RFI Questions & Answers (Revised & New RFIs )

Project Name: Site Prep for SPS Sterilizer and Equipment - 600-17-108 Solicitation Number: 36C26222B0009_1

Question 3 (Revised)

Q: Scope of Work 4. on Dwg. GI-000 calls for “GETINGE 9128E – FLOOR MOUNTED CART WASHER (1 EACH)” as CFCI while the same equipment Equip. No. 017 in Equipment and Accessories Schedule on Dwg. AE-602 is

GFCI.

Please clarify the work scope of the equipment.

A: Equipment No. 17 GETINGE 9128E – FLOOR MOUNTED CART WASHER - on GI-011, GI-012 and AE-602 to be GFCI. Additionally, contractor to provide in the temporary trailers during the construction phase the equipment indicated on AS-102.

Question 7 (Revised)

Q: Dwg. AD-103 General Note no. 3 says that Work in clean areas (Rooms W717B, W717E and W718) shall be performed in sequences. Perform work during unoccupied hours. Replace ceiling and related lighting, fire sprinklers, etc. Only the area which can be renovated for one evening or weekend. Coordinate work with VA occupants.”. And it was experienced to wear PPE to visit the clean areas during the job walk on 8/12/2022.

There are T-bar ceiling replacement, light fixture replacement, fire sprinkler relocation, ductwork replacement, etc.

in each sequence of each phase during the work in the clean areas according to the general note. There are preparing works, wrapping up equipment/tools/material, cleaning site after work, etc. in each sequence as well.

Continuous weld for all seams and joints is required for duct installation to achieve liquid tight at the same area according to the specifications, and this welding takes much longer time to install duct. In addition to these works, PPE is to be required for all workers to wear inside the area. Thus, there should be many small, phased areas to complete the work in a phased area during only unoccupied hours.

Above all, the longer period to complete the work, the longer period to rent SPS trailer unit.

Please let contractor occupy the areas to perform continuously and complete the work for shorter construction period and less construction cost considering the above-mentioned situation.

A: Clean areas– 7th floor North is required to be operational for the entire duration of this project and is required to be multi- phased to allow staff to work during construction. Note that SOW has been revised to add deductive bid alternate which removes ceiling work in the clean areas as an option for it to remain operational. See revised specifications with new deductive bid alternate 5. Phasing plan draft has been provided and is subject to change if needed in coordination with the VA.

2. Each Phase may vary in time depending on the work. The GC to provide a schedule to the VA for approval. Prior the start of any construction work, contractor shall coordinate the work with the COR, SPS staff and Infection Control and provide the final phasing plan for VA approval. Any infection control containment units used will need approval from Safety and Infection Control.

3. The contractor will provide labor and material to install hard barrier to the underside of deck and will require an ante room with each phase with an entry door entrance. All hard barrier installation will be coordinated with the Chief of SPS, using service and Engineering Service, Safety and Infection control nurse and will require approval from the SPS.

4.The medical supplies and/or equipment in the phased areas is required to be moved out of the areas prior to construction.

5. Interior Department will assist with the relocation of medical supplies, including equipment.

6. Each phase will be required to be cleaned by the GC and terminally cleaned by the VA EMS team prior to moving from one Phase to other Phases while other areas remain clean and operational.

7. Within each phase once hard barriers are in place, contractor shall provide negative air pressure machine to and provide a monometer maintain the required pressure inside the construction room to contain any dust from traveling to adjacent clean spaces.

8. The GC will schedule with the VA an above ceiling inspection after duct work is completed.

9. ICRA Level IV measures shall be maintained throughout the construction work. See attached ICRA.

10. Hard barriers shall be installed during afterhours between midnight and 6:00 am, Monday thru Friday and weekends. All noisy work will be done between 5:30 am to 9:30 am.

11. If at any point the contractor needs to be in the clean area for set-up, site investigation, to travel to construction area, etc, contractor is to ensure to follow cleaning procedures. If hard barriers can’t be put in place for some portions of the project, contractor shall use VA approved containment units with HEPA filters.

Question 8: (New!)

Q: The RFI response #7 says that the clean area is needed to be phased (multi phases) to allow the VA staff to keep working on remaining portions of the area coordinating with the COR, SPS staff and Infection Control, and hard barrier is required during construction. Furthermore, it says W171B area cannot be closed entirely.

Please provide the phasing layout of the clean area for construction in order to estimate the hard barrier cost, and be informed that HVAC service cannot furnished inside the clean area during the construction period because there is one HVAC system to operate.

A: See revised answer to Question 7 above.

Question 9 (New!)

Q: There are GETINGE items as GFCI (Government Furnished Contractor Installed) in Equipment And Accessories Schedule on Dwg. AE-602. But, when I requested GETINGE for installation cost estimate, GETINGE refused to provide the cost estimate because their equipment supply and installation pricing was submitted and funded through Trillimed, Government, already.

Please clarify the scope of work for the GETINGE equipment in Equipment And Accessories Schedule.

A: Pending
