656-16-277 Responses to Questions Submitted

Q: Ref drawing M307- Which equipment is applicable to the project? Hydronic plans M101 and M102 do show any equipment and show boundaries for areas not in contract.

A: Applicable equipment is identified on M101 and M102. Refer to Record Drawing set and site visit to determine what is existing.

Q: Is the entire hydronic scope of this project limited within boundaries shown on hydronic plans M101 and M102?

A: Yes

Q: 5.2.4 requests a Safety Plan draft that is limited to 30 pages. Does this plan need to specifically address the Seed Project, or is this a proposed/draft plan for the overall approach of the IDIQ?

A: The draft plan should be general to the overall approach of the IDIQ; however, certain aspects should be Seed Project specific such as work activities.

Q: 5.2.6 requests resumes for Project Manager, Site Superintendent, Quality Control Manager, and Safety Officer. Please confirm that not all four individuals need to be on site for all projects, but rather that the number of required individuals will be dictated by the specifications of each task order and will typically be based on the size, complexity, and risk level of the project.

A: This will be dictated by the specifications of each task order and will typically be based on the size, complexity, and risk level of the project. Role sharing may be allowed in some cases if the contractor can show that they have the capability to perform all duties simultaneously without impact. For the seed project 656-16-277 Relocate Rehab Functions, role sharing is allowed; however, there will likely be task orders that explicitly require all roles to be handled separately. Because of this, we expect the response to this technical evaluation factor to describe the contractor’s ability to support projects when dedicated key personnel are required. All key personnel are required to be employed by the Offeror or the teaming partner, if applicable. All teaming arrangements as defined in FAR 9.601, shall be identified and relationships fully disclosed in accordance with FAR 9.603.

Q: Please clarify the types of projects that are considered relevant to the MATOC. Is relevance considered projects/task orders that have taken place in an active VA medical facility within the anticipated range of $2k to $10M, or are there other attributes that would be important for determination of relevance?

A: Relevance is defined as projects that are similar in scope and size. Scope is further described as general construction and specialty trades, including but not limited to new work, additions, alterations, maintenance, and repairs in a similar environment, including an active healthcare atmosphere and comparable climate. Similar magnitude or price range of the anticipated dollar value of the MATOC task orders will be considered relevant in regards of size.

Q: Are previous CPARS allowed in lieu of sending out Solicitation Attachment 6 Past Performance Client Questionnaire?

A: CPARS will be checked regardless if Attachment 6 Past Performance Client Questionnaires are submitted; therefore, no need to submit any CPARS records. If there are no CPARS records, it is highly suggested that you provide Attachment 6 Past Performance Client Questionnaires.

Q: In addition to the electronic submission, one (1) original and three (3) hard copies are to be provided on or before the due date to the following address:

Department of Veterans Affairs Network Contracting Office 23 ATTN: Angie Mabley (90C) 3600 30th Street, Building 7M; Room 130 Des Moines, IA 50310

Is it acceptable to email your proposal and send the hard copies to the above address within a day or two from the bid date?

A: In accordance with IDIQ MATOC RFP Proposal Preparation Instructions, 2.2, one (1) original and three

(3) hard copies are to be provided on or before the due date. All formats required for proposal submission must be provided on or before the proposal due date.

Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
