About this file
This document contains details for a federal contract solicitation to install anti-ligature door alarms at four Department of Veterans Affairs medical facilities. The solicitation will seek bids to furnish, install, and interface suicide deterrent and alarm systems on seventy-five doors across locations in Mather, California; Honolulu, Hawaii; Fresno, California; and Reno, Nevada. The systems must detect ligature attempts before pressure is applied, be addressable, self-monitoring, and capable of remote diagnostics. The monitoring panels will display event times and locations with visual and audible alarms. All events will be electronically logged and stored for a year. The installation period is one hundred fifty days from notice to proceed, and the project value is estimated between five hundred thousand and one million dollars. The solicitation NAICS code is 238210 with a size standard of sixteen point five million dollars. The solicitation and specifications will be issued on December 30, 2019 and posted on Federal Business Opportunities. This acquisition will be set aside as a total small business set-aside for Service Disabled Veteran Owned Small Businesses.

The purpose of this amendment is to answer requests for information.
RFI #3: The statement of Bid items in the Specifications (1.3 A,B ,C, C) make note of special consideration for Mather and Honolulu as requiring bottom of the door protection. This is not stated for Reno and Fresno.
Answer: The Directive requires the top of door alarm and only Mather and Honolulu also wanted the bottom o f the door installed so it was not a requirement for the other to sites.
That is why it was put with the special considerations rather than in the specifications or general scope area. Note: this answer changes the answer to RFI #1.
RFI #4: Is the intent to use the TDA system for Mather and Honolulu and a different system for Reno and Fresno?
Answer: There is no intent regarding specific products. If the “TDA systems” work to meet the Mather and Honolulu requirements and can also be installed in Fresno and Reno with or without the bottom sensors for competitive pricing, perfect. Ideally the systems would all be the same but that is not specifically a requirement so if we ended up with two systems across 4 sites that meets the requirement as a result of competition, that is allowable.
