The purpose of this amendment is to:
a. Incorporate revised wage determinations.
b. Answer requests for information.
c. Remove from the scope of work the requirement for the bottom door alarms for Mather and Hawaii. Repeat: Due to the sole source nature of the bottom alarms, the bottom alarms for Mather a nd Hawaii are removed from the scope of work. See attached revised statement of bid items from specifications.
The proposal due date was extended to February 12, 2020 at 4PM PST in amendment 0005. This remains the due date.
RFI #6: In Specifications, Section 01 00 00 General Requirements Section 1.2B: Contractor requests permission to perform one (1) brief site-visit to the Fresno facility during to precisely measure the ceilings and walls relative to the door alarm system devices. Please confirm whether this is acceptable to the VA.
Answer: There was an organized site visit held on January 17, 2020. There will not be another scheduled site visit.
RFI #7: In Specifications 01 00 00 General Requirements Section 1.3B: Shall all Low Voltage Alarm Cabling/Circuits be installed in a Color Conduit? (FYI, the requirements within the specifications conflict with the Item “N” in the Statement of Work distributed to Contractor at the VA Mather site visit).
Answer: The handout provided at Mather is not an official contract document. The color conduit referenced is written for fire alarm cabling. Color conduit is not required for this contract.
RFI #8: Similarly, depending on VA response to RFI #3 above, will any other VA facility location under this solicitation require Low Voltage Alarm Cabling/Circuits to be installed in Color Conduit?
Answer: No
RFI #9: In Specifications 01 00 00 General Requirements, Section 1.3: Please confirm that only two (2) facility locations – Mather & Honolulu – require the additional sensors on the bottom at the undercut of the door.
Answer: The bottom door sensors have been removed from the scope of work.
RFI #10: In Specifications 01 00 00 General Requirements, Section 1.6 Operation and Storage Areas: Please confirm the VA’s daily work hour/schedule expectations for all four (4) locations. (FYI, the Site Visit hand-out for VA Mather stated that “after hours and weekend work is required to work around patients and staff”).
Answer: Site visit handout from Mather is not an official contract document. See Contract 01 00 00 general requirements for work hours [7:30 AM to 4:00 PM, Monday through Friday] unless otherwise noted. Expect most work to occur during normal hours with shutdowns occurring off-hours.
RFI #11: Please provide/confirm the location for Alarm System “Master Control Panel” and “Power Supply” for all four (4) locations.
Answer: Displays and interfaces would go in the nurse’s stations. Any separate controllers not intended for daily interfacing (Master control panel?) would go as follows- Honolulu: Master control panel will go in Utilities Room 3B511 across from the Nurse Station (see attached Floor Plan). The remote interface panel will go in the nurse station.
Fresno: Install the master control unit in comm room, 6A38. The remote interface panel will go in the nurse station.
Mather: Install the master control unit in the electrical room, 110. The remote interface panel will go in the nurses station Reno: Install in Nurses station
RFI #12: Please designate/confirm the Electric Panelboard to feed Master Control Panel and Power Supply for all four (4) locations.
Answer: See attached floor plans, electrical plans and/or photographs of panelboards. Similar to other RFI question. Added comment for Honolulu: electrical room 3B313• Electrical Drawing for TAMC 3rd Floor, Primary Circuits supplying power to 3B2: 3B/2C2 – 208/120 V; 100 A, 3B/2N – 208/120 V; 100 A, 3B/2E – 208/120 V; 225 A, Panel Schedules for Panels attached. Panel 3B/2C2 has the most spare breakers. Panel 3B/2E has some spare breakers and spaces provided for future breakers.
RFI #13: Total contract process for job completion is 150 days. Is this 150 day each facility or all 4 within 150 days? Will each facility be completed one at a time after each one is completed? Or can we schedule multiple teams?
Answer: 150 calendar days is the complete task order period of performance. Notice to proceed will be issued concurrently and work at all sites is expected to progress, roughly, concurrently also. Yes, you can schedule multiple teams.
RFI #14: For scheduling Door Types See PG 18-14 of drawings! These pages where not provided.
Answer: This is a reference to the VA Program Guide publicly available on the VA’s Technical information library (TIL) https://www.cfm.va.gov/til/room/RoomFinishes.pdf Chapter 110.
RFI #15: Each door will need to be measured for accuracy for equipment ahead of time before install. Can this be arranged? That or can we get better details or plans for this from someone?
Answer: Site visits to awardee can be scheduled with the site engineer to preform field verification prior to ordering materials or submittals.
RFI #16: Specification Section 01 00 00 General Requirements section 1.3 Statement of Bid Item(s), A. Item I, states installation at VASNHCS, Reno, Special considerations/ requirements at this site area: “none.” The RFP also includes the “Reno Door Floor Plan” which is the electrical door anti-ligation floor plan. Unlike the other locations, where the special consideration section states to provide new or dedicated power, please confirm if Contractor shall install power circuits to provide power to the control panel/ monitoring panel to include “roughing-in” such as conduits, pull boxes and device boxes to each of the rooms where the anti-ligature sensors will be installed for the Reno location or do these power circuits exist already.
Answer: Power for the main control panel/monitoring panel is existing at Reno for contractor to connect to. Power, conduit and boxes to sensors or between control panel and associated devices would be part of the contract requirements to make the anti-ligature system functional and shall be included in the contract for all sites.
RFI #17: Specification Section 01 00 00 General Requirements section 1.3 Statement of Bid Item(s), C. Item III, states installation at VACCHCS, Fresno, Special considerations/ requirements at this site area: “none.” Unlike the other locations where special consideration states to provide new or dedicated power, please confirm if Contractor shall install power circuits to provide power to the control panel/ monitoring panel including “roughing-in” such as conduits, pull boxes and device boxes to each of the rooms where the anti-ligature sensors will be installed for the Fresno location.
Answer: Power for the main control panel/monitoring panel will be provided by Fresno VA for contractor to connect to at that site. The power panel is located on the south wall outside in the corridor. See attached drawing. Power, conduit and boxes to sensors or between control panel and associated devices would be part of the contract requirements to make the anti-ligature system functional and shall be included in the contract for all sites.
RFI #18: Specification Section 01 00 00 General Requirements section 1.3 Statement of Bid Item(s), C. Item IV, states installation at VAPIHCS, Honolulu, Special considerations/ requirements at this site area: “Contractor shall install new power to meet demand of provided equipment from electrical closet on seen on the plan.” During the site visit walk thru, the VA could not provide access to the electrical room therefore we could not verify if there are enough spares and space available to power the equipment. Please provide as-builts or photos of the electrical room and any existing electrical panels with spares to connect and terminate so we can provide a competitive price.
Answer: See attached.
RFI #19: For General Contractors who cannot attend the different VA Health Care locations for the multiple site visits, could the VA provide as-built drawings and photos of the electrical room to be used in this project so we can provide a competitive price.
Answer: See attached.
RFI #20: Specification Section 01 00 00 General Requirements section 1.3 Statement of Bid Item(s), B. Item II, states installation at VANCHCS, Mather under Special considerations/ requirements at this site are:….”Contractor shall install 3 new dedicated breakers and circuits for the system located in B726 electrical room”….From the RFP “Mather Door Plan”, the nearest electrical room is Room 168. Please provide details to the location of B726 electrical room relative to the Behavioral Health Unit.
Answer: See attached.
RFI #21: Since work will be performed in 4 VA Health Care locations, will the VA consider the Superintendent be the QCM and the SSHO for this project.
Answer: Yes, that will be acceptable.
RFI #22: In reference to the Non-Price Factor Proposal, Factor 2 Past Performance (pg 13 of 56), this seems to be identifying a request for Past Experience, please confirm that only the project information requested is what is to be submitted and not performance evaluations.
Answer: Confirmed. Only project information is required. No past performance questionnaire.
RFI #23: In reference to the section “Instructions to Offerors”, the required documentation of the EMR and the Safety and Environmental Record, in which factor, Price or Technical, should this be submitted?
Answer: Please submit it in the technical.
