The SSHO or an equally-qualified Designated Representative/alternate will maintain a presence on the site during construction operations in accordance with FAR Clause 52.236-6:

Superintendence by the Contractor.

A: The maintenance vendors are as follows:

- DDC System: Johnson Controls ->Ali Rehan (Account Executive), #562-760-1914, ali.s.rehan@jci.com

- Fire Alarm & Access Control: HCI -> Ryan Kennedy (Account Manager), #909-628-7773, rkennedy@hcisystems.net | Note: VA doesn’t have a current contract with HCI and maintenance is on a as-needed basis and any work is in close coordination with the Electrical Shop. Also, note that VA fire alarm system can’t be external and therefore can’t be connected to the trailers.

Question 5

Q: Keynote #20 on Dwg. AD-101 says that “During construction, this area will be evacuated by VA with the assistance by contractor”.

Please clarify the work scope “the assistance by contractor”.

A: VA will clear items that will be reused and can be easily moved such as items that have wheels. All other items will be removed by the contractor.

Question 6

Q: Keynote #25 on Dwg. AD-101 says that “Relocate (E) movable existing equipment where directed by VA” and Keynote #29 on the same drawing says that “(E) cart washer to be removed by contractor”.

mailto:ali.s.rehan@jci.com mailto:rkennedy@hcisystems.net

Please confirm the existing equipment and cart washer are to be moved to VA warehouse B149 as per General Note #14 and #15 on Dwg. AD-101.

A: Existing cart washer to be moved to B149 and replaced with new by the contractor.

Question 7

Q: Dwg. AD-103 General Note no. 3 says that Work in clean areas (Rooms W717B, W717E and W718) shall be performed in sequences. Perform work during unoccupied hours. Replace ceiling and related lighting, fire sprinklers, etc. Only the area which can be renovated during one evening or weekend. Coordinate work with VA occupants.”. And it was experienced to wear PPE to visit the clean areas during the job walk on 8/12/2022.

There are T-bar ceiling replacement, light fixture replacement, fire sprinkler relocation, ductwork replacement, etc. in each sequence of each phase during the work in the clean areas according to the general note. There are preparing works, wrapping up equipment/tools/material, cleaning site after work, etc. in the each sequence as well. Continuous weld for all seams and joints is required for duct installation in order to achieve liquid tight at the same area according to the specifications, and this welding takes much longer time to install duct. In addition to these works, PPE is to be required for all workers to wear inside the area. Thus there should be many small phased areas in order to complete the work in a phased area during only unoccupied hours.

Above all, the longer period to complete the work, the longer period to rent SPS trailer unit.

Please let contractor occupy the areas to perform continuously and complete the work for shorter construction period and less construction cost considering the above mentioned situation.

A: Clean areas/sterilization will still be running for the entire duration of this project. Because of this, it will need to be phased (multiple phases) to allow staff to keep working on remaining portions of this area. For area to be provided to the contractor, hard barriers will need to be put in place and coordination with the staff will be needed to move equipment in that area to the rest of the clean area that will remain in operation. When hard barriers are in place, contractor is to ensure to maintain the required pressure in the room to contain any dust from traveling to adjacent clean spaces. ICRA Level IV measures shall be maintained throughout the construction work. Hard barriers are to be put up during afterhours and contractor will be able to work during regular hours in the vacated portion for each phase. If at any point the contractor needs to be in the clean area for set-up, site investigation, to travel to construction area, etc, contractor is to ensure to follow cleaning procedures. If hard barriers can’t be put in place for some portions of the project, contractor shall use VA approved containment units with HEPA filters.

Sterilization area W171B where the sterilizers are located can’t be closed entirely since the staff needs at least two sterilizers to use.

Unstaffed hours are 12:01am to 6:00am Monday to Friday and weekends. Prior the start of any construction work, contractor shall coordinate the phasing and work with the COR, SPS staff and Infection Control and provide the phasing plan for VA approval. Any infection control containment units used will need approval from Safety and Infection Control.

VA Clarification #1

No overhead wires are allowed on VA campus. The power feeding the temporary trailers must be underground.

Due to existing underground utilities in that area (east of building 126), contractor must take necessary precautions to ensure no other utilities are damaged.

VA Clarification #2

Though DWG. Sheet ET-201: Remodel Keynote 2 & 6 states that cabling to be used is CAT5-E, contractor is to ensure that all IT cabling to be used for this project shall be CAT6A.

VA Clarification #3

VA’s emergency generator will be located on the east side of the fenced area. Contractor will need to install an additional gate to on that side next to the curb to bring in cabling below the ramp and straight to the pull box which is located between the trailers. Contractor to coordinate with COR and Electrical Shop.
