Install Anti-Ligature Door Alarms

GENERAL INTENTION:

A. Contractor shall furnish labor and materials needed to perform all demolition, renovation, installation and finishes required by this scope located at the VA Northern California Health Care System (VANCHCS), VA Pacific Islands HealthCare System (VAPIHCS), VA Central California HealthCare System (VACCHCS) and VA Sierra Nevada Health Care system (VASNHCS) as required by specifications.

B. Visits to the site by bidders may be made only by appointment with the Contracting Officer for the project.

C. This project is to take no longer than 150 calendar days from notice to proceed and shall occur concurrently across the health care systems.

STATEMENT OF WORK:

A. The contractor shall furnish, install, and interface a suicide deterrent and alarm system, detecting attempts at suicide by supporting a ligature in a door assembly. The system includes, but is not limited to, sensor systems, visual and audible indicators, controller systems and user interfaces as required for proper operation. The contractor shall be responsible for all delivery and installation, storage, and protection of equipment until the end of project. The contractor shall provide a standard 1-year warranty from the date of project full acceptance and closeout unless otherwise noted.

The system will detect the presence of a ligature (such as a bed sheet, towel, etc.) before pressure is applied. The system will detect a ligature-initiated event (such as a bed sheet, towel, etc.). Furthermore, the system shall be addressable, self-monitoring, and capable of remote diagnostics. The monitoring panel shall have an LCD display that will show the time and location of the event. Upon detection, a visual indicator shall be activated at the location of the event, as well as at a remote monitoring panel, typically located in the nurse’s station. In addition, an audible alarm shall also be activated in a predetermined hallway location, as well as at the remote monitoring panel in the Nurse’s Station. Once initiated, the alarm will remain active even if the ligature is removed and the alarm shall be manually reset using the keyed switch located near the door jamb. After being reset, the audible and visual indicators will be cleared. The system shall record and display at least 64 recent events in an electronic log, available for immediate review.

All event messages are stored for a period of 1 year and are available for download. This system has the capability of recording events, including the date and time of each event, and shall be accessible for review as required. The system shall be installed in accordance with the manufacturer’s specifications of the door alarm.

Provide and install system on: fourteen doors for VASNHCS, twenty-nine doors for VANCHCS, twenty doors for VACCHCS and Twelve doors for VAPIHCS.
