The Boiler Chimney Stack is listed under the States’ Historic Preservation Plan as Building Number 139. It was constructed in 1932. The architect/builder was Custodi Construction Co., Inc. New York, Chicago. Foundation is concrete, structural system is masonry, and walls fireproof red tile, brick. This is all the information I have on the stack.

The interior of the stack was not entered or sampled by the environmental consultant.

30. 7/21/2022 23 09 23 was not included with the specifications. There are air-side controls and process water pump controls amongst other 23 09 23 controls that are required. Please provide specification and advise who the proprietary controls contractor is.

Please see attached specification 23 09 23. The contractor shall coordinate with the facility, for the existing controls contractor information.

The VA will; however the contractor shall coordinate with the facilities’ existing chemical feed contractor (see specification 23 50 11).

This will be based upon the contractor’s projected construction schedule.

36. 7/21/2022 Please confirm the metal fabricator must be AISC certified per 01 45 35 2.1-B and 05 12 00 1.5-B. This typically limits steel contractor competition.

The VA shall respond as to whether they will accept waiving AISC certification. However, we certainly recommend AISC certification as it guarantees a level of quality in fabrication and erection particularly where the fabrication and connections are critical in the integrity of the structure/frame. The VA concurs with this requirement.

The contractor is responsible for tuning and commissioning the new boilers. The VA will supply the fuel oil for the temporary boilers.

46. 7/19/2022 The roof trusses appear to be 24” on center. The drawings call for 24” exhaust stacks to penetrate the roof. Due to snow load and the lack of bracing on the bottom side of the trusses; is there any guidance on how the roof should be penetrated, boxed out, etc?

Roof joists appear to be at 1’-6” o.c. with girders at 4’-0”, verify all dimensions in field. Provide framing around openings as shown in detail 1/S- 522.

57. 7/21/2022 7/28/2022 b. Lay down area I would recommend in proximity of Building 37.

There is a paved area in front of the building for a contractor trailer and may be adequate power to tie into from the building. Highly recommend chain-link fencing off laydown area for security purposes.

58. The table in 1.1B of Section 02 82 11 lists quantities for the amounts of asbestos-containing materials to be abated; however, during the site visit it appeared that some of these quantities may be incorrect (e.g., there appears to be much more than 100 ft of piping below 6” in diameter, and the stack does not appear to have an asbestos lining). Section 1.1.B.1 says the Contractor should satisfy themselves that the amounts are correct, but this would take several hours and result in Contractors bidding on different amounts. Can you please confirm the quantities?

Not all <6” pipe insulation contains ACM. Bulk sampling results and lab reports are provided in the Mabbett Regulated Building Materials Survey Report for Building 39 dated January 18, 2021.

On some Davis-Bacon jobs we use the Laborer worker classification, but on other jobs we are told to use the Asbestos Worker / Heat & Frost Insulator rate. The Asbestos Worker / Heat & Frost Insulator rate isn’t provided on General Decision Number: KS20220034 04/08/2022, so we think we should use the Laborer rate, but want to confirm.

Recommend reaching out to Titan Abatement for a real time labor rate.

60. 7/21/2022 7/28/2022 Section 02 82 11 has several requirements that exceed OSHA, EPA or KDHE requirements or are not required at all (e.g., having a Contractor Professional Industrial Hygienist, triple layer walls/ceilings/floors in the decontamination facilities, double layered containment walls, erecting secondary barriers and walkways each day, double layers of lockdown encapsulant, having both the VPIH and Contractor monitor air outside the containment and doing two clearances of the containment, requiring fire retardant sheeting, negative air machine gauges/warning device/daily verification requirements, numerous documentation requirements, air test requirement, etc.). Together, these will add tens of thousands of dollars of incremental cost to the project without corresponding benefit. Is the VA sure they want to include these requirements in the spec?

61. 7/21/2022 7/28/2022 Part 3.2.D.1. of Section 02 82 11 says it will list where Amosite is present, but it does not. Can you please clarify if any Amosite is present? If so, where and in what quantities?

62. 8/2/2022 Section 01 91 00 references 3rd party testing for a number of division 26, 27, and 28 systems however the individual technical specifications do not require 3rd party testing. Please advise if any 3rd party testing is required, and if so, what technical specification sections require 3rd party testing, and if the VA, the GC, or the Electrical Contractor is responsible for hiring that firm.

No 3rd party testing is required in any of divisions 26, 27 and 28.

63. 8/2/2022 Section 26 05 11 allows for work on energized equipment. It is our experience at the VA that manhole entry with energized cables or work on energized equipment is strictly not allowed. Please confirm that all work in manholes or equipment with existing cables will require and outage and all cables to be de energized prior to entry into that manhole.

This is incorrect if proper protocols are followed.

64. 8/2/2022 8/3/2022 Please confirm that all drawings will be provided to the contractor in native (REVIT or CAD) format so that coordination and shop drawings, including equipment rooms, conduit routing, as built, etc. can be completed per 01 33 23.

65. 8/2/2022 Section 26 05 13.3.5 requires MV Conductors to be fire taped in manholes and pull boxes. Please confirm if this includes any existing cables encountered without fire tape. Also please confirm that each conductor should be taped and bundling of the circuit conductors under 1 wrap of tape is not allowed.

Fire tape applies to new work. If any existing cables are found to be inadequately taped, then this would be a change. Each conductor shall be individually taped. A single wrap of tape is not allowed for the bundle of circuit conductors.

Due to the high volatility in the current commodity market, is the expectation for the electrical contractors to include assumed escalation costs? Is the intent to have (1) spare 2" from the room and (1) spare 5" from the switch out to MH39A? 71. 8/2/2022 Detail 10 note 1 on sheet E502 states that this detail applies to both steam and MV manholes. I am seeing electrical connections to a MV manhole, but I do not see any electrical connections indicated to a steam manhole. If there is a steam manhole, please indicate circuiting, and fixture types if required.

No steam manholes for this project. Detail applies to new manhole MH39A.

72. 8/2/2022 Detail 4 on E504 calls for (2) 5" conduits from MV switch and new HH#1 and E602 calls for (2) 4" conduits. Please advise which is correct.

(2) 5"C is to be used per Detail 4/E-504.

73. 8/2/2022 What type of conduit is allowed for use in the electric shop, boiler plant, and building 39A? The spec is vague on this and there is a mixture of EMT and RMC throughout the spaces.

RMC shall be used when conduit is exposed and subject to physical damage, or where specifically called out for on drawings or specs. Otherwise, EMT is acceptable.

74. 8/2/2022 ES100 Indicates new duct installed between existing switch 5A and existing manhole #12. Please confirm if there are existing stubbed beyond the existing pad into the correct compartment of switch 5A. If not please advise on how we are to make this conduit connection.

Verified, there are stub out.

Construction Phasing Note #5 on sheet ES101 anticipates an outage for the installation of the duct bank from Switch 5A to MH#12. Installation method for the duct bank shall fall under means and methods. Work shall be completed during off-hours. Coordinate work with the VA.

75. 8/2/2022 Please provide fuel oil consumption rates of existing generator so we can include appropriate fuel in our bid per temporary electrical equipment note 3 on sheet E600

Existing Generator is a standby diesel 150kW Caterpillar D150-8. Fuel consumption at 100% load with fan is 11.3 gph.

76. 8/2/2022 Detail 4 on E504 call for ducts to be schedule 80 however specification section 260541.2.4.b states schedule 40 for encased ducts. Please advise which should be included in our bid.

Schedule 80 shall be utilized per Details 4 and 5 on E-504.

77. 8/2/2022 please provide sump pump schedule and piping drawings on the plumbing plans for sump pumps required for the electrical and or steam manholes

Sump Pump: Little Giant 4-E-34-NR Series, epoxy die cast aluminum housing, 1/12 HP submersible pump. 115V, 60HZ, 3.5 amps with 6’ cord. 10 GPM at 14 FT.HD.

Refer to sheet C-102 for connection of sump pump drain line.

78. 8/2/2022 8/3/2022 Electrical demolition note 2 on E-002 states that the facility will be operational during the course of construction. However, at the site visit it was explained that all personnel will be relocated out of the office area, building 39, and building 39A during the construction period. Please confirm that the office area, building 39, and building 39A will be vacant during the course of construction and the only area in building 39 that needs to stay active is the electric shop.

The Boiler Plant Proper will be completely vacated by the Boiler Plant Personnel.

With the exception to the Electrical Shop, no personnel will be actively within Building 39/39A.

There are some areas within Building 39 that would need to remain active, such as the Security Room, IT Rack, FACP, etc. as noted in the Temporary Equipment Notes on sheet ES100.

79. 8/2/2022 The equipment located in electrical room 208 scheduled for removal however is too large to fit thru the existing man doors that appear to be out of scope. Please confirm how this equipment is to be removed from the building and confirm if the housekeeping pad needs to be demoed as well.

Refer to Sheet ED102A, key note #1 indicating disassembly of equipment for removal.

Existing housekeeping pad to remain. Contractor shall extend the pad as needed to provide a level surface for equipment working space per NEC 110.26.

80. 8/2/2022 Is there any need for a temporary fire alarm or fire suppression system to be installed for coverage of the electric shop while the remaining building is shut down for construction activities?

See Temporary Equipment Notes on sheet ES100.

83. 8/2/2022 Reference general electrical note 57 on E002. Please confirm that the entire building electrical system meets the definition of an emergency system as defined in NEC

700.2. If so, NEC 700.10 requires exposed conduit for

emergency systems to be labeled in intervals not to exceed 25' in addition to the equipment and devices.

This would be all conduit in building 39. Is there a desired label that the VA would like for us to carry in our estimate or will doubling the amount of labels per note 56 and add the verbiage "emergency system" work?

Modify note 56 as 25' interval with "Emergency System" added to label. Label for emergency system conduits shall be white with red letters.

84. 8/2/2022 Confirm the manhole details 9, 10, and 11 provided on sheet E502 are only applicable to the (1) new manhole 39A and not any existing man holes.

88. 8/2/2022 39HVL1 and 2 are noted as 12,470V. Confirm they should be 4,160V but rated for up to 15KV.

Confirmed. The VA had specifically requested that the equipment be rated for 15kV.

89. 8/2/2022 39-MXFRM to 39MCB1 and 2 are indicated as a bus connection. Talking to the vendors this will be standalone pieces of equipment that will we require cable and conduit bussing between them. Please confirm cable/conduit type and size required from the transformer to each MCB.

EMT conduit is acceptable. Cable per specifications. Ensure sufficient lugs available on transformer secondary. Cables shall be terminated into Two-hole long barrel compression lugs. Feeder length shall not exceed 10' per NEC 240.21(C)(2).

To 39-MCB1, provide (2) 3"C, each with (4) 350kcmil + (1) 2/0G.

To 39-MCB2, provide (3) 2/0 + (1) 4G in 2"C.

If these connections can’t be made, a bussed connection would be required and the two MCB’s would be housed as a switchboard section.

90. 8/2/2022 We do not believe the new generator will fit through door201. In lieu of rigging through the louver opening would it be possible to scheduled door 201 the same size as 202B or add an additional door the same size as 202B could be added to the east exterior wall of room 201 to allow installation and removal of this new generator.

Enlarging door 201 to the size of door 202B: the substation would be in the way (unless the generator is rigged before installation of the pad and substation).

A larger door 201 would eliminate wall space in room 201 which will be utilized for equipment space.

An additional exterior door east of room 201 would interfere with the existing stack.

91. 8/2/2022 Keynote 1 indicates metering equipment and states it to have capabilities of communication with a VA centralized remote metering station. Please provide information on what is required here and what capabilities are needed to communicate to the centralized metering station. If a specification is the best way to provide that information, then please provide.

There is not a centralized meter station currently, but the meter should have comm capabilities for future connection. Comm shall be via modbus.

This is in additional to the requirement that the meter communicate with the SCADA system.

92. 8/2/2022 Keynote 12 on sheet EP102A indicates the feeders back to the transformer room should be routed above "false ceiling" it was noted at the walk thru that this is a hard ceiling and appears to be in accessible. Please advise on the intent here. Should the general contractors include ceiling demo and replacement for this area? If not how is this accessible to run conduit?

There is attic space and access above the electrical shop.

95. 8/2/2022 In regard to the above ground storage tank, the drawings list a 60,000-gallon tank, whereas the specification lists 80,000 gallon minimum capacity.

Please clarify.

60,000 gallon above ground storage tank shall be installed per drawings. Basis of design: Highland HighDRO Water Storage Tank, mild carbon steel single wall insulated tank.

96. 8/2/2022 The specification for painting indicates that the tank is to be zinc metalized inside and aluminum metalized outside. This is not a system that has been seen before for a tank of this kind. Typically, the tank is painted inside and out per AWWA D100/102. Please clarify.

The tank is prefabricated and delivered painted by the manufacturer with touch paint included.

Please clarify the specification section referenced in question.
