Amendment 0003 Request for Information Question 1 was answered under amendment 0002.
Question 2 – General note 3 on sheet LP1.1.1 describes the contractor to provide (4) plaques for art pieces as shown on detail 9/LP5.1.2. However, there is no detail 9/LP5.1.2. Will the VA please clarify.
Answer 2 – Detail 9/LP 5.1.2 will not be used. Please disregard to all features which call out for that detail.
Question 3 - LP 1.1.1 refers to glass art pavers on 2/LP 5.1.4. There are no detail 2/LP 5.1.4 and there are no specs on these. Can you please provide this to us?
Answer 3 – Detail 2/LP 5.1.4 will not be used. Please disregard to all features which call out for that detail.
Question 4 – The structural specifications for the Renovate Canteen Plaza requires fabrication to be done in an AISC Certified fabrication shop. I have also attached the structural steel spec section from other VA projects in Palo Alto, CA that do not require the AISC certification or give an option if the shop does not participate in the AISC Certification Program. Delta Steel Construction, Inc. does not participate in the AISC Shop Certification Program, but we have completed several VA projects in Palo Alto that either did not require the certification or give an option if the shop does not participate in the certification program.
We are requesting that the AISC certification requirement be waived or if there can be an option add if the shop does not participate in the program.
Answer 4 - Contractor shall not use other project specs to apply to this project. However, in this case, the contractor can follow the below requirements.
1. Steel Fabricators – shall be a qualified fabricator who participates in the AISC certification program and is designated an AISC Certified Plant, Category STD. Fabricators that do not participate in the AISC certification program must present documentation to demonstrate equivalent quality management process and procedures that will be reviewed by the resident engineer as part of the pre-fabrication/pre-erection conference noted in Section 05 12 00 – Article 3.8, item A.
All of the following elements must be in place to be considered as demonstrating equivalence:
a. All welders are qualified per American Welding Society (AWS) D1.1. Documentation of welder qualification is available for review by inspection personnel.
b. Written welding procedures, compliant with AWS D1.1 specifications, are provided to, and used by all welders.
c. Written bolt tightening procedures, compliant with Research Council on Structural Connections (RCSC) specifications, are in provided for, and used in all bolting work.
d. Written procedures for contract and project specification review are provided to all individuals in the organization responsible to assure contract compliance. These procedures shall include a system for requests for information necessary to resolve discrepancies or variations from contract requirements.
e. Written procedures for inspection and the qualification of inspection personnel to verify that product quality meets project requirements. Inspection procedures shall meet AWS D1.1 requirements for “Contractor’s Inspector” and RCSC requirements.
f. Written material procurement procedures are in place to ensure that material is ordered in accordance with design drawings and specifications.
g. Written inspection procedures are in place to ensure material received meets the purchase order and ASTM requirements.
h. Written procedures for correction of non-conforming work are provided to, and used by all shop personnel performing such work.
Question 5 - Proposal RFI #A-001 – Sheet C0.2 indicates that there are 5 Contract Line Items. However, the RFP Bid Schedule is only showing 1 contract line item.
Answer 5 – Please bid the project as one price on the bid submission. Please provide the multiple pricing as a backup sheet. This will be used as a reference for future deductions, should we need to take such action due to funding constraints.
Question 6 - Sheet C0.2 indicates that there are 1000 linear feet of handrails per specs. Provide these missing specs as well as the detail section and typical elevation view of these handrails. Do these handrails get painted?
Answer 6 – Handrail detail is attachment 1 to this amendment.
Question 7 - In reference to Specification 01 00 00 General Requirements, is it required for the contractor to have separate individuals for superintendent, quality control manager and safety officer for this project?
Answer 7 – The superintendent can be designate to be a quality control manager and safety officer. However, the superintendent must be on site at all times during work hours, and whenever there is activity on site.

Answer 9 – Please see response to question 2 above.
Question 10 - Is there a soils report available for this project, and if so, can you please provide that to us?
Answer 10 – There is no Geotech report for this project. Please use standard seismic design requirements from the TIL website.
Question 11 - pec section 014529 states that a 3rd party testing company will be retained and paid for by the Contractor. However, sheet SSO.1 under general notes VIII 1. States that an independent testing agency and special inspectors will be retained by the owner. Will the VA please clarify who is responsible for retaining the 3rd Party testing agency?
