The key details are:

  • This is not a design-build project; the contractor will be required to provide engineering services to replace building elements in-kind and restore MEP equipment to serviceable condition.
  • Mold mitigation shall comply with VA standards, and any unforeseen conditions or recommendations from the industrial hygienist's report will be addressed through the change order process.
  • Commissioning is required for the HVAC systems, heat reduction unit, and pool equipment. The contractor will provide pre-functional and functional testing, with VA O&M personnel advising on existing equipment.
  • The testing, adjusting, and balancing scope is for the existing HVAC systems and 3 new exhaust fans only.

The purpose of amendment 0002 is to:

a) Respond to RFIs, see responses on page 2.

Charee Harris Contracting Officer

RFI NO. Information Being Requested Response to RFI:

001 The statement of work paragraph 2.1 states “The intent is to select a qualified contractor to provide all engineering….” Is this project a Design Build Project? I assume it is not.

Specifically, what engineering will the contractor be required to provide?

This is not a Design Build Project. No design engineering is required.

Engineering services are as required to replace building elements in kind and restore MEP equipment to serviceable condition.

002 Task 2: Mold Mitigation Bullet Point #1 states:

“Engage certified industrial hygienists to produce a detailed report with findings on the extent and type of mold infestation.” I assume the Hygienist’s report will contain recommendations as to how to treat and mitigate the mold issue. The work tasks presumably are the contractual mold mitigation means. If the report has additional/different mold mitigation scope of work, I presume this will be treated as a change to the contract. Please confirm.

Mold mitigation shall comply with VA standards and guidelines as stated in Task #2. If unforeseen conditions are encountered, or the Hygienist report recommends actions other than described in the SOW, they should be reported to the COR for further action as appropriate.

003 In statement of work paragraph Task 11 & 25 in the Matrix; the Action is to Commission the HVAC System and to Commission the Heat Reduction Unit per Section 01 00 00 and Section 01 91 00.

Is the commissioning limited to the HVAC Systems and the Heat Reduction Unit per task #11 and #25 and Section 23 08 00, Commissioning of HVAC Systems?

This does not include the pool equipment.

Section 23 08 00 seems to limit Commissioning to the “HVAC Systems construction throughout the construction period.”

Or is Commissioning far-reaching, onerous, and extensive as per the Matrix on pages 45 through 62 in Section 01 91 00?

Secondly, if all the HVAC systems are to be commissioned are the VA O& M personnel going to be primary in the pre- functional and

Commissioning is required for all existing HVAC and Mechanical systems.

Commissioning is also required for pool systems installed or repaired under this contract.

Commissioning activities are as described in the SOW and Specifications.

Activities specific to LEED certification are not required.

The Contractor is to provide pre-functional and functional testing during commissioning. VA O&M Engineering personnel can advise on equipment functional testing of all the existing HVAC systems per paragraph 3.1, Commissioning and Responsibility Matrix? I assume they are the experts in the operations of the existing HVAC systems. Please advise.

operation as needed.

004 Please confirm the Testing, Adjusting and Balancing scope of work is for the existing HVAC systems and the 3 new exhaust fans only.

Please provide the rest of the Mechanical drawings for Bldg. 530. We need to see the Air distribution plans that show each grill, registers, etc.

Yes, confirmed.

See Drawings, MEP section, for reference mechanical drawings. The drawings included in the solicitation package is the information available. Contractor site verification is required to confirm information in drawings.

005 Is the scope of work limited to the Statement of Work and Bid Items/Tasks 1 through 35?

The reason I ask this is because there are items in the specifications and Development Construction Documents for PAD B530 Aquatics Center Reports that may not be part of the Statement of Work and Bid Items/Tasks 1 through 35.

For example, see the attached excerpt from Section 13 11 06 paragraphs 2.13 and 2.14 where a new carbon dioxide storage system and flow meters are called out. There is nothing like this in the statement of work or bid items/tasks.

Tasks required are defined by the SOW. Specifications may cover work not specifically required by this contract.
