I wanted to seek clarification on the designated NAICS code for Solicitation 36C26224R0013_1. In the sam.gov profile, it is listed as 541310.
However, in multiple areas of the body it says 541330. Can you confirm the NAICS designation is in fact 541330.
Due to the limitations of Sam.gov, only one NAICS code can be listed as classified on Sam.gov. See Standard Form 252, 6c for applicable NAICS codes.
002. 9/9/2024
Is there a page limit? If there is a page limit, what is excluded from the page count?
The SF330 page limit is hereby established as no more than 35 pages. Individual team member resumes (1 page limit) and CPARS/PPQ are not included in this page count.

Factor 2 (Specialized Experience –
pg. 9) is the only factor without specific Submission Requirements identified in the Evaluation Criteria of the RFQ. Will the VA provide additional guidance on what’s required to be submitted for Factor 2 (such as, maximum number of projects to include in Section F and/or any other details required with project submission, etc.)?
This factor is requesting the bidder to provide a narrative of their specialized experience and technical competence. Leaving this up to the bidder to determine how this factor should be best presented.
006. 9/11/2024
Just to be sure, could you please confirm there are no page count or file size limitations?

Would you consider changing or adding the NAICS code from 541310 to 541330?
Due to the limitations of Sam.gov, only one NAICS code can be listed as classified on Sam.gov. See Standard Form 252, 6c for applicable NAICS codes.
009. 9/11/2024
“The applicable NAICS code and corresponding Size Standards are as follows:
541310 - Size Standard is $12.5M;
541320 - Size Standard is $9M. and 541330 - Size Standard is $25M.”
May you please confirm that this language signifies that that this solicitation is applicable to 541330 NAICS codes?
Due to the limitations of Sam.gov, only one NAICS code can be listed as classified on Sam.gov. See Standard Form 252, 6c for applicable NAICS codes.

0013. 9/12/2024
With RFIs due on September 20 and the submission deadline on October 7, the current timeline does not provide adequate time for the government to respond to the RFIs and for bidders to review and adjust their submissions accordingly. Would the government consider extending the submission deadline to the week of October 14 to allow for sufficient response time?
See SF30 for proposal extension information. The Government will provide responses as soon as 23 Sep 2024. The due date is extended to October 14, 2024, 12 pm PST.
0014. 9/12/2024
Is the government only seeking one project for each category identified in Factor - 2? Is there a page limit to the length of each project?
This is at the bidder’s discretion to provide project(s) that best represent all categories and how each competency will be met.
Please refer to RFI Question No.
002 for page limit.
0015. 9/12/2024 Do projects required in Factor 2 need to be completed or 80% complete?
All provided projects shall be 100% completed projects.
0016. 9/12/2024
For Factor 3 – Is it the government’s intention for bidders to include the actual submittal schedules with each task order or just the dates? If so, where shall the schedules be included in the submission?
Refer to Solicitation page 10, Factor 3, Submission Requirements. **Note the correct Section mentioned within Factor 3 is F, per the aforementioned RFI Question No.
0003 response
0017. 9/12/2024
Are SF330 Part IIs required as part of this submission? Does each team member need to provide one or only the prime?
Yes, if applicable, Part II is for bidders who have different branches/firms that will support this effort and is not applicable to team members. Please refer to SF330 Part II – General Qualifications, page 4 for further instruction.
0018. 9/12/2024
Where should the CPARS/PPQs be included in the SF330 submission?
Are these pages included in the total page count?
CPARS/PPQs shall be submitted in Section H as part of the SF330 submission. CPARS/PPQs are not included in total page count as noted in RFI Question No. 0002.
0019. 9/12/2024
Is there a preferred file format for the submission to be submitted in (e.g., Word, PDF, Excel, etc.)?
Word and PDF are acceptable formats. Excel is an acceptable format for any charts, graphs, tables, etc.
0020. 9/12/2024
Is there a maximum limit size for an email submission?
No, however, it is the contractor’s responsibility to ensure their submission has been provided and received by the government in its entirety by the proposal due date and time as noted on the SF30
0021. 9/12/2024
RFI response to question 007. states the SF330 should not exceed 30 pages - conflicting with 20 page limited stated in RFI response 002 -and 15 pages for Section H. Is this correct? In a SF330 Part I if each section was limited to 1 page, except for the 5 (1- page) required projects and the 18 (1-page) required key personnel/key discipline resumes, at the very least the proposal response would total 27 pages.
Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.
Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0022. 9/13/2024
There is a page limit contradiction from 20 pages to 30 pages.
Please see your answers from 002, 006, 007 & 0011. 002, 006 & 0011 -states 20 pages in total 007 - states 30 pages in total, including 15 pages for Section H.
Total SF330 page limit is 35 pages.
Resumes and CPARS/PPQs are not included in the 35 pages.
0023. 9/16/2024
A few of the RFI answers (002, 006, and 0011) stated it was a 20 page total limit, one of those answers (002) said it did not include resumes in that 20 page limit, and another (007) stated that "Part I of the SF330 should not exceed 30 pages in total".
Can you confirm both a) the total page limit, and b) if resumes count toward this total?
Total SF330 page limit is 35 pages.
No, resumes and CPARS/PPQs are not included in the total page limit.
0024. 9/18/2024 Responses to questions 002, 006, and 0011 state there is a 20-page limit for SF330 submissions, not
Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.
including Section F resumes.
However, response to question 007 states there is a 30-page limit including 15 pages for Section H. Will the VA please clarify the page limitations for our SF330 submissions and indicate which sections are or are not included in the page count (i.e., we assume CPARS and Part IIs are not included in the page limitations)?
Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0025. 9/18/2024
Based on the responses to the RFIs in Amendment 0001, I am seeking further clarification on the page limit.
Twenty (20) pages is mentioned several times as the page limit, excluding resumes. However, the answer to question 7 mentions that Part I of the SF330 should not exceed 30 pages in total, including 15 pages for Section H.
Below is a chart that shows the page count per section that would be included in a typical SF330, with resumes excluded. As you can see, a 20-page limitation, excluding resumes, cannot be accomplished if nothing else is excluded. If the limitation only applies to Part I, 20 pages is still difficult to meet, even with resumes excluded, as Section H could only a maximum of 9 pages.

Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.

Section G 1
Section H 12 – 15
Part II Roughly 10 – 14
CPARS 10 - 15
Total 43 - 56
Please clarify what is excluded from the page limit, and which page limit is accurate.
0026. 9/18/2024
Can you clarify what is included in the 20 page limit? I understand resumes are not included based on the response to Q2 in the most recent amendment. Am I correct in assuming that PPQs and CPARS are not included in the page limit? And Part 2s are also not included?
Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.
Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0027. 9/18/2024
Could you please clarify the page count. Three different responses were given in the RFI Q&A:
1. 20 pages total
2. 20 pages total not including resumes
3. Part 1 - 30 pages total including Section H which is limited to 15 pages = 30 pages total
You are also asking for 18 resumes to be included.
Also, do any of the page limits include a cover letter, Table of Contents, Part II, and/or PPQs/CPARs?
Can you please extend the due date one week to accommodate your response to the total page question.
Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.
Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
The page limits include the cover letter & table of contents.
Yes. The due date will be extended to Monday, October 14, 2024, 12pm
PST.

count limit?
0029. 9/19/2024
Please confirm if the 852.219-75 Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction form is excluded from the page count limit. Additionally, do you want this form combined into the SF 330 response or submitted as a separate document?
This form is excluded from the page count and can be added in Section H as part of the SF330.
0030. 9/19/2024
RFI #2, 6, and 11 state there is a 20-page limit. RFI #7 states there is a 30-page limit with a 15-page limit for Section H. Please clarify the page limit.
Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.
Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0031. 9/19/2024
Can a key person cover multiple key disciplines? For instance, can a licensed architect’s resume be provided to be both an architect and project manager for the contract?
Yes.
0032. 9/19/2024
Page 10 of the solicitation document entitled S02 36C26224R0013_1 AE MATOC IDIQ FY25 FINAL notes, “Provide no more than five (5) specific examples in Section H of SF 330, to include the total design value(s) for each large Task Order, small Task Order, and routine Task Order accompanied with the original submittal schedule(s) and the actual completion schedule(s).” Does the solicitation mean to say Section F instead of Section H or do you want 5 projects listed in section H in addition to those listed in Section F?
Yes, it should read Section F.
0033. 9/19/2024
Regarding Factor 1, the solicitation says completing Sections E, F, G…meets the documentation requirement, and later it says, “offerors shall describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants.
Yes, section H would be appropriate.
Discuss the history of working relationships with team members, including joint venture partners where applicable.” Would the Government like the narrative on ability of the firm to manage and work effectively with team members and history of working relationships to be in Sec. H? Sections E, F, and G of the SF330 don’t usually afford much room for narrative describing those elements, but Sec. H does.
0034. 9/20/2024
Besides the resumes does Factor-4 CPARS/PPQ’s and the entire Part II pages are also excluded from the 20 Pages of SF-330 Page limitations?
Please clarify.
Resumes and CPARS/PPQs are not included. Total pages are changed from 20 to 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0035. 9/20/2024
On Page 10 of 65 of the Solicitation under “d. Factor 4 – Past Performance, Submission requirements” it refers that CPARS/CASS Evaluation for each Project as listed under Criteria 2”.
However, there is no Criteria 2 in this Solicitation, and five (5) Projects are required to submit are only under Factor -3 of this Solicitation. Is this a typo? Please advise.
Yes, Criteria 2 is a typo under submission requirements, Factor 4 under page 10.
0036. 9/20/2024
Can a Prime A/E and/or JV Partner of the Prime A/E firm could also propose as a subconsultant firm team member to another Prime A/E firm to pursue this Contract?
Requested clarification/re-word the question. See RFI 0047.
0037. 9/20/2024
Amendment 0001 addresses questions regarding the page limitation and notes it as 20 pages not including resumes. However, the response in Question 007 says it shall not exceed 30 pages. Please confirm the page limitation.
Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.
Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0038. 9/20/2024
RFI #003. clarifies the pages in Section F to no more than 5… (instead of it being 5 examples in the H factor 3 capacity section…?)
But on RFI #005. when asked for
RFI 0003 clarifies Factor 3 Should be Section F vs. Section H.
RFI 0005 is referencing Factor 2, example about max number of projects for F – response states they are leaving it up to the vendor?
which is leaving it up to the vendor as this is to be a narrative.
0039. 9/20/2024
RFI #002; 006; 0011; all state 20 pages in total (with #002. clarifying resumes are not included in the 20 pages)
Per RFI #007. – Part I should not exceed 30 pages in total – including 15 pages for Section H – (along with several other specific requirements).
Correction to Amendment #0001 response to RFI No. 007: should read 35 pages instead of 20 pages.
Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0040. 9/20/2024 Please also confirm that Part IIs and PPQs are not included in the page count.
Resumes and CPARS/PPQs are not included in the 35 pages.
0041. 9/20/2024
Factor 2 - Specialized Experience and Technical Competence: Can you please confirm if non-DoD projects will be evaluated equivalently to DoD projects in the submission, specifically as it relates to Factor 2?
For example, will a non-DoD project in an active hospital environment be evaluated more favorably compared to a DoD facility that is not in an active hospital environment?
Factor 2 does not delineate between Federal versus non-Federal experience. Projects experience in active VA hospital environments are evaluated more favorably than other projects.
0042. 9/20/2024
Page Count Limitation: Could you please reclarify or expand upon the page count limitation instructions, as the earlier Q&A responses reference both 20-page and 30-page limits?
We have increased the page limit to 35 pages. Resumes and CPARS/PPQs are not included in the 35 pages. There is no page limit to a specific section, however, the total SF330 package page limit remains 35 pages.
0043. 9/20/2024
NAICS Code(s): Can you confirm if this contract will fall under a single NAICS code or if multiple NAICS codes will apply?
Due to the limitations of Sam.gov, only one NAICS code can be listed as classified on Sam.gov. See
0044. 9/22/2024
We understand that the scope can vary (i.e., study vs full design) but for the projects that require design services via construction documents (CD), will fire sprinkler and fire alarm drawings be needed for construction documents or
The final design needs to meet all code and TIL requirements.

can they be deferred submittals as in private sector? If needed for CD, then can performance level drawings (i.e., spots and dots) be acceptable for fire sprinkler and/or fire alarm criteria or is the intent to have permit level drawings?
0045. 9/22/2024
When the RFQ ask for 2 Structural Engineers, 2 Architects, etc. we presume this means 2 professionals from the same firm or does it mean 2 separate structural firms?
The RFQ does not preclude either option. You could have either 2 professionals from the same firm, or professionals from 2 separate firms.
0046. 9/22/2024
We presume that hourly rate calcs, etc.
will be done after review and if our team is selected for the IDIQ; as we usually do on task orders (successful on RFQ submittal then negotiate fee)
If the firm is selected to continue to the second and final stage of the selection process, then hourly rates will be submitted as part of the A&E Fee Proposal and includes all option years for the duration of the IDIQ.
0047. 9/23/2024
See RFI 0036.
Can one of the Prime A/E firms or JV Partner of the Prime A/E firm be allowed to be a sub-consultant of another Prime A/E firm to pursue this RFQ?
If the firm is part of the Prime or JV, they cannot be a sub-consultant of another Prime on this IDIQ.
0048. 9/23/2024
Can you confirm if we should have PPQs submitted directly to you, or should the offeror include PPQs with the SF 330 submission?
Initially I had reviewed the solicitation (Page 11, D,5) which states to submit completed PPQs with our SF 330 however I just noticed on the PPQ document (located in page headers) it says for the client to return the completed questionnaire directly to the Contract Specialist. I want to be sure we’re following the correct process in submitting these documents, are you able to confirm?
Please follow instructions within the solicitation on Page 11, D 5-6 for submission. Disregard the instructions to send directly to CS that is in the page headers unless Page 11, D 6 applies.
