About this file

This document is an Amendment of Solicitation for a VA Pacific Islands Health Care System ARC Flash Study (Solicitation 36C26126Q0232) issued by the Department of Veterans Affairs Network Contracting Office 21. The amendment extends the response deadline to January 6, 2026 at 15:00 PST and provides detailed vendor questions and answers regarding the electrical distribution system condition assessment. Key details include scope requirements for electrical studies across multiple buildings (E-Wing, Ambulatory Care Clinic, Parking Structure, Community Living Center), with specifications for single-line drawings, ground resistance testing, and equipment evaluation using IEEE 1584-2018 standards. The study requires developing single-line impedance diagrams, ground resistance test reports, operations and maintenance plans with long-term recommendations beyond 5 years, and analysis of equipment including single-phase and under 480V systems. SKM is the preferred software tool, and the VA will provide existing AutoCAD drawings to support the project.

• 101,000 square feet

• Ambulatory Care Clinic (ACC, Bldg. 30) – 459 Patterson Rd., Honolulu, HI 96819

• 92,371 square feet

• Parking Structure (Bldg. 32) – 114 Krukowski Rd., Honolulu, HI 96819

• 40,000 square feet

• Community Living Center (CLC, Bldg. 110) – 110 Krukowski Rd., Honolulu, HI 96819

• 43,000 square feet

Answer: Simplified One line attached

2. We would like to request the following clarifications in regards to the Solicitation 36C26126Q0232 / Electrical Distribution System Condition Assessment/ARC Flash:

- Can you please provide the single line diagrams

Answer: Simplified One line attached

- Can you please let us know what parts of the SoW will need to be done after hours?

Answer: Any work that affects downs power or need to be done after hours.

- Do you have an electronic copy of the previous study.

Answer: Previous study is available but it is a 91mb file so cant email it. Currently working on finding solutions to potentially make it available.

- Have you tracked changes that have been made to your distribution since the last study?

Answer: Changes are on the simplified one line attached.

- Will we be able to lockout/tagout for data collection during normal business hours.

Answer: LOTO needs to be done after hours.

3. We have a few questions:

- Are electrical one line drawings of the facility available for review?

Answer: Simplified One line attached.

- Was a previously arc flash analysis done at this facility? If so, how long ago was it?

Answer: Last study was done in 2020.

- Has electrical preventative maintenance been performed at the facility in the last 5 years?

Answer: Changes are on the simplified one line attached.

4. In order to submit a competitive bid for the project, I'd like to ask if it's possible to receive the study from the last time this work was conducted, along with the contract price awarded. This will allow use to view the exact number of equipment in the buildings.

Answer: Changes are on the simplified one line attached. Previous study is available, but it is a 91mb file so cant email it. Currently working on finding solutions to potentially make it available

5. For RFQ 36C26126Q0232, could you please confirm whether the VA will provide existing one-line diagrams, previous arc flash studies (if any), equipment schedules, and electrical as-builts for all buildings in the scope of work?

Answer: Simplified One line attached.

6. Below are our questions for Solicitation 36C26126Q0232 at VA Pacific Islands Health Care System:

- Are there existing one-line diagrams for each building? If so, can you please provide them, so we are able to respond with the most accurate unit pricing?

Answer: Simplified One line attached.

- For the facility single line, are you wanting generic floor plans that only show the locations of equipment from the single line? Or is there a different level of detail that you require?

- On page 7 it states, "The contractor/ consultant shall provide pricing and deductive alternative for each facility."What items/services need to be provided as deductive alternatives for each facility?

Answer: Pending.

- Is ground resistance testing only for the main ground bus bar for each building? If not, please provide additional information for the scope of this testing, so we can respond appropriately with our narrative and unit pricing.

Answer: Ground resistance is only for the main ground bus bar for each building.

7. Our subcontractors are requiring drawings for the sites or a list of the assets/distribution equipment, in order for us to finalize the quote and for it to be as accurate as possible. If it is possible to get the existing single line electrical drawings (one-lines) for each site that you could share.

Answer: Simplified One line attached.

8. Please find our RFI's regarding this solicitation below:

- Is single-phase equipment included in the scope of the study?

Answer: Single phase equipment and equipment under 480V is required.

- Is equipment rated below 480V included in the scope of the study?

Answer: Single phase equipment and equipment under 480V is required

- Please confirm which version of IEEE 1584 should be used for the arc-flash calculations. The RFQ references IEEE 1584-2002, but the most current and accurate standard is IEEE 1584-2018. The arc flash incident energies calculated will be much higher using IEEE 1584-2002.

Answer: Latest IEEE 1584-2018 should be used.

- What are the required scope and deliverables for Scope item 2 “ground resistance test report”? What is the extent of effort expected for Scope item 1.xi "developing single-line drawings"? Is this solely for inclusion in the final report, or does the VA currently lack up-to-date single-line diagrams? What are the scope and requirements for Scope item 1.x “single-line impedance diagram”? Should this be a software-generated impedance diagram showing device impedances within the arc-flash model?

- What level of detail is expected for Scope item 4 “operations and maintenance plan for the equipment”? Should this align with the type of maintenance program required under NFPA 70B? Or is this more so what to do about equipment that is underrated until it is replaced?

- Are existing single-line or as-built drawings available for each facility to support proposal development?

Answer: Simplified One line attached.

- Are any site photos available to review as part of the bidding process?

Answer: Limited photos may be provided. Coordination currently pending.

9. Ahead of the RFI deadline, we are submitting the following questions.

- The Statement of Work (SOW) does not contain enough information to accurately quote power system studies such as an arc flash, short circuit, and coordination. Can you please provide single-line drawings or previous arc flash reports with equipment lists so we can develop accurate pricing for the work being requested?

Answer: Refer to VHA directive 1028 for guidance. Simplified One line attached. Previous study is available, but it is a 91mb file so can’t email it. Currently working on finding solutions to potentially make it available.

- Does the facility have AutoCAD (.dwg) and/or (.pdf) files of their single-line drawings for editing purposes? Or will we be required to develop these drawings from scratch as part of this contract?

Answer: Autocad of one line is available.

- The SOW, Section 1.xii, requires a Grounding Resistance Test Report. Has this been completed in the past on these systems? If so, can you please send us copies of previous reports to aid in quoting?

Answer: Ground resistance is only for the main ground bus bar for each building.

- We have found that utility providers can delay our completion of project documentation by not providing timely utility data critical to the completion of our documentation to the VA. How will delays outside the control of our organization affect our performance against the Schedule of Work? Will the schedule be adjusted to accommodate these potential delays?

Answer: Yes, we can accommodate delays beyond contractor’s control.

- The price/cost schedule has one line item. On page 6 of the solicitation, it states, "provide pricing and deductive alternative for each facility." Can you please clarify what you mean by deductive alternative for each facility, and update the price/cost schedule so that can be added as requested?

Answer: Deductive alternative is just an explanation for the pricing.

10. We are reaching out for clarification over a few final points to ensure the accuracy of our proposal package. These questions are:

- Can you provide the latest SLD for these buildings?

Answer: Simplified One line attached.

- What is your prefer tool for study services (SKM, ETAPS...)?

Answer: SKM is preferred

- Regarding the scope item: “Develop an operations and maintenance plan for the equipment with long-term recommendations for repair and upgrade, including cost estimate” Could you clarify the expected horizon of years for these long-term recommendations?

Answer: Long term would be beyond 5 years
