.
Reference drawing sheet 1-GI004 Equipment Schedule.
a.Please confirm that the general contractor is responsible for furnishing and installing all items shown as “CC” on this schedule.
b.If so, please provide a Manufacturer (Basis of Design) and Model for tag numbers _0045, _0064, _0065, A1195, A1195.1, P2451, P4700, S0495, S1905, and S9610.
a. Confirmed “CC” = GC purchased by/ installed by.
b.No basis of Design is available. Refer to popular manufacturers who are familiar with VA projects (generally through technical support).
Please provide the product information and manufacturer of the metal wall panels on the existing Building 1.
The closest are aluminum insulated metal panels. Finish and joints to match. See Attachment 35 - Existing Metal Panels
Can we be provided the .dwg (AutoCad) file for drawing sheet 1-AS141, the Furniture and Equipment Plan drawing?

Reference drawing sheet 1-AS399. details 12, 14, 15, 16. These details all have a note to "See appendix documents for 1990 Exterior Brick and Window Replacement Project." We are unable to locate these documents in the files that were uploaded to Sam.gov. Either direct us to the correct file or please provide these documents.
The reference drawings are included in the project manual specification.
Reference drawing sheet 1-AS199. Are any of the louvers shown on these elevations outside air intakes that are tied to an OR, or any other area where extreme caution should be taken concerning the quality of air associated with a construction site?
Yes. Intakes can be found above the adjacent louvered mechanical wall. Contractor to work with infectious control to identify all intakes.
Reference section 01 21 00, 3.3.A. concerning the rock removal allowance.
a.Is the 15 cuyd rock removal allowance for mass rock or trench rock? There is a huge difference between pricing for these?
b.Are we to provide unit pricing with our bid schedule should we not encounter any rock, or we encounter more than 15 cuyd? If so, there is no spot on the bid form to provide this information.
Please clarify.
a.) 15 cu yd rock removal allowance is for excavation of the building foundation. b.)Contractor will be responsible to perform additional excavation if needed. However, bid schedules should only include the 15 cu yd rock removal allowance. Anything additional will be handled at the time it is discovered and will be treated as a differing site condition.
Reference section 01 32 33 concerning photographic documentation.
a.Please confirm that network video camera for con nuous opera on and access by the contractor, owner and architect is required for this project per part 2.01 of this spec section?
b.Please confirm that 10 - 12 digital photographs are required to be taken daily for this project per part 3.01 of this spec section?
As stated. Due to the site complexity and other work needed in area the video will be required. All photography required in specification is required.
Reference section 01 35 26, 1.7.C. Please confirm that the SSHO is dedicated with duties only as the SSHO and cannot serve as the Superintendent or Quality Control Manager.
As stated the SSHO cannot be the Superintendent or Quality Control Manager. This project size and complication require a separate SSHO.
Reference section 01 35 33. Part 1.5.F states this project is categorized as Type C / Low / Class II, but the sections about (B, C, D, & E) have higlighted Type D / Low / Class III. Which is the correct classification?
Per drawing G1101 Type D, Highest Risk, Class IV.
Reference 01 45 00, 3.4.C. where it states "These individuals or specified technical companies are directly employed by the General Contractor and cannot be employed by a supplier or subcontractor on this project…." and then later in the paragraph it states "These individuals can perform other duties....". There seems to be some contradiction here. If we have to directly employ electrical, mechanical, civil, structural, environmental, architectural, materials technician submittals clerk, Commissioning Agent/LEED specialist, and low voltage systems personnel, the costs for site overhead are going to skyrocket. Should this spec read "are employees of the prime of subcontractor" and it was just edited incorrectly?
The CQC plan to be submitted shall identify all individuals sith documentation that they meet the requirements of this section. These are employees of the GC or its subcontractors.
Reference 01 45 35, 1.1.A. where it states "In addition to the Special Inspection and testing specified requirements, a registered design professional must perform structural observations during construction…..The registered design professional performing these observations will be a representative of the Designer of Record (DOR) for the building being constructured." If the design professional is a representative of the DOR, who pays for these services?
The DOR will cover cost of their professional as required.
Reference drawing sheet GS-000, Deduct Alternaes section. The deduct alternate descriptions on this drawing differs from the descriptions given in A.3 Price/Cost Schedule provided in the RFP document.
Which is correct? Please clarify.
Accurate deducts are listed on the price/cost schedule as well as provided on Attachment 25 to the SAM posting.
Reference drawing sheet GS-002, note #3. Who administers and pays for the soil borings 3 & 4 that are to be performed under demolition of B31?
All borings were covered in A/E contract. The contractor should cover the cost and supply report to engineer. Per GS- 002 note 3, contractor to price and perform soil borings 3 and 4 after demolition of B31.
Reference drawing sheet 1-AS041(A) under General Phasing / Logistics Plan Notes where it states that "Construction fences shall be 8'-0" high minimum." Reference spec section 01 00 00, 1.6.L. where it states the construction fence shall be 7'-0" high minimum. Reference drawing sheet GS-902 where details 4 & 5 show the temporary fence to be 10' high. Which is correct?
7 foot high
Reference drawings 1-AS041(A&B), 1-AS043(A&B), 1-AS044(A&B), and 1-AS045(A&B). There is too much infrimation attempting to be displayed on these drawings at one time, too many layers turned on and covering up infirmation that is not legible. Suggest separating the Interim Life Safety Information from the Phasing information to make the drawings not so cluttered.
Interim life safety protection is related to the phasing and cannot be shown separately.
32 Who is responsible for hiring the commissioning agent? There is no commissioning specification. Comissioning to be hired by the A/E team as part of their CPS contract.
There appears to be (2) 01 00 00 General Requirements specifications provided. One included in the project specification and one as an attachment. Which 01 00 00 General Requirements spec is the contractor to use?
Use 01 00 00 General Requirements provided on Attachment 18 on the SAM posting.

Please clarify.
See Dwgs. AS339 and AS400.
Reference drawing sheet 1-GI0002, Equipment Legend. The last note under this list states that the "Contractor is responsible for all tagged equipment - Untagged furniture and equipment will be provided by others." This statement is confusing as many of the items shown in this legend also show up on drawing sheet 1-AS141 'tagging items' and on drawing sheet 1-GI0004 Equipment Schedules and are designated as "VV" on here, which is Government Furnished and Installed. Please clarify which is correct and confirm what the contractor is responsible for.
Contractor is responsible for all tagged equipment – Untagged furniture and equipment will be provided by others.
Tagged equipment listed on GI004 modifies the statement above releiving or adjusting the contractor responsibility. In otherwords - GI004 takes precedence.

Reference spec section 14 24 11 and drawing sheet AS352 where MATOT is listed as the basis of design for the cart lifts.
a.The specifica ons call for hydraulic cart li s with oil hydraulic central dispatching sta ons. MATOT informs us that they do not manufacture hydraulic units, that this basis of design MATOT Model 840 would be a winding drum machine. Is that ok, or is this specification rigid to a hydraulic system?
b.If it is rigid to a hydraulic system, please specify another basis of design manufacturer and model.
c.Also, if a hydraulic system is required, please provide a machine room, as there is currently none shown at this time.
d.It appears from the drawing the cart depth is 48”, but I am not seeing any other car dimensions like the width or height. What are these dimensions?

Also reference drawing sheet 1- AS352, detail 23 where it states, "Basis of Design: OTIS Hydrolift 3500 (HYD 3510-MRL) 3500 LB Elevator with 7'-9" Cab Height with Stainless Steel Finishes. (No Machine Room)". Please clarify if the standard HydroFit elevator is acceptable for this project and whether the OTIS specifications for the stated model are acceptable. We ask this because the Part 2 specifications provided in the 14 24 00 conflict with this and, the stated basis of design product (nor any other primary manufacturers standard model/product) will not meet, nor can it be modified to meet the provided part 2 specifications of 14 24 00. To meet the VA standard elevator specification as issued, it has to be a custom built elevator. We have attached an edited version of the provided 14 24 00 spec to match more closely what the basis of design model offers for your review and approval if desired. Please confirm the standard OTIS HydroFit 3500# listed as the basis of design per the drawings and specs, or an approved equal, will be acceptable on this project.
See above.

Reference Attachment 17 issued in amendment 0003, Table 1 in section 2.3 on page 10 of 534. The estimated quantity of pipe insulation and damp proofing are listed as ND (Not Determined). Normally the AE / Environmental Consultant will provide an estimated quantity, i.e. number of fittings, length of pipe, sqft, that needs to be figured into our estimate and then anything over the scheduled quantity will be addressed as a differing site condition. How are we to deal with these items?
Take-offs are not provided by the A/E.
Reference Instructions, Conditions, and Other Statements to Offerors, Part 2.12 Proposal Requirements, Sub-Part 3. Volume II Price, item c. where it states “Offerors shall acknowledge receiving amendments by filling out section 19 of the SF 1442". However, box 11a of the SF30s of Amendments 001-003 states a completed and signed copy of the amendments are to be provided with an offeror's submission. Are signed copies of the amendments to be included with an offeror's submission, and if so in what volume they are to be included?
Per box 11a of the SF30 form for Amendments 0001-0004: “Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended, by one of the following methods: (a) By completing Items 8 and 15, and returning 1 copies of the amendment; (b) By acknowledging receipt of this amendment on each copy of the offer submitted; or (c) By separate letter or electronic communication which includes a reference to the solicitation and amendment numbers”.
Offerors are not required to include signed copies of each amendment with their submission, however they are required to acknowledge all amendments using one of the three methods listed above. Filling out Section 19 of the SF 1442 and including it with their proposal would satisfy this requirement.
Reference A.3 Price/Cost Schedule. Concerning all bid items besides 0001 the base bid, we would assume that by the way each description reads, “Includes all work in CLIN 0001 but removes…..” that the number for each of these items is a re-calculated lump sum of the total scope of work as described in each bid item. But at the bottom of the bid schedule is a block for “Grand Total”. Please clarify.
CLINS 0002-0009 are only included for funding purposes and will only be evaluated if funds are not available to award CLIN 0001 to the lowest-priced technically acceptable offer. They will include all work in CLIN 0001 but remove the work identified in the description for each CLIN, so this will be a recalculated sum removing the work identified. Per Section E of the RFP - Factor 2, Price (Page 18), “The total evaluated price will be determined by the Offeror’s price for CLIN 0001 on the pricing schedule. The Offeror who provides the lowest price will be determined to be the lowest priced Offeror.” Grand total will be CLIN 0001 total as that is the total evaluated price.
In amendment 0004, Attachment 18 was issued replacing the original Attachment 09, which is specification section 01 00 00 General Requirements. From all indications and after running a comparison report on these 2 documents it appears the only thing changed was the header for each page showing “100% CDs Submission” to “Bidding & Construction”. Nothing else appears to have changed in this document. In previously submitted RFIs that were sent in, we had asked several questions pertaining to this document, but nothing was clarified or updated in the new document based on these RFIs. Should we ask the RFI’s again, or can we expect that they will be eventually answered and another updated version of section 01 00 00 will be issued as needed?
All questions that were submitted that are related to 01 00 00 General Requirements have been answered.
