About this file

This document is an amendment to a solicitation for a Multiple-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Architectural and Engineering (A/E) design services for the Veterans Integrated Service Network 22 (VISN 22), which covers facilities in Arizona, New Mexico, and Southern California.

The amendment incorporates responses to Request for Information (RFI) #0003 and clarifies that a firm cannot be a prime contractor/joint venture partner and a subcontractor under a different prime contractor for this IDIQ contract. The solicitation seeks highly qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to provide a range of A/E design services, including scope development, planning, design review, and construction management. The contract has a not-to-exceed value of $45 million, with a base period and four option periods. Responses to the solicitation are due by October 7, 2024, and all RFIs must be submitted by September 20, 2024.

AMENDMENT 002 QUESTIONS.

(For Reference)

036. 9/20/2024

Can a Prime A/E and/or JV Partner of the Prime A/E firm could also propose as a subconsultant firm team member to another Prime A/E firm to pursue this Contract?

Requested clarification/re-word the question. See RFI 0047.

047. 9/23/2024

See RFI 0036.

Can one of the Prime A/E firms or JV Partner of the Prime A/E firm be allowed to be a sub-consultant of another Prime A/E firm to pursue this RFQ?

If the firm is part of the Prime or JV, they cannot be a sub-consultant of another Prime on this IDIQ.

RFI

Number Date Question Answer

001. 9/25/2024

I am writing to seek clarification regarding the response provided to RFI #0047 regarding the eligibility of Prime A/E proposers or JV partners to act as consultants for another Prime A/E proposer.

To the extent the question is whether a contractor can act as a prime/JV partner and a subcontractor/subconsultant under another prime contractor to pursue a contract award, a contractor cannot be a prime contractor/JV partner and

Typically, we attempt to utilize other SDVOSB concerns when building teams. This better ensures that our team can meet the required 51% self-performance requirement on any Task Order issued. While our in-house team can self-perform Architecture, Interior Design, Mechanical, Electrical, Telecommunications, Plumbing, Cost Estimating, and Elevator engineering/consulting services, we cannot self-perform 51% of most Civil Engineering projects, for example, without the help of another SDVOSB firm. A vast majority of Small Business (and many large) Concerns are required to subcontract work for specific disciplines.

We would like better understanding of the intent of this requirement and/or the VISNs preference for how to best address it. We have the choice of using our normal SDVOSB teaming partners, which would prevent, specifically, an SDVOSB Civil & Structural Engineering firm from submitting as a Prime proposer or we can utilize other industry partners (non-SDVOSB firms) which would limit our capacity to meet all Task Order requirements as previously described. We DO NOT want to submit a project team that ‘misses the mark’ of VISN 22’s expectations or that is deemed non-responsive because of non-inclusion of SDVOSB team members.

Our RFI question is: Can you clarify the intent of this limitation of Prime A/E Proposers participation on other Proposers’ teams? Thank you in advance for your assistance in this matter. Please feel free to contact me via email or on my cell (below) if you need any clarification of my request.

a subcontractor under a different prime contractor under award on the contract.

002. 9/26/2024 Thank you for the clarifying information that has been released regarding the new AE MATOC for VISN 22 solicitation. I

To the extent the question is whether a contractor can act as a prime/JV partner and a wanted to reach out about the VA’s response to RFI 0036 and 0047 in Amendment 0002, as my firm, H2B, is an incumbent on the current VISN 22 IDIQ contract and has successfully worked in both Prime and Sub capacities on this contract, as well as other IDIQ contracts we hold. We believe that it is not in the VA’s best interest to restrict Prime consultants to only one team as this may result in the VA paying more overhead on certain projects.

The intent on submitting with multiple Prime / Sub configurations is to position each team to be able to provide the VA a wide range of targeted design services depending on the Specific Task Order requirements. The likely result from this restriction will be that the majority of teams submitting will be Architectural lead. This could result in the VA paying more overhead costs on Civil, Structural, and MEP heavy Task Orders.

subcontractor/subconsultant under another prime contractor to pursue a contract award, a contractor cannot be a prime contractor/JV partner and a subcontractor under a different prime contractor under award on the contract.
