About this file
This document is an Electrical Distribution System Condition Assessment for the Honolulu Veterans Affairs Medical Center (VAMC) prepared by E.K. Fox & Associates, Ltd.
The assessment covers the electrical systems for four main buildings: E-Wing Administration/VBA Building, Acute Care Clinic, Parking Structure, and Center for Aging. The electrical infrastructure is fed by the Tripler Army Medical Center (TAMC) Department of Public Works, with each building having a 11.5kV underground medium voltage distribution system. The study includes comprehensive analyses of short circuit currents, protective device coordination, voltage drop, arc flash hazard, and overall equipment condition. Key findings include: fifty-three overcurrent protective devices requiring adjustment, most electrical equipment in fair to good condition, and three electrical buses with incident energy exceeding 40 cal/cm2. Each building has a backup generator with an automatic transfer switch, and the site benefits from redundant utility feeds, which contribute to rare power outages. The assessment provides detailed recommendations for improving electrical system safety and reliability, including potential equipment replacements and protective device adjustments.

1. EXECUTIVE SUMMARY
The Department of Veterans Affairs – Office of Construction and Facilities Management (CFM), commissioned AES Group, Inc. and E.K. Fox and Associates, Ltd. (EKFox) to perform the electrical system condition assessment of the Honolulu Veterans Affairs Medical Center (VAMC).
The scope of this assessment is to provide short circuit analysis, protective device coordination study, voltage drop analysis, arc flash hazard analysis, and equipment condition assessment with the purpose of improving the safety and reliability of the electrical distribution system.
EKFox performed an onsite survey October 15-25, 2019. With some exceptions, we found the overall electrical condition of this facility to be in good condition. We then used the collected survey information to perform calculations and analyses for the electrical power system for the Honolulu VAMC campus.
Our short circuit analysis, which aims to identify if circuit breakers can safely interrupt the fault current due to a short, has currently shown that all overcurrent protection devices (OCPD’s) have passed the device evaluation for interrupting capacity. The scope of this analysis included evaluation of circuit breakers in the downstream panelboards. Section 3 of this report has additional details.
The protective device coordination study uses the current fixed and adjustable settings of the existing OCPD’s to graphically display how those devices will respond to a short or overload event.
The settings are then adjusted to allow the protective device closest to the fault to interrupt the circuit thereby minimizing the disruption of electrical service. Our study currently identifies fifty-three (53) OCPD’s and two (2) conductor sets that require adjustment or replacement to either better coordinate with other OCPD’s or to provide the correct level of protection for downstream conductors. We also recommend a reconfiguration for one (1) circuit breaker feed to correct a miscoordination that is present between a main and feeder breaker in a panel in E-Wing.
This report includes a summary of the specific OCPD’s and the recommended changes in Section 4:
Protective Device Coordination Study. We also include the time/current characteristic (TCC) graphs, which that show the interaction of the OCPD’s with the existing and recommended settings applied, in Section 4.
EKFox also performed a load flow analysis in order to determine voltage drop along the length of the feeders using utility demand information from meter data, and data plate values of the equipment, in order to distribute the loads in the system. Using assumed loading, most feeders had a voltage drop that was around 1-3%, and some feeders had a voltage drop that was close to 4%. Additional information can be found in Section 5 of this report.
We also performed an arc flash hazard analysis to determine the incident energy released by an arcing fault at the location of each device in the electrical distribution system. This analysis is also used to determine safe working distances and the required personal protective equipment (PPE) for personnel working in the panel. The results show a total of three (3) buses that have an incident energy that is greater than 40 cal/cm2. EKFox will also provide the engineering staff arc flash labels that will warn them of the potential dangers for all panels and equipment and in compliance with NFPA 70E 2018, as required by our statement of work.
Prepared for: Dept. of Veterans Affairs Section 1 Page 2 Prepared by: E.K. Fox & Associates, Ltd.
Finally, EKFox performed a condition assessment survey to identify the existing condition and to assess the age of the electrical system equipment. Most of the electrical equipment for the Honolulu VAMC campus is in fair to good condition. Many pieces have less than half of their useful life span remaining, and a few pieces of equipment have specific issues that put them in poor condition. The condition and code compliance issues were brought to the attention of the Chief Engineer as they were discovered and were reiterated during the onsite survey exit briefing. The equipment condition survey details are included in Section 7: Condition Assessment. Section 7 also includes a summary of the cost (by building) to replace any equipment identified in our assessment.

2.3. Site Plan
A Site plan and data for the Honolulu VAMC provided to EKFox is included in Appendix A.
2.4. Medium Voltage Distribution System Overview
The electrical utility feeds for Honolulu VAMC buildings are provided by the Tripler Army Medical Center (TAMC) Department of Public Works (DPW) medium voltage distribution system. (Power to TAMC is provided by Hawaiian Electric Company, Inc.) The medium voltage switches and transformers at each of the VA buildings are maintained and controlled by DPW. Each of these points of service is provided with 11.5kV from the underground medium voltage distribution system. The Center for Aging (CFA), Acute Care Clinic (ACC), and the E-Wing Building each have a primary and alternate feed available. Power to these buildings is provided by the primary circuit, but the alternate could be utilized via manual switching by DPW should an emergency or maintenance activity on the primary circuit occur.
The parking garage only has a single medium voltage feed to the service transformer. The service transformers at each building provides 480VAC to the electrical distribution system for the buildings.
The main utility entrance for TAMC is at the substation on the western side of the campus.
The substation is fed by two (2) independent utility feeds. The first of these feeds runs due west, down the hill where it connects to the overhead utility line that runs along Ala Aolani Street. The feed down to the overhead line is clear of large trees or other obstructions. The routing of the utility line down Ala Aolani is also such to avoid trees and other obstructions.
The second feed runs southwest from the TAMC substation, down the hill, to a utility pole that is set back in a right of way near the Ala Aolani Street off ramp from the Moanalua Freeway. The feed transitions underground at this pole. This feed is also clear of large trees or obstructions. Interviews with site personnel suggest that outages are rare, which may be

bolstered in part by the redundant utility feeds and relative lack of exposure.
A request was made to the site for utility demand and consumption information for each building for the past twelve (12) months. The site was able to provide power usage data based on meter readings taken in the buildings. This information is summarized in the table below which shows the months with the highest and lowest consumption for 12 months. Appendix C has additional usage information for several other months.

2.5. Essential Electrical System Overview
The Honolulu VAMC buildings each has a generator that is used to provide backup power.
The specifications for the generators are shown below. All the backup generators are connected to the power distribution system using an open transition (break before make) on the phase lines.
Name Make Model Voltage kW kVA P.F.
GEN 1 (E-Wing) CAT D200P4 480 200 250 0.8
GEN 30 (ACC) CAT 3508 480 750 937 0.8
GEN-32 (Parking Garage) CUMMINS 200DFAA 480 200 250 0.8
GEN-110 (CFA) CAT 3208 480 200 250 0.8
Generator 1 is located outside to the north of the E-Wing building. It feeds power to ATS-1 which is located in the basement of E-Wing. ATS-1 provides power to panel BEH-1, which feeds out to panels and transformers located throughout the building. The generator does have a weather enclosure but has a significant amount of rust and corrosion damage from being exposed to the elements. Further discussion of this, and other condition related items, is covered in Section 7.
Generator 30 is located in the generator room of the Acute Care Clinic (ACC). It feeds power to the generator switchboard that feeds out to three (3) ATSs located in the building.
These ATSs include ATS-1, which feeds the emergency panel “E”; ATS-2, which feeds the elevators; and the Fire Pump ATS.
Prepared for: Dept. of Veterans Affairs Section 2 Page 4 Prepared by: E.K. Fox & Associates, Ltd.
Generator 32 is located in the Parking Garage Generator Building that is next to the western end of the parking garage. The generator feeds power to the ATS in the basement. The load side of the ATS provides power to panels P1SH1 and P1EH1 that feed other panels and loads located in the parking garage.
Generator 110 is located in the CFA Generator Building that is to the southeast of the CFA.
The generator feeds two ATSs that are also located in the generator building. ATS-1 feeds power to the life safety branch panels and transformers in the CFA. ATS-2 provides power to the critical branch panels and transformers in the CFA and the CFA Generator Building.
Both of these ATS’s are only 3-pole even though they feed non-motor loads. Section 7 has additional discussion concerning the ATSs.
Generator tests containing loading information was provided from the site. They are summarized below and have been included in Appendix C. The tests show that the generators have adequate capacity for the existing and projected loads, but most of the generators do not have at least 30% nominal load on them and may be at risk for wet stacking (the accumulation of unburned fuel products in the exhaust system that can reduce performance or cause premature wear). According to the test data, and interviews with site personnel, this risk is being mitigated with annual extended load bank testing. NFPA 110 2019 Chapter 8.4 - Operational Inspection and Testing has additional guidance that can be useful concerning this topic.

2.6. Calculation Methods
As mentioned, this study includes the following elements: short circuit calculations, overcurrent protective device coordination, voltage drop analysis, arc flash hazard analysis, and a condition assessment of electrical equipment.
As required by the project’s Statement of Work, all calculations have been performed using software developed by SKM Systems Analysis, Inc. The software is named Power*Tools, Version 9.0.0.3 and it is a modular assembly of programs. The following modules have been used for this study:

System Model Development DAPPER Short Circuit Calculations A_Fault Protective Device Coordination CAPTOR Voltage Drop Analysis DAPPER Arc Flash Hazard Analysis Arc Flash Evaluation Device Evaluation Equipment Evaluation
Version 9.0.0.3 of the Power*Tools software has been used for all of the calculations presented throughout this report. Additional information related to this software package can be found at www.skm.com.
2.7. Ground Resistance Test Reports
As stated in the project Statement of Work and as described in VHA Directive 1028, the facility’s grounding system must be tested and a Facility Ground Resistance Test Report must be produced every 36 months.
The VHA Directive 1028 Compliance Survey for the Honolulu VAMC was available at the time of the surveys. However, complete grounding system test reports were not available at the time of this submission. If obtained, any ground test information will be included in Appendix I. The EKFox survey team did perform a visual inspection for ground connections throughout the facility during the survey and found them to be in good condition.
2.8. Study Assumptions
The survey team has examined most of the electrical distribution equipment in the Honolulu VAMC system and there were circumstances where certain data was not uncovered. This occurred for several reasons: the impracticality of taking a particular panel or device out of service in order to determine a particular rating or part number; the lack of identifiable information on a device due to age, deterioration, or manufacturing method; and the lack of complete as-built drawing data. The following describes data that has been assumed for the purposes of this study:
2.8.1. Distribution Transformers
Transformer impedance is based on actual nameplate data. X/R ratio is estimated based on typical values for transformers of this type and size. The analyses also use characteristic curves for the primary fuses based on prior as-built documentation and equipment nameplate information.
2.8.2. Low Voltage Protective Devices
There are a small number of instances where a protective device in the system may have not been definitively identified other than manufacturer and amperage rating. With this lack of data, it would be difficult to determine the breaker’s time current characteristic. Fortunately
Prepared for: Dept. of Veterans Affairs Section 2 Page 6 Prepared by: E.K. Fox & Associates, Ltd.
for the Honolulu VAMC, this only came into play for some of the downstream distribution panels where the circuit breaker type labels were applied to the sides of the circuit breakers and the branch circuit breakers were all the same manufacturer and vintage. In these cases, if the breaker type label was unreadable for all the breakers on the left side of the panel due to it being on the unobservable side of the circuit breaker, the type was obtained from the label for the circuit breakers on the right. In cases where there is serious doubt, the analysis will rely on upstream devices for which the time current characteristics are known (i.e., the most conservative approach).
2.8.3. Motors/Loads
Motors and other loads will be assumed for the sake of performing voltage drop calculations and motor contributions to short circuit current. When available, actual survey data will be used for these items.
Prepared for: Dept. of Veterans Affairs Section 3 Page 1 Prepared by: E.K. Fox & Associates, Ltd.
3. FAULT CURRENT ANALYSIS
3.1. Introduction
The fault current analysis is developed based on data collected during the survey of the Honolulu VAMC electrical distribution system. The analysis examines the short circuit currents that occur at selected locations in the electrical system and is used to determine the capability of the system to withstand any possible electrical fault without damage.
One-line diagrams of the system are included in Appendix H. Reports showing the complete input data used to construct each model are included in Section 3.4.
3.2. Sources of Fault Current
The short circuit fault current calculations performed for the Honolulu VAMC electrical system are based on the available fault current from the utility (HECO). A request was made to DPW for the available fault current and utility parameters for each point of service to the VA buildings. DPW responded with data from HECO that gave the fault current information on the secondary of the main service transformers to TAMC. This data is included in Appendix B and summarized below.
DPW was also able to provide information concerning the sizes and lengths of the conductors that run from the main TAMC transformers to each of the VA buildings. This information was used in the model so the analyses would have the more accurate (reduced) level of available fault current at each the service point for the VA buildings.
In summary, the available fault current information that DPW provided is:
Tripler 1 Transformer:
Voltage Level: 11.5 kV 3LG Fault: 2,740 A
3LG X/R: 16.04
1LG Fault: 3,070 A
1LG X/R: 17.77
Tripler 2 Transformer:
Voltage Level: 11.5 kV 3LG Fault: 3,120 A
3LG X/R: 18.31
1LG Fault: 3,475 A
1LG X/R: 19.05
Additional sources of short circuit fault current are from the photovoltaic (PV) system inverters and the induction motors which operate throughout the system. Typically, motor contributions are relatively small especially when a fault is located some distance from the
Prepared for: Dept. of Veterans Affairs Section 3 Page 2 Prepared by: E.K. Fox & Associates, Ltd.
motor, and when a motor is under 50HP, but the motor loads have been included in all scenarios. The PV inverters do contribute some appreciable fault current to the system but it mostly affects the available fault current at the immediate buses. On these buses the available fault current increases approximately 1-5%. Past these buses, the effect on both available fault current (and incident energy) drops off significantly. As such, the PV system contribution has been included for the systems in the normal interconnection scenario but not the emergency generator scenario since the PV inverters need a utility source to sync to in order to output power.
3.3. Calculation Scenarios
The first DAPPER report included in this submission is based on normal interconnection of the electrical power system elements fed by the utility service. Additional reports for the system were generated for when the systems are connected to the alternate medium voltage feed and for then the systems are running on generator power. The three (3) scenarios are summarized in the table below.
